INTRODUCTION:
Wildridge Development Company has requested approval to transfer 1 development
right from Lot 59 Block 3, Wildridge to Lot 60, Block 3, Wildridge. Lot 59 is
currently zoned & plex and Lot 60 is zoned single-family.
STAFF COMMENTS:
This request does not appear to pose any problems. Staff has prepared Resolution
87-16, recommending Town Council adoption of Ordinance 87-26. The actual transfer
of the development rights will be accomplished by the adoption of this Ordinance
which amends the approved SPA plan.
RECOMMENDED ACTION:
1. Introduce request;
2. Presentation by applicant;
3. Conduct Public Hearing;
4. Adopt Resolution 87-16.

Elena J. Nottingham has applied for Design Review of a single family residence
proposed for Lot 59, Block 3, Wildridge. The house is approximately 1600 sq. ft.
with an attached garage and shop of approximately 560 sq. ft. Building materials
include stucco, cedar siding and trim, and cedar shake roofing. Plans submitted
include topographic survey, site plan, floor plans and building elevations.
STAFF COP1"12MI :
This application does not appear to raise any zoning or setback problems. The
structure is located approximately 40 feet from the front and west property lines,
drainage away frau the structure and off of the site is adequate and driveway
grades are acceptable. The applicant proposes to have a small lawn area in front
of the house and the remainder of the site will be returned to native vegetation.
The plans indicate a gazebo proposed for the property, but no details have been
provided. The applicant should be made aware that plans for the gazebo will have
to be submitted for approval.

Resign Review
The Beaver Creek West Homeowners Association has applied for Design Review approval
to place 2 satellite dish antennas on site to serve their project. They have
submitted a site plan showing the proposed location for the antennae, a 6' high
cedar fence painted to match the stucco finish on the building, landscaping, and
underground cable locations. Specifications for "e antennae have also been
submitted.

The Planning and Zoning commission Rules and Regulations provide for the installation
of satellite dish antennae. Those guidelines along with responses from Staff con-
cerning this application, are listed below.
1. All antennas shall be located so as to be screened form view from any public
right-of7way or neighboring property. Screening may be accomplishedby inc0r='
porating the antenna into building design, or through the use of landscaping materials,
fencing, existing structures, subgrade placements, or other means that both screen
the antenna and appear natural to the site:
RESPONSE:
Applicant proposes to place the dishes inside a 6' high cedar enclosure. This
enclosure will be located east of the parking area which is north of Phase 4 (the
building that houses the management office for the project). The applicant proposes
placing 3 spruce trees on the north side of the enclosure, between it and the
residential properties to the north.
2. All wiring and cable related to antenna installation shall be installed under-
ground or be incorporated entirely within the structure;
RESPONSE:
The applicant has submitted a site plan showing the approximate locations of all
underground cables to serve the various buildings on-site.
3. The use of mesh antennas is encouraged.
RESPONSE:
The information submitted shows a solid metal dish, approximately 9.2 feet in
diameter.
4. Color selection for dish antennas should be made with respect to the character-
istics of the site or structure. Unpainted surfaces and dish antennas with
reflective surfaces shall not be allowed. No advertising, logos, or identification
shall be allowed on any dish antenna.
RESPONSE:

STAFF RECCnv ENDATION
If the Commission feels that this application conforms with the guidelines for
satellite dish antennae outlined in the Planning and Zoning Commission Rules and
Regulations, the approval as submitted, or with minor modifications is appropriate.
If the Commission must deny the application, staff recc mantis that action be deferred
until staff can prepare a resolution for adoption by the Coimiission outlining the
reason for such denial.
