PZC Packet 090187STAFF REPORT TO TRE PLANNING & ZONING COMMISSION - 9/1/87 Avon Center Lot A, Avon Center at Beaver Creek Joyce Communications Placement of Satellite Dish Antenna Design Review INTRODUCTION: Joyce Communications has requested approval to place a satellite dish antenna on the Avon Center. They have submitted information on the proposed dish, along with building elevations and photographs showing the proposed location. STAFF COMMENTS: The Planning and Zoning Commission Rules and Regulations provide for the installation of satellite dish antennas. Those guidelines, along with responses from staff concerning this application, are listed below. 1. All antennas shall be located so as to be screened from view from any public right-of-way or neighboring property. Screening may be accomplished by incor- porating the antenna into building design, or through the use of landscaping materials, fencing, existing structures, subgrade placements, or other means that both screen the antenna and appear natural to the site; Response: Applicant proposes to place the satellite dish on the second floor deck, on the south side of Avon Center. This location offers virtually no screening for the dish, which has a 13' diameter. The applicant's own photographs indicate that the dish will be visible from virtually every neighboring property and public right-of-way. One building elevation shows the top of the dish extending to the top of the hand rail on a third floor balcony. 2. All wiring and cable related to antenna installation shall be installed under- ground or be incorporated entirely within the structure; Response: (No details have been provided on the actual installation,) 3. The use of mesh antennas is encouraged. Color selection for dish antennas should be made with respect to the character- istics of the site or structure. Unpainted surfaces and dish antennas with reflective surfaces shall not be allowed. No advertising, logos, or identifi- cation shall be allowed on any dish antenna. Response: (No details have been provided on dish color.) STAFF RECOMMENDATION: Staff feels that this application does not conform with the guidelines for satellite dish antennas outlined in the Planning & Zoning Commission Rules and Regulations. Staff recommends that the Commission direct the applicant to explore other locations for the dish that would better conform with the guidelines, i.e., placement on the roof of the building. If the Commission must deny the application, staff recommends that action be deferred until staff can prepare a resolution for adoption by the Commission outlining the reasons for such denial. RW/brj STAFF REPORT TO PLANNING & ZONING COMMISSION - 9/1/87 Lot 17, Block 1, Benchmark at Beaver Creek Colorado Mountain Express Request to Delete Asphalt Paving for Temporary Parking Lot Continued from 8/18/87 Meeting INTRODUCTION: At the August 18, 1987, meeting, the Commission continued this request becuase there was no one from Colorado Mountain Express present at the meeting to explain their situation. STAFF COMMENTS: During discussions this past week with the applicant, staff was assured that, by the time this meeting took place, all of the improvements planned for the parking lot, with the exception of the asphalt, would be completed. At the time this report was written, the following items had yet to be completed: 1. Gates on the south end of the fence, and 1 gate at the entrance; 2. Landscaping as shown on the approved plans; 3. Parking lot lighting. In a letter from the applicant dated August 1, 1987, they request that the Commission waive the asphalt requirement and allow them to install parking lot lighting at their own discretion. Although the asphalt paving may not be necessary in this case, staff feels that the lighting is an important part of the plan and recommends that the Commission place a time limit on the installation of the lighting. RECOMMENDED ACTIONS: 1. Introduce project; 2. Presentation by applicant; 3. Commission discussion of request; 4. Act on request.
