PZC Packet 041586STAFF REPORT TO PLANNING & ZONING COMMISSION - 4/15/86 Lots 73/74, Block 2, Benchmark at Beaver Creek Wynfield Inn - Revised Building Plan Design Review INTRODUCTION: At the Planning and Zoning Commission meeting of February 4, 1986, Wynfield Inn was granted final design review approval for a 150 room hotel to be located on Lots 73/74, Block 2. Wynfield Inn has submitted a revised building plan, proposing to add a manager's apartment to the main building. The apartment is located on the third and fourth floors at the northwest corner of the building. The floor area of the apartment is approximately 1,220 square feet. STAFF COMMENTS: The applicant has submitted floor plans and elevations of the building showing the proposed change. The exterior of the building is slightly altered in the area of the change. Windows have been added to the west elevation of the building, and they are the same type of windows that are being used in the guest rooms. The addition of the manager's apartment also affects the amount of Development Rights being used for the project. The proposed development, including the 150 guest rooms and the manager's apartment, will require 38.5 Development Rights. Town records indicate that there are currently 71 Development Rights allocated to Lots 73/74, Block 2. RECOMMENDED ACTIONS: Introduce project; Presentation by applicant; Commission review of submitted materials; Act on application in accordance with attached design review guidelines. Special Review Use - Storage Trailers Public Hearing INTRODUCTION: The application before the Commission is for approval of a Special Review Use to allow outside storage on Lot 24, Block 1, Benchmark at Beaver Creek. Approval was given by the Commission in August, 1984 for this lot to be used as temporary storage for materials taken from the Chambertine project. The lot has been cleaned and regraded, including a berm along the drainage easement on the west. The owner now intends to use the lot, with approval of the Special Review Use, as storage of construction trailers on a temporary basis. Outside storage areas of this kind are permitted in the IC Zone when approved as a Special Review Use. STAFF COMMENTS: 1. Within the IC Zone, the use of a lot for an outside storage area may be allowed as a Special Review Use; 2. Section 17.20.180 Miscellaneous Provisions, of the Avon Municipal Code states: or a commercia service yar s 66 be fenced or screened so as not to be visible from the street, and such fences or screening shall be a minimum six feet high from grade. All fences and screening shall be of sound construction and shall have not more than the ten percent open space and shall have the approval of the Planning and Zoning Commission; 3. The following items may also be appropriate to address when considering the requested Special Review Use for the property: a. Proposed method of screening; b. Revegetation of the lot; c. Whether the culvert can be installed on a temporary basis; d. If approval is granted, then it may be desireable to have a cash deposit or bond to assure all work is completed in a timely manner. Special Review Use - Storage Trailers Public Hearing Page 2 of 2 STAFF RECOMMENDATIONS: If the Commission finds that the proposed use is appropriate with respect to the Avon Municipal Code, then the Staff recommends that the Commission continue this application until the next regular meeting on May 6, 1986 with direction to the applicant that additional information be provided by April 21, 1986. Requested additional information should be: 1. A detailed site plan showing access, dimensions of lot, proposed area to be used for storage and setback; 2. A detailed drawing of fence or screening to be used, including colors and sizes; 3. A landscaping/revegetation plan. RECOMMENDED ACTIONS: 1. Introduce application; 2. Applicant presentation; 3. Open public hearing; 4. Act on application.
