Eaglebend - Area II
Design Review
INTRODUCTION:
A design review of Area II of the proposed Eaglebend Development has been
requested. The materials submitted include a site plan, landscape plan and
building floor plans and elevations. The submittal is incomplete for a full
review of the project, but the Commission may wish to consider the general
building design, materials, and colors at this meeting.
STAFF COMMENTS:
Staff recommends that this application be considered at no more than the
Preliminary level. Items that need to be addressed prior to final approval
include:
SITE PLAN:
1. Scale of the base map for the site development plan must be no smaller
than 1" = 40'. (The current plan is drafted at 1" = 50');
2. All easements for utilities, access, and drainage, as well as the existing
and proposed easements for the Metcalf Ditch must be shown;
3. All setback lines should be shown and building ties provided to show
relationships to setbacks;
4. Any proposed bicycle/pedestrian paths should be dimensioned and materials
indicated;
5. The site development plan should be fully dimensioned in order for Staff
to verify compliance with all zoning and design review requirements.
SITE GRADING AND DRAINAGE PLAN:
1. A site specific grading and drainage plan must be provided showing
revised contours, grades, culverts, curb and gutter, and treatment
facilities for parking lot runoff;
2. Details showing the relationship between the roadway, drainage ditches,
landscape berms, and any necessary retaining walls in conjunction with
the improvements along Eaglebend Drive should be submitted;
3. On-site snow storage areas meeting the requirements of the Zoning Code
must be provided and shown.

SITE GRADING AND DRAINAGE PLAN, CON'T.:
The current site plan is drawn on an outdated topography that does not reflect
the current condition of the site. This topography needs to be updated, and
the scale of the drawing must be increased to at least 1" = 40' in order to
adequately show the detail necessary for a thorough review.
The site plan, as submitted, has virtually no dimensions for buildings,
building ties, parking, drives, and setbacks. Without adequate information,
Staff cannot fully review the submittal.
All of the above comments had been relayed to the applicant prior to this
submittal via a letter dated May 30, 1986, a copy of which is attached to this
report.
STAFF RECOMMENDATIONS:
The Commission may wish to review this submittal at a preliminary level, but
Staff would recommend that no formal action be taken at this time because there
is not enough information present for Staff to completely review the submittal
for compliance with Zoning Code and Design Review requirements.
Staff recommends that the Commission provide the applicant with general guidance
with response to building design, colors, materials and general site layout.
RECOMMENDED ACTION:
1. Introduce project;
2. Presentation by applicant;
3. Commission review and comment on materials submitted.
