INTRODUCTION:

- Request to Delete Fence
On October 7, 1986, the Commission granted final design review approval for
Avon Auto Body, located on Lot 11, Block 1. At that time the approved plans
called for a 6' high fence to be installed at the northeast corner of the
site, around a proposed storage area. Now that the project landscaping is
complete, the owner feels that the landscape berms adequately screen the
storage area from Metcalf Road, and is asking the Commission's permission tc
delete the fence from the plan.
STAFF COMMENTS:
Staff's only concern with this request is that the propane tank located in the
storage yard be adequately protected from damage by vehicles. When the
variance was granted to allow the above ground propane tank for the project,
it was agreed that the tank would be placed behind the fence to minimize the
danger of vehicles being pushed into the tank. Section 82.113 of the Uniform
Fire Code requires that all tanks located in areas where they may be damaged
by vehicles, shall be protected.
STAFF RECOMMENDATIONS:
If the Commission approves this request, Staff recommends the following
condition be made part of that approval:
1. That the propane tank be protected to the satisfaction of the Fire
Department.
RECOMMENDED ACTIONS:

2. Presentation by applicant;
3. Commission review of request;
4. Act on request.

Single Family Residence - Design Review
INTRODUCTION:
The owners of Lot 8, Block 2, Wildridge Subdivision have applied for design
review of a single family residence proposed for the site. The proposed
residence will be approximately 2,500 square feet with a garage and unfinished
basement below. Proposed building materials include a block foundation faced
with rock, 10" x 24" timbers on the main level, board and batten siding on the
second floor, and cedar shakes on the roof. The timbers and siding are proposed
to be finished with Olympic 707 stain and the trim will be Olympic 729 stain.
Plans submitted include landscape plan, grading plan, building elevations and
floor plans.
STAFF COMMENTS:
Although this submittal is fairly complete, there are some items that need to
be clarified. The site and grading pian needs additional dimensions, floor
elevations, etc., to be complete. Some of the grading, as shown, will not
work properly. The applicant needs to provide finished floor elevations for
the basement and then the grading around the house, as well as the driveway,
can be worked out. The house is shown as being 10 feet from the side lot line
but since there is a roof overhang of approximately 18", the location of the
house must be adjusted to keep the overhang from encroaching into the setback.
The applicant should be made aware that asphalt paving is required at least
from the existing pavement edge to the property line, per the Avon Municipal
Code.
A note must be added to the landscape plan stating that all areas disturbed by
construction will be revegetated.
Finally, the Protective Covenants of the Wildridge Subdivision restrict the use
of logs as a building material. Although the Town does not enforce private
covenants, it is recommended that the applicant obtain a letter of approval
from the Wildridge Covenants Committee.
STAFF RECOMMENDATIONS:
If the Commission feels it appropriate to grant design review approval for this
project, Staff recommends that the following items be addressed by the applicant
prior to obtaining a building permit:
1. Submit a revised grading and drainage plan showing the house and roof
overhang out of the side lot setback, finished floor elevation for the
basement, and revised contours and asphalt paving from the edge of
existing pavement to the property line, as a minimum;
