STAFF REPORT TO PLANNING & ZONING COMMISSION - 4/12/84
Heritage Cablevision - Sign
_ Lot 37, Block 1, Benchmark Subdivision
The proposed sign is a business sign as defined by Section 15.28.020. H of
the Avon Municipal Code. The proposed sign area of 11 square feet is in
conformance with Section 15.28.040.6.2 of the Avon Municipal Code which
states: "Each individual busines.; shall be permitted twelve square feet of
sign area in addition to that pen;itted by subdivision 1;"
The submittal includes a sketch of the sign with dimensions, a sketch showing
the location of the sign on the building and a sample showing the proposed sign
colors.
The submittal does not include construction details, lighting or sign materials.
This information is to be included with the applicant's presentation. Based
upon discussions with the applicant, the sign is to be constructed from plexi-
glass, or similar material, with an aluminum frame and is to be backlit with
florescent lights.
Section 5.18 of the Design Review Board Rules and Regulations state that,
"Board shall review the appearance, lighting, foim, color, character, dimensions
and materials of all signs and shall make such aesthetic judgements necessary
to ensure that all signs are in compliance with the sign code."

MINUTES OF PLANNING AND ZONING COMMISSION MEETING
MARCH 29, 1984

The regular meeting of the Avon Planning and Zoning Commission was held on
March 29, 1984, at 6:45 PM in the Town Council Chambers of the Town of Avon
Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called
M to order by Chairman Bill Pierce.
Members Present: Mike Blair, Clint Watkins, Flat Cuny, Bill Pierce, Toni Landauer
Members Absent: Jim Meehan, Jerry Davis
Staff Present: Jim Lamont, Planning Director - Norm Wood, Director of Public
Works - Maggie Lach, Recording Secretary

Sign Code sections addressed and discussed at the meeting were: Sign Design
Guidelines, Sign Categories: Exempted and Prohibited Signs.
Readinq and Approval of P & Z Minutes of 3/8/84 Regular Meetin
Watkins moved to approve the minutes of the March 8, 1984 regular meeting with
the changes as noted.
Cuny seconded the motion.
Passed unanimously.
Pierce pointer; out that the last paragraph of page one regarding the Crldwell
Banker sign should read ". .it was a mistake to approve the sign. ." rather
than "review".
Cuny pointed out that since Davis had stepped down during the Heritage Cablevision
presentation, the minutes should reflect that Davis "trade public comment from
the audience."
Maron-Erickson Duplex - Design Review - Lot 70A, Block 1, B.S., Cont. from
March 8 1984 P & Z Meeting
Norm Wood, Director of Public Works stated that the project appeared to be in
accordance with all zoning requirements and that the Commission would be dealing
with a straight design review. The applicant brought in samples of metal roof,
siding as proposed, along with site grading plan and elevations.
Watkins stepped down from discussion due to a conflict of interest.
The Commission members reviewed revised site grading plan, landscape plan, and
duplex design plan. Lengthy discussion and review followed by Commission members.
Pierce questioned applicant, Tom Maron of Maron and Associates, a., to the type of
materials that would be used.
Maron replied that he was looking to Commission for direction in that respect,
and had planned on using cedar siding which would have a ship -lap appearance,
white trim and chimney chases of stucco.
Record shows that Jerry Davis arrived for the meeting at approximately 8:05 PM

Pierce suggested to app`-icant that a shake orshingle roo , rather--t-Fan a metal
roof, would be more acceptable since roof is south facing and matte finish on
metal roof would still be reflective. Pierce also mentioned that the quality of
the roof material presented was not the best available.
General consensus from Commission members was that shake or shingle roofing
material would be the best choice considering the site and the surrounding
buildings in the area.
Maron suggested that they could put on a shake roof, but if they found suitable
metal roof material, they would like to re -present that to the Commission members.
Pierce questioned the color of the matte finish on the metal roof.
Maron answered that it would be gray.
Pierce also mentioned that he felt that the applicant's presentation was marginal
in the respect that the color rendering of the duplex was presented in the form
of a snapshot of a completed project in Faole-Vail and *here was not a color
rendering of the landscape design nor dimensions on the site plan.
Maron stated that he realized that the submittal was incomplete and what he wanted
at this time was direction from the Commission with regard to acceptability of
the general design of the project. He wanted an approval of the preliminary
design before spending the time and money to develop a fully detailed set of
plans and color renderings.
Landauer motioned for preliminary approval of the Maron-Erickson Duplex on Lot
70A, Block 1, Benchmark Subdivision.
Davis seconded.
Landauer amended motion to say preliminary reviev approval.
Davis amended second.
Passed unanimously.
Special Review Use - Auto Repair Shop - Lot 34, Block 1, B.S., Con't. from March
8, 1984P & Z Meetin
Wood explained t a*. applicant had still not completed application nor pai the
fee for a Special Review Use.
Cuny motioned to deny the request for the Special Review Use for Trimble's Body
and Frame because the application was incomplete and the applicant did not comply
with all the rules and regulations of the Planning and Zoning Commission.
Davis seconded.
Passed unanimously.
