Informal Discussion
INTRODUCTION:
This will be an informal presentation for the purpose of receiving guidance from
the Commission prior to development of final plans. The following items are
brought to the Commission's attention to possibly assist in providing this
guidance:
1. Proposed plan indicates 90 parking spaces including three stacked
spaces which are not normally allowed in parking requirement computations.
Minimum parking requirements for the 82,470 square feet floor area is
1/800 square feet or 103 spaces. Potential uses such as automotive
or other vehicular repair, retail sales or general offices could
increase parking requirements even more;
2. Proposed parking spaces are less than minimum size;
3. Landscaping and snow storage areas appear to be very limited;
4. Driveway at westerly end of project is located in drainage easement.
Debris flow problems have been experienced in this easement within
past years. Provisions for water and debris flow in this area are
critic);
5. Pole mounted lights along southerly edge of project could provide
light for both project and street;
6. Grading along northerly property line as shown at 1'-:1 slope which
will require careful consideration for revegetation;
7. Specific comments regarding building design would probably be most
beneficial to applicant.

First Bank of Avon - Design Review
INTRODUCTION:
First Bank of Avon has submitted an application for design review of a banking
facility to be located on Lot 3, Sunroad Subdivision, which is at the corner of
Avon Road and Beaver Creek Boulevard. The proposed project consists of a bank
building of approximately 11,520 square feet and a drive-through lane for two
Automatic Teller Machines. Parking for 49 cars is provided on-site.
Building materials include stucco on the main parts of the building, prop -sed
to be light gray in color, and a standing seam metal roof proposed to be a
smokey blue color. Proposed signage for the project includes four signs
consisting of backlit white plexiglass letters in a painted sheet metal cabinet.
Area of each sign is approximately 24 square feet for a total of approximately
92 square feet.
Plans submitted include a site plan, building elevations, grading and drainage
plan, sign details, snow storage plan and details of the trash enclosure.

Plans call for the use of bollard lighting along the property line adjacent
to Beaver Creek Boulevard. Staff feels that these lights should be the pole
mounted variety and that the bollards be used to accentuate the entrances to
the site and to delineate different areas around the site.
Staff feels that the ATM lane should be one way all the way around to the exit.
The current plan calls for this to be a two-way lane on the west side to access
the parking spaces located there. By making the lane ore -way and angling the
parking spaces, potential conflicts in the traffic flow in this area could be
reduced.
STAFF RECOMMENDATIONS:
1. Future access at northeasterly corner of property be deleted or
noted as "Exit Only";
2. Temporary access from Beaver Creek Boulevard be subject to
execution of agreement stipulating conditions for removal
of entrance. A draft copy of the agreement is attached -to
this report;
3. Suggested parking lot lighting be HPS pole mounted, maximum
height of 25 feet;
4. Sidewalk materials be designates;
5. Site grading and drainage plan be revised to conform with
revised site development plan.
If the Commission finds the building design and materials to be acceptable,
Staff recommends that final approval be given to the building only, and that
the site plan be approved at the preliminary level, subject. to Staff
recommendations and design review comments, to be brought back to another
meeting for final approval.

Business Sign Design Review
Continued from 2/4/86 Regular Meeting
INTRODUCTION:
At the February 4, 1986 Planning and Zoning Commission meeting, the following
action was taken with regard to the above mentioned item:
The Commission continued the application of Anthony International, Ltd. until
the applicant has a representative appear with the sign at the next regular
meeting.
The proposed sign is 2 feet by 5 feet (10 square feet) with gold lettering on
black plexiglass. Mounting of this sign is proposed to be on the stucco wall
east of the store window.
ADDITIONAL BACKGROUND INFORMATION:
At the Planning and Zoning Commission meeting of March 28, 1985 the Commission
approved a temporary business sign for Anthony International in the Avon Center
building.
The sign was given temporary approval for display until April 25, 1985 due to
a hardship on the tenant. The Staff has been in contact with the owners of
Avon Center. A letter approving this sign exception from the sign program
has been provided by the owners which will now allow the application to be
presented to the Planning and Zoning Commission.
STAFF COMMENTS:
1. The proposed sign has the building owner's approval;
2. Sign may be reviewed as an exception to the Avon Center
Sign Program;
3. Review of the sign to be based upon the design review criteria
standards set forth by the Commission in Section 15.28.070.
The Staff recommends approval of the submitted sign as the sign conforms with
Criteria Standards set forth in the Sign Code.

INTRODUCTION:
This application is to allow a development sign on Lot 33 to provide information
regarding potential development on this lot. The proposed sign is dark green
painted plywood with white letters. Sign is 4 feet by 4 feet with folding
supports which would mount sign at ground level.

STAFF COMMENTS:
1. Proposed sign appears to fit within the definition of a portable sign
which is prohibited by Section 15.28.030 of the current Sign Code.
Sign must be attached to permanent mounting such as timber posts to
conform with Sign Code. Maximum allowable height would be 8 feet;
2. Recently approves plans for this site did not provide for retail use.
Consequently, it may be appropriate to exclude the word "RETAIL" from
the sign contents;
3. Development sign approvals are valid for a maximum period of 2 years
or until a Certificate of Occupancy is issued, whichever occurs first.
STAFF RECOMMENDATIONS:
Approval of sign is recommended subject to:
1. Sign is mounted on permanent posts or structure at a maximum
height of 8 feet;
2. Revisions to sign content if deemed appropriate by Commission.

Design Review
INTRODUCTION:
This application is for design review of a proposed exterior stairway from
ground level to the second level or main living area of the unit. Proposed
materials would match existing building materials.
STAFF COMMENTS:
Due to the configuration of this particular unit, the outside stairway creates
some potential zoning problems. The ground level is currently equipped with
a complete kitchen and bathroom. The addition of a lockable door at the interior
stairway would create two separate living units requiring additional Development
Rights and parking spaces. Due to this potential problem, Staff does not feel
that action on this application is appropriate until such time as this matter
can be clarified with the applicant. Proposed uses and intent should be
clarified in writing by applicant prior to action by Commission.
STAFF RECOMMENDATIONS:
Table action on application pending written confirmation of proposed uses and
installation of door at interior stairway.

ORDINANCE NO. 86-4
AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE TOWN OF AVON
AS IT PERTAINS TO FRACTIONALIZATION TO PROVIDE FOR FRACTIONALIZATION
OF DEVELOPMENT RIGHTS RELATING TO EXISTING BUILDINGS.
INTRODUCTION:
This Ordinance is an Amendment to the Zoning Code which would allow fractionali-
zation within existing buildings. The general content and proposed procedures
contained in this Ordinance was reviewed by the Commission at earlier meetings.
We believe the proposed Ordinance addresses all Commission comments received at
those meetings.
The Town Council approved this Ordinance on first reading at the February 11, 1986
meeting. Approval included the deletion of Paragraph B under Section 2.
