PZC Packet 081887• STAFF REPORT TO PLANNING & ZONING COMMISSION - 8/18/87 Community Shopping Center Lots 23 & 75, Block 2, Benchmark at Beaver Creek Design Modifications - Design Review INTRODUCTION: The applicant has requested design review approval for a modification to the previously approved site plan for this project. In general, the modification would eliminate the retaining wall and handicap access ramp between City Market and the shopping center. Other changes include increasing the grades in the parking lot from 2% to about 31-,%. STAFF COMMENTS: Staff does not: feel that the proposed changes will impact the appearance or function of the site significantly. The elimination of the retaining wall and handicap access between the shopping center and City Market will allow the project to be constructed within the confines of the property boundary. Landscaping in this area will not be reduced and may be enhanced due to the significant growth of existing trees which would have to be removed under the currently approved plan . The revised parking lot grades would be very close to existing site grades. This will reduce the amount of fill material to be imported and provide better connections to adjoining properties. The increased grade should not result in functional or maintenance problems even during winter months. STAFF RECOMMENDATIONS: Staff recommends that the Planning and Zoning Commission fin.o that the proposed modifications will not have a significant impact on appearance or function of the Community Shopping Center to be located on Lots 23 and 75, Block 2, Benchmark at 'Beaver Creek, and that approval be granted to eliminate the retaining wall and access ramp between the shopping center and City Market, and to allow an increase in parking grades from 2% to 31'/ . The deck and spa is proposed for a courtyard between two of the buildings at Beaver Creek West. The deck and spa will be screened with an 84" high cedar privacy fence. The deck, spa, and equipment room will take up an area of approximately 16' x 18'. Plans submitted include a site plan, floor plan, and elevation. STAFF COMMENTS: The site proposed for the deck and hot tub appears to encroach on one of the required parking spaces for the project and Staff would recommend that the "alternate site", indicated on the site plan, be used. STAFF RECOMMENDATION: If the Commission approves this application, Staff recommends the following conditions be made a part of that approval: 1. That the applicant work with Staff on final location of the deck and hot tub in order to avoid any zoning or building code violations. RECOMMENDED ACTIONS: 1. Introduce project; 2. Presentation by applicant; 3. Commission review of submitted material; 4. Act on application. This lot has been under construction since that time. Improvements include: grading, drainage treatment facilities, fencing, lighting, landscaping and paving. At this time, the grading and drainage treatment facilities are complete and the fencing is almost finished. The aoplicant is here to request that they be allowed to forego the asphalt paving due to the cost involved and the temporary nature of the lot. STAFF COMMENTS: Staff has been working closely with Colorado Mountain Express to finish the project. Since the lot is private and fenced, Staff does not feel that the asphalt is necessary. Drainage treatment facilities are already in place and the existing grading and surface of the lot appear to be adequate. STAFF RECOMMENDATIONS: If the Commission grants this request, Staff would recommend that the following conditions be made a part of that approval: 1. That all fencing and gates, as shown on the approved plan be completed; 2. Landscaping as shown on the approved plan be completed and all areas disturbed by the initial grading for the parking lot be revegetated; 3. Lighting be completed; 4. Drainage ditch along Metcalf Road be restored; 5. (The Commission may wish to place a time limit for completion of above items). RECOMMENDED ACTION: 1. Introduce project; 2. Presentation by applicant; 3. Commission discussion of request; 4. Act on request.
