PZC Minutes 060287RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING JUNE 2, 1987 The regular- meeting of the Avon Planning and Zoning Commission was held on June 2, 1987, at 7:15 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Vice Chairman Mark Donaldson. Members Present: Charlie Gersbach, Frank Doll, Mike Blair, Buz Reynolds Mark Donaldson, Tom Landauer Members Absent: Pat Cuny Staff Present: Norm Wood, Director of Engineering and Community Development - Jim Lamont, Planning Consultant Ray Wright, Engineering Technician - Maggie Lach, Recording Secretary Staff Work Session Wood reviewed agenda items of June 2, 1987, with Commission members. 7.35 PM - Regular Agenda Items Lots 26-28 Blk. 1 BM @ BC - Mountain Center- - Design Modification Design Review Wright stated that the Commission approved a design for the Mountain Center development at the May 5, 1987, meeting. This approval was contingent upon a number of conditions including the completion of detailed grading and drainage plan. In developing this grading and drainage plan, it was discovered that the basement was potentially subject to flooding from Metcalf Gulch. The project has been redesigned to eliminate this potential problem. The revised plans include relocating the drive-in basement entrance from the southeast corner to the west end of the building. This change not only eliminates the potential flood hazard, but also improves access to the site. Wright then presented plans for Commission review and comment. Les Shapiro, owner of the lots stated that approval was given at the last meeting and details were to be worked out with Staff. He explained that the difference in the plans is that the entrance to the mini -storage was changed from -the east end to the west end of the building. The second phase of the building will be built over the entrance to the mini -storage. There were a few technical difficulties with the drainage that Staff had gone over. Shapiro commented that after 5 years of working on this project he was informed 2 weeks ago that one of the lots was in the flood plain. This was not noted on the original plat by the developer, but the Town accepted it. He felt that this type of information should be made known to the public in the future to forestall any delays and problems. Lengthy discussion followed on flood plains as they relate to grading and drainage studies for lots within Avon. Ray Story, architect of proposed project stated that the revised drawings from 6 months ago for this project would not have worked when the flood plain data became available. The solution was to move the drileway access to the mini -storage, farther to the west. Discussion followed. Blair motioned to approve the revised site plan as submitted with the following conditions: 1) a complete grading and drainage plan be submitted detailing facilities for the treatment of parking lot runoff; 2) a completely dimensioned site plan be submitted showing all planned improvements, building ties, parking and drive dimensions, parking lot lighting, etc.; 3) a complete landscaping plan showing all landscaping and specifying the type of irrigation system to be used; 4) building elevations be submitted indicating building materials and colors; 5) final plat for Lots 26 and 27, Block 1, Benchmark at Beaver Creek vacating the existing lot line and utility easement be recorded; 6) a Comprehensive Sign Program be submitted specifying the maximum sign size for each business, the materials and colors for signs, and the location and sizes of any project entry signs and directories; 7) details for the trash enclosures be submitted; and 8) approval is valid only for those uses which are specifically allowed in the IC Zone District. Any application for a Special Review Use in this project would be subject to available on-site parking. Landauer seconded. Passed unanimously. Ea lewood - Preliminary Design Review - Meyers Ranch Annexation Con t. from 11/18/86 Reqular Meeting Wright stated that at the meeting of November 18, 1986, the Commission granted conceptual design review approval to the Eaglewood project on the Meyer's Ranch parcel, vest of Sunridge. That plan consisted of a 5 building project containing 211 residential condominium units and 304 parking spaces. The developer has requested design review approval for - Phase I of the project which will consist of Building A, located in the northeast corner of the site. This building will contain 57 condominium units served by approximately 88 parking spaces. Building A consists of one level of covered parking, with three levals of condominiums above. Proposed building materials include channel rustic cedar siding, simulated stone veneer, and asphalt shingles. Plans submitted include a site plan, grading and drainage plan, utility plan, snow storage plan, typical floor plans and building elevations. Wright presented plans for Commission review and comment. John Werner, developer of project explained plans to Commission and presented material samples. He stated that the stone veneer would be used for accent on the stairwells and fireplace chases. Werner presented photos of residence with stone veneer. He explained that the roof material is a brown fiberglass shingle. Glenn Palmer of Contra Ltd., engineer for project, then addressed Staff comments. He stated that the preliminary plat was approved, but there were a few details to be worked out with U.E.V.S.D. as far as correcting an easement that goes across the property, and are working out details on the Ford ditch easement with Arrowhead. He explained that they have an approved preliminary set of plans for the Highway 6 access, and as soon as the construction plans are done they will be submitted. He stated that Staff __lggested that they widen the access to accommodate a left turn lane. pe stated that they prefer not to add a lane because they felt it was not needed. Palmer