Design Review
INTRODUCTION:
The Planning and Zoning Commission approved a design for the Mountain Center
development at the May 5, 1987, meeting. This approval was contingent upon a
number of conditions including the completior if detailed grading and drainage
plan. In developing this grading and drainage Flan, it was discovered that
the basement was potentially subject to flooding from Metcalf Gulch. The
project has been redesigned to eliminate this potential problem.
The revised plans include relocating the drive-in basement entrance from the
southeast corner to the west end of the building. This change not only
eliminates the potential flood hazard, but also improves access to the site.
STAFF COMMENTS:
The proposed revisions do not substantially change the appearance of the building
from the previously approved design and does improve vehicular circulation on
the site.
STAFF RECOMMENDATIONS:
Staff recommends approval of the proposed revisions subject to the same conditions
as the approval granted at the May 5, 1987, meeting. These conditions are:
1. A complete grading and drainage plan be submitted detailing facilities
for the treatment of parking lot runoff;
2. A completely dimensioned site plan be submitted showing all planned
improvements, building ties, parking and drive dimensions, parking
lot lighting, etc.;
3. A complete landscaping plan showing all landscaping and specifying the
type of irrigation system to be used;
4. Building elevations be submitted indicating building materials and
colors;
5. Final Plat for Lots 26 and 27, Block 1, Benchmark at Beaver Creek vacating
the existing lot line and utility easement be recorded;
6. A Comprehensive Sign Program be submitted specifying the maximum sign
size for each business, the materials and colors for signs, and the
location and sizes of any project entry signs and directories;

7. Details for the trash enclosures be submitted; and
8. Approval is valid only for those uses which are specifically allowed in
the IC Zone District. Any application for a Special Review Use in this
project would be subject to available on-site parking.

Eaglewood - Meyers Ranch Annexation
Preliminary Design Review

INTRODUCTION:
At the meeting of November 18, 1986, the Commission granted conceptual design
review approval to the Eaglewood project which is located on the Meyers Ranch
parcel, west of Sunridge. That plan generally consisted of a 5 building
project containing 211 residential condominium units and 304 parking spaces.
The developer has requested design review approval for Phase I of the project
which will consist of Building A, located in the -northeast corner of the site.
This building will contain 57 condominium units served by approximately 88
parking spaces. Building A consists of one level of covered parking, with
three levels of condominiums above. Proposed building materials include
channel rustic cedar siding, simulated stone veneer, and asphalt shingles.
Plans submitted include a site plan, grading and drainage plan, utility plan,
snow storage plan, typic:.? floor plans and building elevations.
STAFF COMMENTS:
Building A is proposed for 57 units. This is a fractionalized project and the
breakdown of the unit sizes and development rights is as follows:
42 units @ 532 sq.ft. ea. x 1/3 D.R. = 14 D.R.
9 units @ 879 sq.ft. ea. x 3/4 D.R. = 16 3/4 D.R.
6 units @ 1007 sq.ft. ea. x 3/4 D.R. = 4 1/2 D.R.
TOTAL 25 1/0 D.R.
This phase of the development will require 26 Development Rights. The plans
also show each of the 57 units containing a fireplace. Section 17.22.030 of the
Zoning Code states: "If a Residential Development Right is fractionalized so as
to permit the construction of more than one living unit, no more than two of any
combination of wood -burning fireplaces or stoves shall be allowed in connection
with that Development Right". In order to be in conformance with this provision,
the developer must eliminate at least 5 fireplaces from Building A.
Parking requirements for Building A are as follows:

Eighty-eight parking spaces are indicated on the plans, however, a detailed plan
of the parking level for Building A must be submitted in order for Staff to
determine where support columns will be located in the building and whether there
is adequate room for the number of parking spaces shown.
The Preliminary Plat for the Eaglewood Subdivision was approved by the Town
Council on February 10, 1987, but the Final Plat has not been approved as yet.
The developer will have to complete the subdivision process prior to obtaining
final design review approval for the project.
Building plans have been submitted and the Commission should review these plans
for building materials and colors. The approved materials and colors should be
shown on the plans as well.
STAFF RECOMMENDATIONS:
Staff feels that these plans are only adequate for preliminary approval. If the
Commission concurs, Staff would recommend preliminary approval of Phase I of the
Eaglewood project, with the following items to be addressed prior to submittal
for final design review approval:
1. Completion of the subdivision process for the Meyer's Ranch Annexation
property;
2. Submittal of access and entrance design plans which have been approved
by the Colorado Department of Highways;
3. Building location to be shown relative to property lines (building ties);
4. Greater detail be provided for stormwater detention (filter gallery) outlet
controls and construction;
5. Provide erosion control along riverbank for stormwater discharge;
6. Refine grading plan so that all elevations and contour lines relate properly;
7. Provide drainage control for easterly 24" culvert under Highway 6. Silt
and mud may be removed from culvert allowing off-site drainage to pass
through it;
8. Project entrance width should be increased to 36' to accommodate a left
turn lane;
9. Review plans with Fire Department and address all concerns;

10. Review plans with Upper Eagle Valley Water and Sewer District;
11. Provide details of parking level in Building A, with dimensions and
column locations to verify number of available parking spaces;
12. Provide a complete landscaping plan for Phase I of the project;
13. Show all building finish colors by manufacturer's stock number on plans;
14. Due to limitation of fireplaces in fractionalized projects, 5 fireplaces
must be eliminated from Building A. Each building or phase must conform
with requirements.
RECOMMENDED ACTION:
1. Introduce project;
2. Presentation by applicant;
3. Commission review o -r submitted materials;
4. Act on application.
