PZC Packet 072585STAFF REPORT TO PLANNING & ZONING COMMISSION - 7/25/85 Tract P, Block 2, Benchmark at Beaver Creek Upper Eagle Valley Regional Water Authority Water Treatment Facility - Design Review Continued from 6/27/85 Regular Meeting INTRODUCTION: This application is a continuance from the June 27, 1985 meeting. At that meeting, the Commission reviewed proposed plans for the Water Treatment Plant and heard a presentation from the applicant. The applicant was directed to work on a toned -down color scheme, bring back samples of proposed and alternate colors for the exterior siding material, and to address undersized parking spaces and drainage problems. The applicant was also directed to address the fact that the parking lot shown on the plans encroach into the 10 foot setback area along the west lot line. The applicant has submitted a color sample of the proposed metal roof, as well as a sample of the stucco siding material. There is also a letter accompanying these materials which attempts to address the parking and drainage problems. No new drawings have been submitted. STAFF COMMENTS: The color sample submitted for the proposed metal roof is a Maroon #96 from the Kalwall Corporation. This is a deeper maroon than the color shown on the colored rendering submitted at the previous meeting. The sample of the stucco material is a fine texture stucco that is a #1019 gray from the ISPO Corporation, mounted on an insulating styrofoam backing. There is an explanation of the siding material on the back of the sample. As for the letter that accompanies the samples, it states that the parking spaces will be deleted to accommodate the right-of-way. However, the applicant is in the process of applying for a variance in order to put part of the parking lot within the 10 foot lot setback. The variance application will not come before the Commission until the meeting of August 15, 1985. plans which were submitted for the June 27 meeting are not complete enough to determine the actual parking requirements for the project. Consideration can be given to the overall design of the building itself, but any approval given should be contingent upon the applicant obtaining the parking variance, and/or submitting a new site development plan that outlines the parking situation, as well as the drainage concerns of the Staff. This zone change would be accomplished by the adoption of Ordinance 85-12. This application was continued at the applicant's request pending the results of a joint meeting of Town Council and Planning and Zoning Commission. This joint meeting was held July 9, 1985 to reconsider the working goals and objectives for District 6 as adopted by the Planning and Zoning Commission. At this meeting, the working goals and objectives were reconfirmed as adopted. The proposed zone change does not seem to conform with adopted goals and objectives for District 6. RECOMMENDED ACTIONS: 1. Introduce requested action; 2. Presentation by applicant; 3. Open Public Hearing; 4. Consider requested action; 5. Formulate recommendation to Council: a. The proposed addition is located on the second floor of the structure on the southeast corner. There is a balcony currently planned in this location, and the applicant proposes to enclose the existing balcony to make a greenhouse/sunroom off of the main living area. The applicant also proposes to add one window for each garage. The windows would be on the first floor, on the east elevation of the building. Plans have been submitted which include floor plans, as well as elevations of the building. STAFF COMMENTS: This submittal is complote for final design review. The plans submitted are adequate to show the effect this addition will have on the exterior of the building. The additional floor area created by this addition is approximately 65 SF, and does not affect the floor area to lot size ratio. RECOMMENDED ACTIONS: 1. Introduce application; 2. One is to be 1' x 2' for the door that leads downstairs to the business, and the second sign proposed is approximately 3' x 3', in the shape and colors of the diver's flag, to be placed on the outside of the building. Section 15.28.020 Definitions (H) of the Sign Code states: "Sign, business" means a sign which directs attention to a business, profession, service, product, activity, or entertainment, sold or offered upon the premises where such sign is located. Section 15 28 040 Sign Allowance (B 1, 2, 3 & C) of the Sign Code states: B. Multiple Business Lot signs: 1. Sign area shall not exceed one square foot per lineal foot of building front for the first thirty-two feet or portion thereof and 1/3 square foot per lineal foot of building front in excess of thirty-two feet. Total sign area shall not exceed a maximum area of sixty-four square feet unless the sign and design thereof are determined by the design review board to be consistent with the size and design of the building to which the sign is attached; 2. Each individual business shall be permitted twelve square feet of sign area in addition to that permitted by subdivision 1; 3. The total sign allowance may be apportioned within the lot or building in any manner the applicant chooses, provided that all other requirements are complied with. C. Multiple Signs. More than one sign shall be permitted provided the total area does not exceed the total allowance on the lot or building. Staff would recommend approval of these signs as far as sizes, but the Commission may want to look at the colors of the large sign. RECOMMENDED ACTIONS: 1.
