PZC Minutes 041284RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING APRIL 12, 1984 The regular meeting of the Avon Planning and Zoning Commission was held on April 12, 1984, at 6:45 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman Bill Pierce. Members Present: Mike Blair, Clint Watkins, Pat Cuny, Bill Pierce, Tom Landauer, Jerry Davis Members Absent: Jim Meehan Staff Present: Jim Lamont, Planning Director - Norm Wood, Director of Public Works - Maggie Lach, Recording Secretary Sign Code Sign Code sections addressed and discussed at the meeting were: Projecting and Hanging Signs -Arcade, and Projecting and Hanging Signs. Lot 37, Block 1, B.S. - Heritage Cablevision Business Sign Davis stepped down from discussion due to a conflict of interest. Lamont introduced applicant, Gene Larson of Heritage Cablevision and mentioned the materials that the applicant brought in. Larson explained that the corporation was changing their logo and he didn't have an actual picture of the proposed sign, but was still in the process of investi- gating copyrights, duplications, etc. and production of signage. Larson explained that the sign will be of a lexon material which is more durable than plastic and that the frame would be of aluminum. Florescent lights would backlight the sign. It is a single sided sign aginst the building according to the diagrams Larson presented. Size of the sign is 1'10" x 6 feet and the colors are blue, white and gray. Watkins motioned to approve the Heritage Cablevision sign on Lot 37, Block 1, Benchmark Subdivision. Landauer seconded the motion. Passed unanimously. Planning and Zoning Meeting Minutes April 12, 1984 Page 2 of 3 Applicant, Gene Larson of Heritage Cablevision explained that he was approaching the Commission for an opinion of an antenna for marrying the Avon system to the Vail system. He went on to explain that Heritage was hoping to supply direct microwave feed and increase reliability of Denver stations from Dowd Junction site to the Avon system. Larson said that they needed this capability for a line of sight or microwave path and that a microwave needs to "look" directly from one dish to another. Larson stated three options available to Heritage: 1) Construct a 120 foot tower on existing dish antenna site to overlook Beacon Hill; 2) Use billboard tape reflector between Bachelor Gulch and Sunridge, although there are several problems with this option; a) in licensing process, FCC would probably not approve this device because passive reflectors have tendency to "spray" signals which could cause future interference; b) cost consideration which would go back to subscriber; 3) Best option (presented drawings) is to place 16 foot structure on top of Beacon Hill in order to "see" Dowd Junction. Larson said his biggest concern was the distance from the support facility. He also said that he had spoken with Benchmark concerning the use of the land and that Benchmark's concern was the possibility of having to re -zone that piece of land. Pierce expressed concerns about the hillside being visually important to the Town. Larson said that the 6 foot dish on the antenna came in a variety of colors to blend with the surrounding area. Pierce said that the tower was obviously not a large obtrusive thing, but asked what the hillside would look like in the future. Lamont stated that from a Master Plan standpoint, it could be dealt with in several different ways: the tower will be below the front range of the hillside so it won't be impairing the skyline view; another factor is there may be other businesses in the future that will depend upon microwave technology and that it must be looked at from an efficiency standpoint. Davis made public comment from the audience and stated that he is in a similar business where situation of needs is similar; Avon needs a communications site; it's important to establish some policy for those facilities to exist. Davis went on to say that eventually these facilities will become necessary; if Heritage has a well controlled site, then other people won't ask to put towers everywhere else because it will be a concentrated communications site. Cuny pointed out that the hillside is empty now and that it is easier to plan a development with a tower there than if there were heavy development already there. Felt that Avon could use a central communications center. The Commission took no formal action on this review. Only conceptual comments were made. Other Business Davis rejoined Commission discussion. Concerns were voiced over the Avon Post lems and total lack of organization in Watkins was asked to submit a letter to and invite them to discuss this problem Meeting. Concerns were also mentioned regarding the Colorado Ute roadcut on Metcalf Road. The Commi:;sion further discussed the Sign Code regarding Projecting and Hanging Signs.
