PZC Minutes 040186G RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING APRIL 1, 1986 The regular meeting of the Avon Planning and Zoning Commission was held on April 1, 1986 at 6:55 PM in the Town Council Chambers of the Town of Avon Muncipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Vice Chairman Mark Donaldson. Members Present: Mark Donaldson, Jeff Maddox, Tom Landauer Charlie Gersbach, Mike Blair Members Absent: Pat Cuny, Cheryl Dingwell Staff Present: Norm Wood, Director of Engineering and Community Development - Jim Lamont, Planning Consultant - Jim Williams, Building Inspector Maggie Lach, Recording Secretary Work Session Wood reviewed agenda items of April 1, 1YB6 with Commission members. Donaldson reviewed proposed changes to the Zoning Code with Commission members. Regular Agenda Items - 8.05 PM - Called to order by Chairman Mike Blair Tract P Blk. 2 BM @ BC - U.E.R.W.A. - Water Treatment Plant Design Review Wood statec this was reviewed at the conceptual stage at the previous meeting and one reason the request for final approval was not given was because it was added after the agenda was posted and was not included as a regular agenda item. Staff has received some additional information including a color rendering of the Water Treatment Plant revisions proposed. Staff has also received revised landscaping and site plan showing the parking with conditions that were recommended previously. With the elimination of the administration area, the parking could be placed on the site without having to encroach into the 10 foot front setback. Staff feels most of the items have been addressed satisfactorily. Upper Eagle Regional Water Authority has submitted a letter as of April 1, 1986 addressing othsr concerns of Staff regarding landscaping along the railroad tracks and applicant has indicated it will be installed in accordance with the original revised plans. The irrigation system will also be installed as part of the work. Wood presented color rendering and revised landscape plan for Commisior, review. Dave Krenek of Upper Eagle Regionai Water Authority stated that deletion of administration building was the only change to the building design . Landscaping has been added and the parking lot has been shifted. Krenek stated that landscaping is intact on the south side of lot. There is another 20-30 foot section of land south of property line and will use field grass to utilize as greenbelt buffer zone. The colors of the plant have remained unchanged. Wood suggested clarification of landscaping along the railroad tracks. Krenek stated plant materials will be as per original landscape plan. Donaldson motioned to approve the revised building plans and revised landscape plan in conjunction with the letter submitted April 1, 1986. Maddox seconded. Donaldson amended approval based on the original landscape plan, rather than revised landscape plan. Maddox amended second. Passed unanimously. Lot 70 Blk. 1 BM @ BC - Beacon Hill Townhomes - Construction Trailer - Design Review Maddox stepped down due to a conflict of interest. Williams stated that at August 25, 1983 Commission meeting, approval was granted to Bill Stroop, applicant a -id representative of Beacon Hill Associates, Ltd. to allow a small white construction trailer to be placed on the Beacon Hill site on Lot 70, Block 1, while construction was in progress. Approval was conditional upon the removal of the trailer within 15 days of obtaining a Certificate of Occupancy. The applicant is requesting the continued use of the trailer on this site. Williams stated that at 4:30 today, Stroop called and informed Staff that he would remove the trailer the weekend of April 5, 1986. Williams reviewed Section 5.17 of the Planning and Zoning Commission Procedures, Rules and Regulations with Commission. Williams stated that letter in packet from Beacon Hill Homeowners Association requested that applicant be denied placement of the construction trailer and that construction materials on the site be removed. Je!f Maddox, representative of Beacon Hill Homeowners Association spoke from the audience and gave background on foundation problems at Beacon Hill and stated that insurance company agreed to restore the landscaping and perhaps start around May 1. He also stated that Homeowners Association requested that all construction debris be removed from the site. Gersbach motioned that Staff recommendations be followed„ that trailer be removed from the site within 5 days, and that overall clean-up of the site be completed. Landauer seconded. Maddox, abstained. Motion carried. G y "N Planning & Zoning Meeting Minutes April 1, 1986 Page 3 of 4 Benchmark Road Landscaping Blk 2 - Design Review Maddox rejoined Commission discussion. Wood stated that this is a proposed Town of Avon project which provides for landscaping on the south side of Benchmark Road. The project would begin at the easterly end of existing improvements at Municipal Building and would extend easterly to the Lodge at Avon property. Proposed improvements include regrading Benchmark Road drainage along with berming, installation of a 6 foot high stockade fence, trees, shrubs and sod, and the construction of 14 parking spaces across from the fire station. Wood presented color rendering for Commission review. Wood stated that natural landscaping would be utilized with native materials of spruce, aspen, potentilla and columbine. Trees are spaced at 25 feet and are green ash. Trees extend to the west where ditch comes through to the fire station. The ditch will be cleaned up along with some rock work and arctic willow. Commission members discussed rendering submitted. Lamont felt that over the years, different vegetation could be planted to make the screen more dense. Donaldson felt that trees should be grouped rather than in a straight line. Donaldson motioned to approve the Benchmark Road landscape plan with the condition that the trees be spaced irregularly rather than in a straight line. Landauer seconded. Passed unanimously. Reading and Approval of P & Z Minutes of 3/18/86 Reaular Meeting Maddox motioned to approve the minutes of the March 18, 1986 meeting as submitted. Donaldson seconded. Passed unanimously. other Business Wood stated that deadline icor application to the Commission had passed. Wood then continued review of the Procedures, Rules and Regulations.
