PZC Packet 111886STAFF REPORT TO PLANNING & ZONING COMMISSION - 11/18/86 Eaglewood at Vail - Conceptual Review Meyers Ranch Annexation Continued from 11/6/86 Regular Meeting INTRODUCTION: This project was presented to the Planning and Zoning Commission at the October 7th and October 12, 1986 meetings, for conceptual review. Following review at the October 21, 1986 meeting, the Commission deniP_ conceptual approval of the proposed project based upon non-conformance with the Design Review Guidelines of the Planning and Zoning Commission. The applicant presented the project with minor modifications at the November 6, 1986 meeting. The revised drawings showed the same basic building configuration, parking lot layout and archi- tectural style as previously presented. Modifications included the addition of a bus drop-off area along Highway 6, a covered pedestrian crosswalk between Buildings A and D, and an area in Building D designated as Reception/Community Center. Following a review, the Commission continued further action on the project pending receipt of revised drawings addressing concerns and issues expressed at previous meetings. The revised drawings show substantial modifications from previous submittals. Five buildings are now shown in place of the four on previous submittals. Covered parking is provided in each building and only very limited surface parking is shown. On-site vehicle circulation and bus stop area is essentially separated from parking areas with direct pedestrian access from project entrance to Reception/Community Center area. The swimming pool has been re- located to a more central area of the site which is connected to all buildings by a pedestrian walkway system. STAFF COMMENTS: The revised conceptual drawings indicate that significant progress has been made in addressing issues from previous meetings. 1. On-site snow storage requirements have been reduced significantly with the additional covered parking. 2. The revised drawings show an on-site landscape buffer between the proposed project and Sunridge. 3. On-site pedestrian and vehicle circulation are essentially separated on the revised drawings. 4. Site grades and drainage have not been addressed on the conceptual plan, but the proposed layout appears to be more compatible with site conditions than previous submittals. Staff Report to Planning & Zoning Commission - 11/18/86 Eaglewood at Vail - Conceptual Review Meyers Ranch Annexation Page 2 of 3 STAFF RECOMMENDATION: Staff feels that the revised plans adequately address a majority of the concerns expressed at previous meetings and basically conforms with Planning and Zoning Commission Design Review Guide- lines. Based upon this, Staff recommends conceptual approval of the site development plan for EAGLEWOOD dated November 12, 1986, subject to: 1. Completion of the subdivision process for the Meyer's Ranch Annexation property; 2. Conformance with conditions, restrictions and limitations which may result from completion of the subdivision process; 3. The inclusion of the entire parcel of land proposed for development in final design submittals; 4. Approval of access and entrance design by the Colorado Department of Highways; 5. Compatibility of site grading and drainage with site develop- ment plan; 6. Conformance with the Zoning Code of the Town of Avon, including the provisions regarding the assignment of development rights and their fractionalization; and Design review approval of the architectural features of all buildings proposed for the site.
