PZC Packet 072187STAFF REPORT TO PLANNING & ZONING COMMISSION - 7/21/87 Tract Q, Block 2, Benchmark at Beaver Creek Hardee's Restaurant - Design Review INTRODUCTION: The Planning and Zoning Commission considered a design review application for a proposed Hardee's Restaurant on a portion of Tract Q, Block 2, Benchmark at Beaver Creek at the July 7, 1937, meeting. The proposed design included a 3,485 square foot, one story stucco building with standing seam metal mansard roof and a se:.ing area of 1,226 square feet. The proposed site plan indicated building and drive -up canopy encroachment into the 25 foot setback along Avon Road and a paved parking area with 23 parking spaces plus 7 stacking spaces for the drive -up window. At that meeting the Commission gave preliminary approval to the project subject to a number of design revisions and site factor conditions being completed prior to final design consideration. The following desk;,; revisions have been made to address conditions imposed by the Planning and Zoning Commission in the preliminary approval: 1. Orange tile band has been extended around east, north and west sides of building for added accent; 2. Mansard roof will be enclosed on back side and equipment on roof will be painted to match grey ballast on flat portion of roof to improve visual appearance from above; 3. A raised stucco planter has been added to separate the outdoor dining area from vehicular circulation area. Revised landscape plan also includes additional plant materials; 4. The fence enclosing the walk-in freezer and trash storage area has been expanded and modified to include stucco columns, to match building, with R.S. channel rustic clear heart redwood panels; and 5. The sign program has been revised to: Northside (Building Roof) Logo 37.11 sq.ft. Southside (Building Roof) Logo 37.11 sq.ft. Westside (Building Wall) Breakfast Drive -Through 16 sq ft. TOTAL SIGN AREA 90.22 sq.ft. Signs not included in area calculations include menu board and directional signs for traffic control. STAFF COMMENTS: The revised pians appear to generally address the design related conditions of the preliminary approval. The non -design related issues remaining to be addressed include the approval and recording of a Final Plat for the resubdivision of Tract Q and any approvals which may be required by the Highway Department for access to the site. STAFF RECOMMENDATIONS: If the Commission determines that the proposed Hardee's Restaurant and sign program on Tract Q, Block 2, Generally conforms with design guidelines in Section 6.00 of the Town of Avon, Planning and Zoning Commission Design Procedures, Rules and Regulations. Staff recommends approval subject to: 1. Th;! approval and recording of a Final Plat for the resubdivision of Tract Q prior to the issuance of a building permit; 2. Conformance with any requirements of the State Highway Department with regard to access to the site from Avon Road; 3. The exterior down lights be high pressure sodium fixtures at mounting height not exceeding 25 feet; and 4. Submission of an approved grading and drainage plan prior to issuance of a building permit. Vtj+e- ' U K g 4't.. o 4s NW/mml W STAFF REPORT TO PLANNING a ZONING COMMISSICN - 7/21/87 Lot 33, Block 1, Benchmark at Beaver Creek µvon Service Center - Sign Program Modification DesSgn Review INTRODUCTION: Peel/Warren Architects, on behalf of Jim Verhey, have requested design review approval for modifications to the approved sign program for the Avon Service Center (Barshop Building) located on Lot 33, Block 1, The requested modification would increase allowable signage from 24 square feet to 36 square feet per tenant. STAFF COMMENTS: Information has not been provided to demonstrate how the additional square footage will be added or how it will relate to building appearance. The Town of Avon Sign Code states that, "Sign pr,�grams may be proposed or changed only by the owners of the buildings or t::: owners association. Sign program changes or proposals may not be made by an individual business". This application is not by the owner of the building and we have not received written authorization from the owner for the proposed change. STAFF RECOMMENDATIONS: The application for sign program modification/design review is incomplete. Appropriate actions are: 1. Table action on application pending receipt of: a. Written approval from owner of building for proposed Sign, Code modifications; b. Revised sign details ahowing dimensions and relationship to building elevations; 2. Deny application as incomplete and inappropriate based on: a,. Application must be by owners of building or the owners association; b. Application must include details showing proposed dimensions and relationship to building elevations.
