PZC Packet 040186STAFF REPORT TO PLANNING & ZONING COMMISSION - 4/1/86 Tract P, Block 2, Benchmark at Beaver Creek Upper Eagle Valley Regional Water Authority Water Treatment Plant - Design Review INTRODUCTION: The Commission gave preliminary approval for a revised design for the Water Treatment Plant at the March 185 1986 meeting. The preliminary building design approval was conditioned upon the submission of a revised site plan including: a. Revised parking lot layout which does not encroach into front lot setbacks; b. Landscape plan conforming to revised site plan. A more detailed review of the construction plans has indicated a potential change in site grading from the previously approved plans. The applicant has been requested to provide a revised grading and drainage plan, or other satisfactory documentation outlining the impacts and changes that will result from disposal of excess clean fill material on site. STAFF COMMENTS: The applicant has submitted revised building elevations depicting the changes in building elevations depicting the changes in building design. A preliminary sketch showing a partial landscape/site plan has been submitted for Staff comments. The sketch shows sod and landscape materials at the westerly end of the building but does not provide adequate details to fully evaluate the plan. We anticipate discussing these items with the applicant prior to the meeting and possibly detail drawings will be available by meeting time. STAFF RECOMMENDATIONS: The revised building elevations conform with the building design plans given preliminary approval at the previous meeting. Final approval for building design would be in order at this meeting. A recommendation for the revised site/landscape plan will be made at the meeting. A firm recommendation cannot be made at this time with the available information. RECOMMENDED ACTION: 1. Introduce project; 2. Presentation by applicant; 3. Commission review of materials; 4. Act on building design; 5. Act on site/landscape plan. Approval was conditional upon the removal of the trailer within 15 days of obtaining a Certificate of Occupancy. The applicant is requesting the continued use of the trailer on this site. STAFF COMMENTS: Section 5.17 of the Planning and Zoning Commission Procedures, Rules, and Regulations states: Temporary structures, including excavated basements, trailers and tents shall not be permitted in the town, except as may be determined to be necessary during construction and specifically authorized by the Commission in writing. Construction of Phase I has been completed for some time. Staff recommends that the trailer be removed with an overall clean-up of the site. It may also be desireable to discuss the future re -landscaping of the site with regard to time frame and materials to be used. RECOMMENDED ACTIONS: 1. Introduce application; 2. The project would begin at the easterly end of existing improvements at the Avon Muni::ipal Building and would extend easterly to the Lodge at Avon property. Proposed improvements include regrading Benchmark Road drainage along with berming, installation of a 6 foot high stockade fence, trees, shrubs and sod, and the construction of 14 parking spaces across from the fire station. STAFF COMMENTS: This project was designed by Town Staff, and any constructive criticism or suggestions would be appreciated. RECOMMENDED ACTION: 1. Introduce project; 2. Review project for conformance with design criteria; 3. Approve design subject to appropriate conditions.
