PZC Minutes 111886G RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING NOVEMBER 18, 1986 The regular meeting of the Avon Planning and Zoning Commission was held on November 16, 1986 at 6:45 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman Mike Blair. Members Present: Mark Donaldson, Mike Blair, Pat Cuny Buzz Reynolds, Jeff Maddox Members Absent: Tom Landauer, Charlie Gersbach Staff Present: Norm Wood, Director of Engineering and Community Development - :;im Lamont, Planning Consultant - Maggie Lach, Recording Secretary Work Session Staff reviewed agenda item of November 18, 1986 with Commission members. Regular Agenda Items - 7:40 PM Eaglewood at Vail - Conceptual Review - Meyers Ranch Annexation - Con't from 11/6/86 Regular Meeting (.load stated that this application had been presented to the Commission at the October 7 and 21st regular meeting, and again on November 6, 1986 meeting, at w.ir_h time it was continued. Since that time the applicant has made significant revisions to the site plan in order to address a number of concerns which have been expressed at previous meetings. Wood stated that the best approach would be to let the applicant explain those changes from plans submitted. Robert Armon of DeGette Armon Kreuz Architects stated he had been closely involved with the new concept. He explained that this plan was developed in response to the numerous meetings that have been held in the past, as well as some special meetings between Staff, the architects, and John Werner. Armon then reviewed submitted plans with Commission. Arman stated that Buildings A, 8 and E have basement parking. The other 2 buildings have 2 levels of structured parking underneath them and explained where bus drop-off is to be located as well as the community building. Wood stated that significant progress has been made in addressing concerns that were expressed at previous meetings and that on-site snow storage requirements had been reduced significantly with the addition of the covered parking. Another improvement is that landscaping has been moved back onto the site from the Sunridge project. The pedestrian/vehicular circulation has improved significantly, however there is still room for improvement, particularly with conncection to the tennis courts at west end of project and the proposed walkway along the river. Staff feels walkway would be more compatible if it did become a walkway (rather than proposed walkway) to make it more consistent with tie-ins from the buildings. The grades for the driveways are workable. Lamont then reviewed the goals and objectives with Commission. Donaldson felt that there was substantial improvement made in development scheme with more openness and flow of view corridors. The development has taken a step forward with the structured parking. He felt that development was a bare bones residential condominium, short-term project without any frills. He felt comfortable with conceptual review, but continued refinement would have to take place, including discussions on massing and interrelationship of buildings. He felt progress had been made. Reynolds agreed with Donaldson. Blair stated that some of the buildings were crowding the property line, particularly on the east side, some of th= openness could be improved by shortening some of the buildings or by increasing the height. The amenties coul_' be increased or improved, or both, including access to open spaces and the internal amenities, and pedestrian and vehicular circulation needs to be improved. Discussion followed on goals and policies and concept of proposed development. Donaldson motioned for conceptual site plan approval with conditions of Staff Recommendations from Staff Report, and that applicant and Staff meet to discuss the concerns of the goals and policies as discussed. Cuny seconded. Passed unanimously. Reading & Approval of P & Z Minutes of 11/6/86 Regular Meeting Donaldson motioned to approve the minutes of the November 6, 1986 regular meeting as submitted. Maddox seconded. Passed unanimously. Other Business Wood stated that Tom Maron had submitted a letter regarding a fourplex lot in Wildridge. He explained that Maron is proposing to build single family homes on Lot 102, Block 1, and was looking for a reaction from the Commission. Maddox felt this requeGt would Commission members agreed.
