PZC Packet 121587STAFF REPORT TO PLANNING & ZONING COMMISSION - 12/15/87 LOT 26/27, Block 1, Benchmark Subdivision Mountain Center Sign Program Design Review INTRODUCTION: At the meeting of March 18, 1986, the Commission gave final design review approval for the Mountain Center project. One of the conditions of that approval required the developer to submit a sign program for the project for approval. A program has been submitted that outlines sign sizes, type, locations, and number of signs per business. STAFF COMMENTS: The proposed program calls for signs for first floor tenants to be approximately 2' x 1714" (34.7 square feet). These are proposed to be interior lit, box -type signs with replacable plastic faces. Second floor tenants whose businesses are accessed from the north side of the building will be allowed two signs. One is to be mounted on the south face of the building at the second floor level, and will measure approximately 2' x 1418" (29.5 square feet). These signs are proposed to be similar in construction to the first floor tenant signs. In addition, each second floor business will be allowed a plastic sign measuring approximately 8" x 8' (6 square feet) to be mounted above their store front entry on the north face of the building. The plans submitted show 10 signs proposed for the south face of the building. The plans do not show any signage for the office located at the east end of the basement (Intermountain Engineering) or for the mini -storage which will occupy most of the basement. Project I.D. signage is not addressed in this submittal. This program basically allows approximately 35 square feet of signage per business. With the possibility of 12 businesses (11 bays and the mini -storage) operating in Phase I, this translates into approximately 420 square feet of signage. This 420 square feet does not include any project I.D. signage. Under the Sign Code, each business is allowed 12 square feet of signage, and the Commission may approve a 50% increase in sign areas or heights, without requiring a variance, when approved as part of a sign program. Under this scenario, the building's total allowable signage would be as follows: 12 businesses @ 18 square feet ea. = 216 square feet Project I.D. signage = 64 square feet TOTAL Allowable = square feet Staff Report to Planning & Zoning Commission - 12/15/87 Lot 26/27, Block 1, Benchmark Subdivision Mountain Center Sign Program Design Review Page 2 of 2 The approximately 420 square feet proposed is 140 square feet or 50% over the allowable sign area for the project. The applicant must either request a variance for the extra sign allowance, or reduce the size of the signs accordingly. If the applicant were to forego project identification signage and apply the 64 square feet to business sign area, it would be possible to have 12 businesses, each having approximately 23 square feet of signage for a total of 276 square feet. STAFF RECOMMENDATION: If the Commission concurs, Staff recommends that this item be continued to the next regular meeting so that the applicant may either officially request a variance from the Sign Code or amend the proposed program to fit within the limits outlined in the Sign Code.
