PZC Minutes 0603866 RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING JUNE 3, 1986 The regular meeting of the Avon Planning and Zoning Commission was held on June 3, 1986 at 6:55 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman Mike Blair. Members Present: Mike Blair, Jeff Maddox, Charlie Gersbach Mark Donaldson, Tom Landauer Members Absent: Pat C:uny, Buzz Reynolds Staff Present: Norm Wood, Director of Engineering and Community Development - Ray Wright, Engineering Technician - Maggie Lach, Recording Secretary Worksession Wood reviewed proposed changes to Planning and Zoning Commission Procedures, Rules, and Regulations with Commission. Wood reviewed agenda items of June 3, 1986 with Commission. Regular Agenda Items - 7:35 PM Lot 39 Blk 1 W R - Proposed Addition to Duplex Residence Design Review Donaldson stepped down due to a conflict of interest. Wright stated that application is for design review of a proposed addition to both sides of a duplex residence in Wildridge. The applicant is proposing to add approximately sixty square feet of space to the master bedroom in each unit. Building materials for the additions will match th,? existing building. Materials submitted include original architectural drawings along with a smaller set of plans detailing the proposed additions. This submittal is complete for this type of project. Because the location of the addition is close to the party wall of the ouplex, there are no problems with setbacks or easements. Mark Donaldson, architect and representative of owner, Bill Doyle and Benchmark Companies presented plans for Commission review and comment. Discussion followed and Commission reviewed design review guidelines. Landauer motioned to approve the addition to the duplex residence as submitted. Gersbach seconded. Donaldson abstained. Planning & Zoning Meeting Minutes June 3, 1986 Page 2 of 4 Tract P Blk. 2 BM @ BC - Water Treatment Plant - Landscaping & Building Color Change - Desitin Review Donaldson rejoined Commission discussion. Wright stated that at the meeting of April 1, 1986, the Commission gave final design review approval for the Water Treatment Plant located on Tract P. Pursuant to an agreement with Benchmark Companies requiring their approval of any construction on Tract P, Benchmark requested that the building color be changed and that additional landscaping be added along the north elevation to better screen the building. The Water Authority has submitted a revised landscaping plan for Commission approval. He further explained that a letter had just been received from Benchmark Companies stating their approval of the color change. Dave Mott, General Manager of Upper Eagle Regional Water Authority presented color chips and plans for Commission review. Mott stated that landscaping plan, designed by Glen Ellison, utilizes materials that will be used on the west end of the building. There will be a full irrigation system and dry land seeding. Commission reviewed plans submitted. Mott then presented colors for trim, building exterior and roof. He stated that the building color is a beige -rose color from the Stocolor System 10712, Kalwall Corporation Beige #08 for the wind -'a trim, and Berridge Manufacturing Company's Buckskin Kynar 500 for the roofing material. Gersbach motioned to approve the new color scheme and landscaping plan for the Water Treatment Plant as submitted. Landauer seconded. Passed unanimously. Riverside Center - A portion !mown as the Kriz property of the SE 1/4 of Section 12 T55 R82W of the 6th P.M. located between the Eagle River and U.S. Highway 6 - Zone Change - SPA to NC & OLD - Public Hearing Wood stated that Eagle River Townhouse Associates has requested a zone change for Riverside Center (formerly known as the Kriz property). The property is the easterly portion of the Selby/White Annexation which was designated as SPA (Specially Planned Area) zone district by Ordinance No. 85-3. This Ordinance established the area as an SPA Zone District, but did not include a fully approved site plan establishing allowable densities, uses, required parking, and other zoning matters as required for site development. The requested zone change from SPA to NC (Neighborhood Commercial) and OLD (Open Space, Landscaping and Drainage) Zone Districts would establish the allowed uses and zoning criteria in accordance with conventional zoning standards. Under the current SPA Zoning there are virtually no limitations or restrictions on the types of development which can be proposed for this site. [h Planning & Zoning Meeting Minutes June 3, 1966 Page 3 of 4 Riverside Center (Kriz Property) Zone Change - SPA to NC & OLD - Public Hearing. Can't. Wood explained that the zone change request was prepared by the applicant at the suggestion of Staff. Resolution 86-2 has been prepared for recommendation to Council. Staff comments include a list of items for review criteria. Wood presented map of proposed development for Commission review. Buff Arnold of Robert Arnold Associates, architect representing Riverside Center stated they pursued the NC zone because they felt it was a downzoning of the SPA district. He stated they are comfortable with the NC zoning request and feel it is appropriate. The developer is zoning a major portion of the site as OLD, with no reservations whatsoever. The uses proposed are consistent with the NC Zone District. They are contemplating a restaurant of approximately 2,000 - 3,000 square feet, with the balance of the building being convenience/retail, and the possibility of there being a few small office spaces. The building height of 35 feet is more than adequate. There is no abjection to moving the dividing line from OLD to NC back an additional 20 feet which would still respect the 30 foot setback from the high water line on the river. Arnold believed they could accommodate all of the requirements of the zoning Ordinance in the proposed zone district. Discussion followed. Blair then opened the public hearing. Maurie Nottingham, adjacent landowner spoke from the audience and stated that he had no objection to the proposed development, but stated that he had concerns of the proposed restaurant being a nightclub operation with outside music, if that should occur. Blair then closed the public hearing. Discussion followed an SPA district as opposed to NC for proposed development. Maddox, asked if Eric Roupp was working with Arnold on his proposed development. Arnold commented that they are trying to develop joint access along the property line and a joint easement for relocating power. Donaldson motioned to adopt Resolution 86-2 with the exception of the relocation of the property line to the south of the mean annual high water line. Findings include: 1) The proposed NC and OLD Zone Districts are compatible with the surrounding area; 2) The proposed NC and OLD Zone Districts are in harmony with the character of the neighborhood; 3) Land surrounding the proposed NC and OLD Zone Districts can be planned in coordination with the proposed Zone Districts; 4) The Proposed NC and OLD Zone Districts are in conformance with the general intent of the Master Plan; 5) The existing and proposed streets are suitable and adequate to carry anticipated traffic...; 6) The existing and proposed utility services are adequate for development....
