MINUTES OF PLANNING AND ZONING COMMISSION SPECIAL MEETING
AUGUST 9, 1984
The special meeting of the Avon Planning and Zoning Commission was held on
Auvust 9, 1984 at 7:20 PM in the Town Council Chambers of the Town of Avon
Municipal Compled, 400 Benchmark Road, Avon, Colorado. The meeting was called
to order by Chairman Mike Blair.
Members Present: Mark Donaldson, Larry Kumpost, Mike Blair
Members Absent: Jerry Davis, Pat Cuny, Cheryl Dingwell, Tom Landauer
Staff Present: Jim Lamont, Planning Director - Norm Wood, Director of Public Works

the Chambertin project. The proposed wall is generally the same type as is in
place with a few diff-_rences.
Record shows that Tom Landauer arrived for the meeting at aooroximately 7:25 PM
Wood stated that the wall has a maximum straight height of 10'-?'. Sections of the
wall requiring more than that will be stepped back approximately 4'. If the wall
must be higher than the 15-16' range, it will again be stepped back another 4'.
Wood stated that the proposed design is sturdier dnd breaks up the large flat face
of the wall. He explained that every 8' there would be a plaster that extends
out from the face of the wall which will add some texture td the design. He stated
that 3 of the walls would be totally replaced and the very east wall will remain,
but will have pilasters added. Wood noted 2 points for consideration: 1) land-
scaping should be included in the step back areas such as low shrubs or flowers;
2) guardrails should be added at the upper -most portion of the wall for sarety
and aesthetics. Wood further explained that as the retaining walls are torn down,
an area will be needed to store the excavated dirt. The applicant has proposed
to use Lot 24, Block 1, Benchmark Subdivision. The site is low-lying and most
)f the lot has been disturbed previously. He stated that the trucks entering
and leaving the lot would pose no problem, but the lot should be restored and
revegetated. The most critical area on the lot is the Metcalf drainaqe ditch
which must be maintained.
Tim Hickish of Jorgensen, Hendrickson and Close, a consulting engineering firm,
was present to represent applicant, along with Ken Fish of Silver Street Construc-
tion, contractor for the project.
Hickish stated that the wall will be better looking than the previous one.
Donaldson mentioned concerns of the blacktopped drainage swale.
Hickish stated that this would be used to ensure safety and it would also keep
the toe of the wall dry. He stated that they are using asphalt because it is
positive drainage system for the swale.

Wood suggested chip and seal to differentiate between the road and the swale for
safety reasons.
Hickish stated that thev would also re -use the handrails and that they hold 20
s pounds per linear foot.
Blair suggested that the landscaping be kept in mind.
Kumpost felt that tiered areas should be landscaped to reduce the impact of the
wall.
Donaldson asked if the east roadway to site would be completed along with the
project.
Hickish answered no.
Donaldson felt that would contribute to drainage problem.
Oood stated that the worst drainage problem is the western portion where the
ditch is flat and hard to maintain.
Kumpost motioned to approve the retaining wall on Lot 46/47, Block 1, Benchmark
Subdivision for Chambertin Townhomes with the conditions that the step back areas
be landscaped and a landscape plan be submitted to the Planning and Zoning
Commission; than the handrail design be brought back for review; and that the
applicant consider alternate methods for treatment between the road and the base
of the wall.
Landauer seconded.
Passed unanimously.
Blair stated the other item for consideration is temporary storage of backfill
material on Lot 24 on Nottingham Road, west of the Wolf Warehouse entrance.
Wood stated that a letter of approval was submitted with application from the
owner of the lot, Hess Electric.
Blair mentioned concerns regarding revegetation of lot after backfill and removal
storage.
Kumpost motioned to approve the temporary storane on Lot 24, Block 1, Benchmark
Subdivision subject to conditions that: 1) satisfactory evidence of approval for
the proposed use of Lot 24, by owner of property, should be submitted to the Town
for approval; 2) it may be desireable to have a cash deposit or bond to assure
that all material will be removed, the lot cleaned up and revegetated upon com-
pletion of the proposed use; and 3) it is extremely critical that the drainage
bordering this lot be kept open and failure to do so may be reasonable grounds for
revoking approval.
Donaldson seconded.
Passed unanimously.
There being no further business to discuss, Kumpost motioned to adjourn that
portion of the meeting.
