The sign is 5'4" x 3' ano 8' in height. The sign will state "Future Site, 1st Bank of Avon". The lettering and border of the sign will be green with natural 4 x 4 support posts. The proposed sign appears to comply with Section 15.28.020 J of the Sign Code: "Sign, development/real estate" means a sign which advertises a proposed development or the sale or lease of property. Section 15.28.040 H, of the Sign Code states: Development signs are permitted provided that: 1. Only one sign per parcel, lot or group of contiguous lots under one ownership not to exceed 16 S.F. of display area and 8 feet in height; 2. Signs nust be removed within ?0 days of completion of development or land sa'?s; 3. In no case may a sign be retained for more than 2 years unless an extension is granted by the design review board; 4. Signs may contain only the project name and the names and addresses of the owner, contractor, architect, engineer, and real estate broker(s). Staff recommendations: 1. Sign complys with Sign Code; 2. Approval not to exceed 2 years; 3. Staff has reviewed proposed plans for this development several times, and believes this is a sincere "proposed development". This extension would cover the existing double doors on the east end. The proposed construction is identical in construction, materials and colors as the existing canopy. Applicant is requesting temporary usage of Lots 57-60, Block 2, Benchmark at Beaver Creek for the 1984-85 ski season, November, 1984 to April 15, 1985. The present Zoning Ordinance does not address the use of vacant lots as temporary parking areas, therefore we recommend the following guidelines be used, as they were in February, 1984 at the Plannino and Zoning Commission meeting, in evaluating this use as a temporary parking facility: 1. Existing or proposed access to site from ex'sting streets; 2. Number of parking spaces proposed and impact upon traffic 'low; 3. Drainage from site and possible impact on potable water supply; 4. Site surfacing and possibility of excess debris and mud being tracked onto streets and highways; 5. Compatibility of use and visual impact on adjacent properties; 6. Length of time for proposed use and restoration of site at end of use period; 7. Written approval from landowners allowing the proposed use. Attached is the approval from the February 23, 1984 Planning and Zoning Commission meeting for reference. There were no noticeable problems resulting from the February 1984 use. The Commission may wish to include additional criteria in reviewing this request for temporary parking. Lots 73/74, Block 2, Benchmark at Beaver Creek are zoned RHDC, which allows time sharing as a Special Review Use. Currently there are 71 Development Rights existing on Lots 73/74. Under Fractionalization, 71 Residential Development Rights could be utilized in any of the following ways: 71 - Whole Residential Units 124.25 - 2 Bedroom Units 142 - 1 Bedroom Units 213 - Efficiency Units 284 - Accommodation Units 213 - (Accommodation Suites) -if approved by Ordinance At this point, this request is a matter of Zoning only. I listed the possible unit breakdown for information only. Applicants will have to have Design Review approval and Subdivision/Fractionalization approval for completion of the proposed project. Commission Action Required: A. Open - Public Hearing - Close; B. In considering the suitability of the Special Review Use, the Board shall determine: 1. Whether the proposed use otherwise complies with all of the requirements imposed by the Zoning Code; 2. Whether the proposed use is designed to be compatible with surrounding land uses and uses in the area; C.
