Design Review
INTRODUCTION:
At the October 15, 1985 meeting, the Commission approved the roofing and siding
materials for the proposed Wynfield Inn. The approved roof material was concrete
tile and the approved siding was Amarillo White stucco.
The applicant is requesting approval of a different roofing material. They have
submitted samples of a Fibergiass Asphalt roof shingle of a color described as
"Weathered Wood". The sample board submitted also has samples of the Amarillo
White stucco for the main body of the building, and a sample of the color for
the accent bands around the building being a number 27 Desert Taupe.
These roofing materials will be placed on the small roof areas over the main
entry to the building, as well as over the stairwells, and the service area.
The pool equipment building and the administration building will have these
materials also.
STAFF COMMENTS:
The current Planning and Zoning Commission Rules and Regulations, Section 5.10,
Design Guidelines, states:
Roof materials shall be wooden shingles or shakes of weather resistent
qualities, built-up roofs with gravel or sod. Metal roofs and other
roofing materials may be submitted for consideration and possible
approval by the board.
Asphalt shingles are listed under those materials which "...will not ordinarily
be permitted on the exterior of any structure."
RECOMMENDED ACTIONS:
1. Introduce project;
2. Presentation by applicant;
3. Commission review of submitted materials;
4. Act on application.

Project Development Sign - Design Review
BACKGROUND INFORMATION AND LOCATION:
Folson Property which is located on the south side of Highway 6, directly south
of the proposed Amoco Service Station.
Development Sign is being proposed.
15.8 square feet (16 square feet allowed), 6 feet 3 inches high (8 feet allowed).
Dean Koll of Zehren and Associates is asking for a modification to the approval
for the Folson Tract sign. He wishes to change the letter color of the address,
Craig Folson, 800 Diamond Shamrock Tower, Dallas, Texas 75201 - 214-742-4242,
from the approved turquoise, back to black.
STAFF COMMENTS AND RECOMMENDATION:
This modification seems appropriate as the black letters were talked about at
the meeting of December 3, 1985. It did not appear that any member had any
objections. We would recommend approval of the modification.

Special Review Use - Retail Sales, IC Zone District
Beaver Track and Trail, Inc.
INTRODUCTION
Patrick Metzdorff, representing Beaver Track and Trail, Inc. has submitted an
application for a Special Review Use approval to allow 80% wholesale and 20%
retail service center and dealership for snowmobiles in the Wolff Warehouse
located on Lot 23, Block 1, Benchmark at Beaver Creek. Lot 23 is located in
the IC Zone District with ailowed uses consisting of:
Warehouse, laboratories, electrical substation, light manufacturing
plants, wholesale sales outlets, showrooms, industrial, construction
and wholesale offices, accessory building.
Special Review Uses consist of:
Residential unit when used in connection with business operatiun,
automotive or other vehicular sales and repair shops, retail sales
and personal service outlets, restaurants, public uses, outside
storage areas, general comiercial offices.
The proposed use appears to be wholesale sales as well as retail sales and
personal service outlet, which can be allowed as a Special Review Use in this
zone district.
Section 17.20.030 Rules of Procedure for Special Review Approval
A. The concurring vote of a majority of the total authorized number of
members of the design review board shall be necessary for approval
of a special review use;
Notice shall be published once in a newspaper of general circulation
in the area at least twelve days prior to the hearing date. In lieu
of actual publication, the notice shall also be effective by posting
the notice in at least three public places within the town in addition
to posting at the office of the town clerk. A written notice of said
hearing shall be sent by first class mail at least twelve days prior
to the hearing date to property owners within the area of proposed
use and within three hundred feet thereof. Owners of residential
multifamily condominium units may be served by mailing a copy of
any such required notice to the record address of the manager of
their homeowner's association;
2. A fee of fifty dollars shall be charged to cover the cost of processing.
The applicant shall also pay the actual costs of providing the notification
referred to in subdivision 1 of this subsection;

3. The design review board, in approving a special review use, shall make
a finding that the conditions in this section are satSsfied by the
reasons set forth in the application and that granting the special
review use will make possible the reasonable use of the land, building
and structure;
4. The design review board, in approving a special review use, may pre-
scribe appropriate conditions and safeguards in conformity with the
zoning laws of the town, violation of which shall be deemed a
violation of this section;
5. If a special review use is approved as outlined above, the town
council shall be notified in writing by the recording secretary of
the design review board and the town council shall take final action
granting, denying or granting with conditions identical to or
different from those prescribed Dy the design review board, based
upon testimony or evidence presented to either the design review
board or the town council. In. approving a special review use,
the town council may prescribe appropriate conditions and safe-
guards in conformity with the zoning laws of the town, violation of
which shall be deemed a violation of this section. (Ord. 83-24 S1,
Ord. 83-15 S1; Ord. 82-17 S1, Ord. 79-12 S3.4).
Section 17.20.020 Granting of Special Review Use
Whenever a use has been designated a special review use, a permit for such use
may be issued only upon approval of the design review board and town council.
A. All applications for approval of a special review use shall be processed
pursuant to the provisions of Section 17.20.030;
B. In considering the suitability of the special review use, the board shall
determine:
1. Whether the proposed use otherwise complies with all requirements
imposed by the zoning code;
2. Whether the proposed use is consistent with the objectives and
purposes of this zoning code and the applicable zoning district; and
3. Whether the proposed use is designed to be compatible with surrounding
land uses and uses in the area;
C. No approved special review use may be modified, structurally enlarged or
expanded in ground area, unless such modification, enlargement or expansion
receives the prior approval of the design review board and the town council,
which approval shall be obtained by repetition of the granting procedures
provided in this chapter. (Ord. 79-12 S3.3).

