MINUTES OF PLANNING AND ZONING COMMISSION MEETING
NOVEMBER 17, 1987
The regular meeting of the Avon Planning and Zoning Commission was held
on November 17, 1987, at 7:40 PM in the Town Council Chambers of the
Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The
meeting was called to order by Chairwoman Pat Cury.
Members Present: Buz Reynolds, Frank Doll, Pat Cuny, Mike Blair,
Marl: Donaldson, Charlie Gersbach
Members Absent: Tom Landauer
Staff Present: Norm Wood, Director of Engineering and Community
Development - Charlette Pascuzzi, Recording Secretary
Cuny asked Wood to introduce Charlette Pascuzzi as the new Recording
Secretary.
Lots 59 & 60 1Blk 3 W R - Density Transfer - Public Hearing
Wood stated that Wildridge Development Company has requested approval
to transfer one development right from Lot 59, Block 3, Wildridge to
Lot 60, Block 3, Wildridge. He stated that this is essentially
swapping the development rights on the two lots. Lot 59 is currently
zoned duplex, and Lot 60 is a single family. Normally development right
transfers are accomplished through a special review use. Wildridge is
in SPA Zone District and it requires an amendment to the Zoning
Ordinance for Wildridge Subdivision. Rather than go through the
Special Review procedure we are recommending that this be done through
the adoption of an Ordinance. Wood stated that they did not see
anything really significant about the application. It does require a
public hearing before the Planning and Zoning Commission and then the
Commission makes a recommendation an the ordinance to the Town Council.
A copy of the ordinance is to be forwarded to the Council and a copy of
the Resolution is provided should everything be in order following the
public hearing.
Linda Rogers, applicant and representative of Wildridge Development
Company was present for any questions regarding this particular
application. Rogers stated that Wood had covered all facets of what
they wanted to do. Discussion of the lot locations followed.
Cuny opened the public hearing. She asked if any written response had
been received. With no written response received and no comments from
the audience, the public hearing was closed.
Donaldson moved to adopt Resolution 87-16 recommending to the Town
Council that this application be approved.
Reynolds seconded the motion.
Passed unanimously.
Lot 59 B1k 3 W R - Single Family Residence - Design Review
Wood stated that this is a proposal for a single family residence
approximately 1600 square feet with an attached garage and a small shop
included in the garage area of about 560 square feet. The proposed
building materials include stucco, cedar siding and trim, cedar shake
roofing. He stated that the applicant, Tony Krusniak was present to
respond to any questions regarding this matter.
Cuny asked about the height of the dish.

Lot 41 and 42 Blk 2 BM @ BC - Beaver Creek West - Placement of
Satellite Dish Antenna= Design Review Can't.
Bennett stated that they would be 10 feet to the top. Discussion
followed regarding the placement and landscaping.
A discussion followed on the type of dish to be used, solid dish vs.
mesh.
Bennett stated that the solid dish was the recommendation of the
technician that designed the system and they did not recommend the mesh
antenna. Bennett also stated that they could be painted any color
required.
Blair stated that the reason the Town recommends a mesh dish is for
visual reasons if the dish is located in the open. He stated that this
application does rot pose this problem and the suggested mesh dish
would not be applicable. He stated that the dishes are close to a
probable future residence and should probably be better screened on the
back side.
Bennett stated he would be amenable to any suggestions from the
Commission regarding the landscaping, but that they felt the spruce
trees would at least be green year round, as compared to some other
types.
Cuny asked if the wiring would be underground.
Bennett stated it would be.
Donaldson moved that the application for the satellite dishes be
approved as presented and that the satellite dishes be a neutral color
as presented.
Gersbach seconded.
Passed unanimously.

Donaldson moved to approve the minutes of the November 3, 1987, regular
meeting as submitted.

Lot '59 Blk 3 W R - Single Family Residence - Design Review, Can't.
Plans were provided to the Commission members for review and comment.
Reynolds asked where the gazebo would be located.
Krusniak stated that it would be placed in the :iorthwest corner
adjacent to the aspen tree line and would be approximately 100 feet,
but would be built at a later date. The applicant was reminded that he
will have to come back for a permit when he is ready to build the
gazebo. The shop area was discussed. The landscaping of the lot was
also discussed. The applicant stated they will leve everything
natural except for the parking area and the slope to the south of that
and they would use quaking aspen there. The lawn would be about 150
square feet and could be hand watered.
Donaldson asked if this was a preliminary or final application.
Wood stated that i.t is a final application. The grading was discussed
and it was stated that the disturbed area has been held to a minimum.
The drainage has been taken care of to divert around the house.
The color of the stucco was discussed. It will be a white with a
yellowish tint. The applicant provided the Commission with color code
boards showing Ilia siding and trim colors also.
Applicant stated the drive and parking would be asphalt.
Doll moved that the application be accepted for Lot 59, Block 3,
Wildridge Subdivision as submitted.
Blair seconded.
A discussion on whether the applicant needed to submit a landscaping
plan followed. It was decided that since the applicant was going to
put everything back as it currently exists, except for replacing the
sage brush in the parking area, a plan was not needed.
The motion passed unanimously.
Lots 41 and 42 Blk 2 BM @ BC - Beaver Creek West - Placement of
Satellite Dish Antennae - Design Review.
Wood stated that the Beaver Creek West Homeowners Association has
applied for Design Review approval to place 2 satellite dish antennas
an site to serve their project. The dishes will be about 9 1/2 feet in
diameter and the applicant has submitted a site plan showing the
proposed location of the antennae, a 6 foot high fence to be painted to
match the stucco on the existing buildings, and also includes some
landscaping plans, such as trees and other vegetation to be placed
around the fence and antennas for further screening. Wood stated that
in the Staff Comments they had tried to outline the criteria that is
stated in the Planning and Zoning Commission Rules and Regulations that
apply particularly to antennas. He then reviewed the comments with the
Commission.
A drawing was provided the Commission showing basically the type of
dish and also a site plan showing the proposed location of the two
dishes. The satellite dishes will be on the north side of the parking

ot which is located just north of the building where the offices of
Beaver Creek West are located. The two dishes do riot occupy any
parking spaces and are off to the side of the parking lot. The trees
to go around the fence would improve the area which is bare at this
time.
