Vail Building Arts - Public Hearing
Continued from 6/13/85 Regular Meeting
Les Shapiro, applicant and general partner of Vail Building Arts has requested
a continuance on his proposed zone change for Lots 26-28, Block 1, Benchmark
at Beaver Creek. Applicant has requested that this application be heard at
the next regularly scheduled meeting of the Planning and Zoning Commission on
July 25, 1985.
The Planning and Zoning Commission and the Town Council held a joint work
session on July 9, 1985 to further discuss Development District VI Goals.
These discussions should be beneficial in determining whether the requested
zone change is appropriate or not.

INTRODUCTION:
Benchmark at Beaver Creek
Design Review
Applicant is proposing a business sign for the Doyle War•ehcuse to be 30" x 20"
or 4.16 SF. Materials include redwood panel with raised letters, wood routed
with a textured background with bleaching stain and a dark blue perimeter.
Wording on the sign will read "Self Storage" with the phone number (949-5743)
underneath. The sign will be mounted on the middle siding area of the west end
of the building.
Section 15.28.020 Definitions (H) of the Sign Code states:
"Sign, business" means a sign which directs attention to a business, profession,
service, product, activity, or entertainment, sold or offered upon the premises
where such sign is located.
Staff would recommend approval of this sign.
RECOMMENDED ACTIONS:
1. Introduce design review of business sign;
2. Presentation by applicant;
3. Staff recommendations;

Revision to Zoning Code
Ordinance 85-15 - Limit Fireplaces
in Connection with Fractionalization
INTRODUCTION:
Some concern has been expressed regarding the impact of fractionalization upon
air quality due to the potential for a substantial increase in the number of
fireplaces in the Town of Avon. In response to this concern, the Avon Town
Council adopted Ordinance No. 85-15 on first reading at the June 25, 1985 meeting.
This ordinance limits the number of fireplaces in fractionalized projects to
one per development right. This Ordinance has been referred to the Plannino
and Zoning Commission for public hearing and recommendations prior to final'
Council action.
The required Notices of Public Hearing have been posted.
STAFF COMMENTS:
Consideration of the following items may be appropriate in reviewing and for-
mulating a recommendation to Council with regard to Ordinance 85-15:
1. Is this regulation needed to maintain the same air quality level expected
without fractionalization?
2. Should ordinance also include wood burning stoves?
3. Should only wood burning fireplaces be restricted and unlimited natural
gas fireplaces be allowed?
RECOMMENDED ACTIONS:
1. Introduce proposed Ordinance;
2. Conduct Public Hearing;
3. Formulate recommendation to Town Council;
a. Adopt Ordinance as presented;
b. Adopt Ordinance with modifications;
c. Reject Ordinance.

Wynfield Inn - Design Review

Continued from 6/27/85 Regular Meeting
INTRODUCTION:
The proposed project generally consists of a 150 unit motel with a maximum unit
size of approximately 400 SF. On-site facilities include laundry and storage
area, swimming pool, and separate administration building. Proposed building
would be modular construction with wood -lap and stucco siding and cedar shake
roofs. Site plan includes pole mounted and bollard type lighting, system -
patterned, colored concrete walkways, bus shelters, paved drive, and parking
for 150 cars. Proposed signage totals 122 SF consisting of two 35 SF wall
signs, one 28 SF wall sign, and one double sided freestanding sign with 12 SF
per side. Proposed signs are emerald green, formed metal letters with back
lighting.
STAFF COMMENTS:
Revised plans indicate applicant has made an effort to address concerns expressed
at previous Planning and Zoning Commission meetings. Building roof line has been
modified, landscapinq has been modified and a swimming pool has been added.
Areas needing additional clarification include design details for freestanding
sign at entrance and details regarding recreational amenities being provided.
The following conditions are recommended as a part of approval:
1. Details for freestanding sign mounting be submitted for approval;
2. Bus shelter design be submitted for approval;
3. All walkways not immediately adjacent to buildinq be at least 10 feet wide;
4. Approval is contingent upon approval and recording of Final Plat for
Wynfield Subdivision as per Town Council Resolution 85-27;
5. Approval is contingent upon assignment of adequate development rights to
the site for the proposed development.