then explained details for public streets. He felt there was adequate storage on-site to accommodate turning. He explained they were also trying to save as many trees as possible. Discussion followed on entrance width. Palmer went on to explain that they have met with the Fire Department, and the utility plan, regarding location of fire hydrants, are based Upon input from the Fire Department. Palmer then explained locations from plans submitted. Palmer went on to explain that Dave krenek of U.E.V.S.D. had given input on the water line. Werner then addressed the remainder of the Staff comments and stated that columns were addressed in the parking level under the building, and these will be submitted; the landscaping plan is in process, with an emphasis on the tree buffer between Sunridge and Eaglewood. He stated they have gone to great lengths to retain the standof building es right at the entrance. These plans will be forthcoming. finish colors will be noted on the plans. Werner stated that fireplace limitation due to fractionalization would be no problem. Wood stated that the entrance to the project now is at 24', and the curb and gutter widths, if that could be extended to 30-35', would be acceptable. stepping of buildings Lamont then explained concerns of landscaping, pP 9 and parking lot from plans submitted. He stated he had a problem with the synthetic rock and would rather see natural rock. Werner stated there is a large cost factor in using the synthetic rock. Lamont stated that a hip roof was suggested for sun access to adjacent buildings and because si;rface parking is exposed to first level, a louver system could screen the parking. Werner then explained site plan to Commission regarding building layout. He stated he had no problem with putting a hip on Building A and no problem with screening the parking area. Lamont felt there was more honesty in architecture if you used real material instead of synthetic rock. Werner stated it would be more affordable to use stucco than the synthetic rock, but telt the rock had more appeal. Blair agreed with the philosophy, but felt that this material was substantial and would prefer it over artificial stucco. Discussion followed on landscaping buffer between Eaglewood and Sunridge. Lamont commented and asked if one building would be shading the other in terms of its sunlight. Discussion followed. Blair motioned for preliminary approval for the Eaglewood project with the following conditions: 1)completion of the subdivision process for the Meyer's Ranch Annexation property; 2) submittal of access and Plannin' & Zoning Meeting Minutes June 2, 1987 Page 4 of S Ea lewood - preliminary Design Review - Meyer's Ranch Annexation Can't. from 11/18/86 Regular Meeting. Con t_ entrance design plans which have been approved by the Colorado Department of Highways; 3) building location to be shown relative to property lines (building ties); 4) greater detail be provided for stormwater detention (filter gallery) outlet controls and construction; S) provide erosion control along riverbank for stormwater discharge; 6) refine grading plan so that all elevations and contour lines relate properly; 7) provide drainage control for easterly 24" culvert under Highway 6. Silt and mud may be removed from culvert allowing off-site drainage to pass through it; 8) project entrance width should be increased to accommodate a left turn lane; 9) review plans with Eire Department and address all concerns; 10) review plans with Upper Eagle Valley Water and Sewer District; 11) provide details of parking level in Building A, with dimensions and column locations to verify number of available parking spaces; 12) provide a complete landscaping plan for Phase I of the project that includes a greater- abundance of material between Building A and the Sunridge project; 13) show all building finish colors by manufacturer's stock number on plans; 14) due to limitation of fireplaces in fractionalized projects, 5 fireplaces must be eliminated from Building A. Each building or phase must conform with requirements; 15) the hip roof is acceptable where stipulated on Building A; 16) louvers will be allowed for the parking garage for screening purposes; and 17) the stone material be approved as submitted with specific manufacturer's specifications. Doll seconded. Wood stated that with approval of hip roof, Commission should keep design compatibility in mind. Lamont stated he would like to see wording that building is not ey.cessively shading neighboring units. Donaldson did not believe it would be fair to leave the building form subject to modification while the applicant is proceeding with construction drawings. Lenghty discussion followed on potential shading of adjacent buildings. Passed unanimously. The Commission 'then reviewed the site plan for the proposed Eaglewood project and lengthy discussion followed regarding second access for site. Commission concurred that second entrance should be looked into with State Highway Department. No formal action was taken - Reading and Approval of P & Z Minutes of 5/19/8: Regular Meeting Reynolds stated that page S of 7 of the minutes, line 6 should read "Reynolds is a bidding contractor" rather than "a contractor for this job Landauer motioned to approve the minutes of May 19, 1987, with the correction as noted. Doll seconded. Passed unanimously. Planning & Zoning Meeting Minutes June 2, 1987 Page 5 of 5 Other Business Wright gave Commission members handouts of the Planning and Zoning Commission Procedures, Rules and Regulations that had just been completed at the printers. Blair commented that the flood plain studies done in 1481, were before the Council several times with a lot of public discussion. He felt the developer of any project had the obligation to ask what regulations, specifications, and rules were applicable and where they were available. Discussion followed.
