Special. Review Use - Density Transfer
Lot 56, Block 2 and Lot 1, Block 3, Wildridge
This Special Review Use request is to transfer 2 units from Lot 1, Block 3,
Wildridge to Lot 56, Block 2, Wildridge.
In accordance with Section 17.20.170 of the Avon Municipal Code, "Dwelling or
accommodation units may be transferred as a Special Review Use." Currently,
Lot 56, Block 2 has an assigned density of 2 units and Lot 1, Block 3 has an
assigned density of 2 units. If this transfer of density is approved by
Special Review Use, Lot 56, Block 2 will have an assigned density of 4 units
and Lot 1, Block 3 will have an assigned density of 0 units. Lot 56 has a
total area of 3.12 acres, thus the 4 units would be far below the maximum of
20 units/acre allowed in the SPA zone district.
In approving a Special Review Use, the Planning and Zoning Commission shall
make a finding that the following conditions are satisfied by the reasons set
forth in the application and that granting the Special Review Use will make
possible the reasonable use of the land, all in accordance with Section
17.20.030 of the Avon Municipal Code:
1. The Planning and Zoning Commission shall hold a public hearing on the
Special Review Use;
2. Notice of the public hearing shall be published and written notice shall
be mailed to all property owners within the area and within 300 feet
thereof at least 12 days prior to the public hearing date;
3. The applicant shall pay a fee of $50.00 plus the actual costs of noti-
fication.
In accordance with Section 17.20.020 of the Avon. Municipal Code: In considering
the suitability of the Special Review Use, the Board shall determine:
1. Whether the proposed use otherwise complies with all requirements imposed
by the zoning code;
2. Whether the proposed use is consistent with the objectives and purposes
of this zoning code and the applicable zoning district; and
3. Whether the proposed use is designed to be compatible with surrounding land
uses and uses in the area.

so In approving a Special Review Use, the Planning and Zoning Commission may
prescribe appropriate conditions and safeguards in conformity with zoning laws
of the Town. The following conditions and safeguards may be appropriate in this
Special Review Use:
4ft 1. The development of 4 units on Lot 56, Block 2 be subject to the submittal
of an appropriate site plan showing that adequate access and other zoning
and design review requirements can be met;
2. The owner of Lot 1, Block 3 provide written assurance to the Town of Avon
that the property owner will make no further claim for development upon
the vacated parcel until such time as sufficient development rights are
returned to said parcel.

Sign Review - Gordo's
Units C-13 & C-14, Building 4, Christie Lodge
Lot 25, Block 2, Benchmark Subdivisioii
The application is for approval of a sign to be located above the windows which
is basically in accordance with the sign program for- Christie Lodge as approved
• by the Design Review Board on January 27, 1982. The proposed sign includes
illumination by a 6 foot florescent tube which was not a part of the original
sign program. In addition, the application also requests approval for a 32" x 16"
neon window sign.
The total area of the overhead sign is something less than 5 S.F. and the area
of the window sign is approximately 3.5 S.F. Thus, the combined area of the
two signs is less than 8.5 S.F.
Total window area is approximately 44 S.F. with the window sign covering approxi-
mately 8% of the total window area.
Applicable Sections of the Avon Municipal Code, Chapter 15.28, Sign Code:
15.28.040 B.2:
Each individual business shall be permitted twelve square feet of sign area
in addition to that permitted by subdivision 1:
15.28.040 C:
Multiple Signs. More than one sign shall be permitted provided the total
area does not exceed the total allowance on the lot or building.
15.28.040 E:
Window Advertising Signs. Window advertising signs are permitted provided
that no more than twenty-five percent of the exterior window area is covered
by signs; further provided that the wording thereon is not repetitious of
other Bions in the immediate vicinity.

September 29, 1983 Planniry and Zoning Commission meetings are enclosed for
background information regarding the Christie Lodge Sign Program.

Conceptual Review
Lot 17, Block 1, Wildridge

The primary reason for the conceptual review is to obtain an indication from the
Planning and Zoning Commission regarding the .resign of a four-plex with units
connected only at the corners. The common wall between units is approximately
4 feet long. This particular issue does not seem to be addressed in the
Municipal Codes, therefore it should be reviewed as a design concept.
The following items may be of some concern with this proposed layout:
1. Building setback lines should be measured perpendicular to lot lines
rather than building lines;
2. Consideration should be given to snow drift patterns. Currently heavy
snow drifts accumulate along Saddieridge Loop adjacent to this lot;
3. Additional consideration for ingress/egress to individual garages may be
desireable;
4. Final grading plan must include both original and finish grades and topo
should be carried to center line of streets.
