PZC Packet 022384STAFF REPORT TO PLANNING & ZONING COMMISSION - 2/23/84 Conceptual Review w Lot 39, Block 1, Benchmark at Beaver Creek The following comments are offered to point out some of the specific problems related to the development of this site. These comments are not specific to the conceptual design being presented, but would apply to any development plan for this site. 1. Lot 39 is located entirely within existing Colorado Ute easement; 2. Potential as well as proposed uses should be considered in evaluating development plans; 3. Drainage is especially critical on this site with a steep hill at the back of the lot draining to a natural stream bed at the front of the lot. Some erosion problems have been experienced in this area where the natural stream bed was relocated for the construction of Metcalf Road. Lots 57-60, Block 2, Benchmark at Beaver Creek The use of vacant lots as temporary parking areas is not specifically covered in the current zoning ordinance. In the absence of specific criteria, we recommend the following guidelines be used to evaluate a site for use as a temporary parking facility: I. Existing or proposed access to site from existing streets; 2. Number of parking spaces proposed and impact upon traffic flow; 3. Drainage from site and possible impact on potable water supplies; 4. Site surfacing and possibility of excess debris and mud being tracked onto streets and hinhways; 5. Compatibility of use and visual impact on adjacent properties; 6. Length of time for proposed use and restoration of site at end of use period; 7. Written approval from land owners allowing the proposed use. The above: is the minimum criteria which should be considered and members of the Planning and Zoning Commission may wish to consider additional criteria when evaluating a specific site for approval as a temporary parking facility.