SPECIAL REVIEW USE CRITERIA:
The Planning and ZoJ ng Commission shall approve or deny Special Review Use
requests after considering certain factors, including but not limited to:
A. The adequacy of access to the site with respect to the width of the
adjacent streets, their grades, intersection safety, visibility and
entrance into the lot to be developed;
B. Whether there exists safe access and sufficient water pressure to
provide fire protection;
C. The existent water pressure in the area and the ability of the water
system to supply domestic needs;
D. Whether there will be provided sufficient off-street parking as
determined by:
1. The intended use of the property;
2. Walking distance to the downtown area; and
3. The availability of public transportation.
STAFF COMMENTS:
The Wolff Warehouse consists of two separate but connected buildings. The
northerly building has a floor area of approximately 5,040 souare feet and is
occupied by Benchmark Cleaners and Blue Steel Gun Shop. The southerly building
currently is vacant and proposed to be occupied by Beaver Track and Trail
(south bay approximately 1,666 square feet), leaving about 3,400 square feet
vacant.
Parking requirements for the Wolff Warehouse -ising minimum level use requirements
are:
Benchmark Cleaners @ 1/800 sq.ft.
Blue Steel Gun Shop @ 3/1000 sq.ft.
Proposed Beaver Track & Trail @ 3/1000 sq.ft.

CONCLUSION AND RECOMMENDATION:
Parking spaces required for Benchmark Cleaners and Blue Steel Gun Shop, when
added to the proposed Beaver Track and Trail would use up all available parking
spaces on the project, thus leaving the vacant warehouse and office spices with
no parking.
Our recommendation would be to restrict a building permit and Certificate of
Occupancy by obtaining a document, executed by the owner of the property and
approved by the Town Attorney, agreeing to restrict uses within the project
to :ises which do not exceed parking requirements for the currently available
16 parking spaces.
Additional parking spaces could be provided in accordance with Chapter 17.24
of the Avon Municipal Code, for vacant warehouse and office spaces.
RECOMMENDED ACTIONS:
1. Introduce Special Review Use request;
2. Open Public Hearing;
3. Close Public Hearing;
4. Make determinations and findings as required Special Review Use action;
5. Act on Special Review Use request.

Beaver Track and Trail - Sign Design Review
IC Zone District
BACKGROUND INFORMATION:
The only other sign on this building is a 15 square foot sign for the Blue
Steel Gun Shop.
The proposed sign for the Beaver Track and Trail, Inc, operation is 18 square
feet (3' x 6'). Approximately 6" thick, white letters, dark blue background,
yellow star in the 0. The proposed sign is produced by Polaris. Location
of sign is to be above the main door facing east. (See pictures and drawing).
STAFF COMMENTS:
Section 15.28.040 Sign Allowance
Signs are not permitted except as listed specifically herein. Signs are
permitted as follows:
B. Multiple Business Lot Signs.
1. Sign area shall not exceed one square foot per lineal foot of
building front for the first thirty-two feet or portion thereof
and 1/3 square foot per lineal foot of building front in excess
of thirty-two feet. Total sign area shall not exceed a maximum
area of sixty-four square feet unless the sign and design
thereof are determined by the design review board to be con-
sistent with the size and design of the building to which the
sign is attached;
2. Each individual business shall be permitted twelve square feet
of sign area in addition to that permitted by subdivision 1;
3. The total sign allowance may be apportioned within the lot or
building in any manner the applicant chooses, provided that all
other requirements are complied with.
C. Multiple Signs. More than one sign shall be permitted provided the total
area does not exceed the total allowance on the lot or building.
CONCLUSION AND RECOMMENDATION:
The 18 square foot proposed sign is over the allowed square footaqe by 6 square
feet. The 6 square feet could be allowed by reducing the 64 square feet allowed
in Section 15.28.040 B.1. To accomplish this increase to the proposed siqn, we
recommend a letter from the owner of the building acknowledging this decrease to
his signage.
