MINUTES OF PLANNING AND ZONING COMMISSION MEETING
AUGUST 4, 1937
The regular meeting of the Avon Planning and Zonira Commission was held on
August .1, 1987, at 7:35 PM in the Town Council (:hambers of the Town of Avon
Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called
to order by Chairwoman Pat Cuny.
Members Present: Frank Doll, Charlie Gersbach, Pat Cuny, Mike Blair,
Mark Donaldson, Tom Landauer
Members Absent: Buz Reynolds
Staff Present: Norm Wood, Director of Engineering and Community Development
Jim Lamont, Planning Consultant - Ray Wright, Engineering
Technician - Maggie Lach, Recording Secretary
Lot 11 Blk i SM @ BC Avon Auto Body Request to Delete Fence - Design Review
Wright stated t on October 7, 1936,, the Commission granted final design review
approval for Avon Auto Body, located on Lot 11, Block 1. At that time the approved
plans called for a 6' high fence to be installed at the northeast corner of the
site, around a proposed storage area. Now that the project landscaping is complete,
the owner feels that the landscape berms adequately screen the storage area from
Metcalf Road, and is asking the Commission's permission to delete the fence from
the pian.
Donaldson stated for the record that he had previously been involved in this project,
but had not been involved since the initial stages of construction, and did not feel
he had a conflict of interest, and would remain seated if there were no objections.
Commission members did not object.
Wright presented site plan for Commission review.
Blair asked if the fence was part of the variance granting placement of the propane
tank.
Wright stated that the concern with the variance was that the tank be safe, but the
fence was not a part of the variance.
Cuny stated she was asked to voice Reynolds' opinion, to be part of the record. He
felt that the fence should be there and is a question of safety.
Doll stated he had looked at the project many times and felt that the Staff
recommendations were adequate. He did not see any problem deleting the fence.
Wood stated that the purpose of the fence was to screen the storage yard for
badly wrecked or totalled vehicles. He stated that when looking at the site, the
berm is higher than was originally anticipated, and from off-site, the berm is
about 3' higher than the propane tank, and vehicles can't be seen sitting on that
lot.
Donaldson stated he agreed and the berm totally conceals the pit area at the end
of the building. The berm is higher than what the fence would have been.
Blair agreed.
Discussion followed.
Doll motioned to grant the request to delete the fence with the condition that
some barrier be erected to the satisfaction of the Fire Department to protect the
propane tank.
Donaldson seconded.

for design review of a single family residence. The proposed residence will be
approximately 2,500 square feet with a garage and unfinished basement. Proposed
building materials include a block foundaJon face with rock, 10" x 24" timbers
on the main level, board and batten siding on the second floor, and cedar shakes
on the roof. The timbers and siding are proposed to be finished with Olympic 707
stain and the trim will be Olympic 729 stain. Plans submitted include landscape
plan, grading plan, building elevations and floor plans.
Wright presented plans for Commission review and comment.
Connie Behmlander and Harold York, applicants, were present for discussion.
Cuny mentioned that Wildridge Covenants Committee prohibited the use of log
structures.
Wright stated that the Covenants Committee told the applicants that their
structure was acceptable.
Discussion followed.
Wood suggested that applicants obtain written documentation from the Covenants
Committee for their own protection.
Discussion followed on design of house and plans presented.
Donaldson motioned to approve the application as submitted, with the conditions
that applicant submit a revised grading and drainage plan showing the house and
roof overhang out of the side lot setback, finished floor elevation for the
basement, and revised contours and asphalt paving from the edge of existing
pavement to the property line, as a minimum; and that a note be added to the land-
scape plan stating that all areas disturbed by construction will be revegetated.
These items are to be addressed by the applicant prior to obtaining a building
permit.
Doll seconded.

Wood stated he had ordered hooks regarding Planning and Zoning Commission items
and stated that these books were available for anyone interested in reading them.
Cuny mentioned seminar in Steamboat Springs to be held September 17 through the
19th, 1987. The recording secretary would mail copies to the Commission members.
Discussion followed on progress of projects in town.
Blair commented on weed growth around the Barshop building and asked if Holy Cross
was progressing with the Metcalf Road project.
Wood stated that the area around the Barshop building needs weed cutting, and
explained that Holy Cross was doing a good job of grading and drainage, and were
getting ready to do their landscaping, but another Holy Cross crew sprayed a soil
sterilant on the weeds, and in that process, sterilized the topsoil. Holy Cross
is now working with the extension service to determine if they have to put in new
topsoil.

There being no further business to discuss, Donaldson motioned to adjourn the meeting.
