Large Lot Parking Reduction
Applicants are requesting approval of a reduction in required parking in
accordance with Section 17.24.020, for large parking lots.
Section 17.24.020-8 of the Avon Municipal Code, Reduction in Parking
Requirements ofr Larger Parking Lots states:
Parking requirements may be reduced based on the total size of a parking area
based on the following chart if approved by the Planning and Zoning Commission
as a Special Review Use:
TOTAL REQUIRED
Up to 50 spaces
50 to 100 spaces
100 to 250 spaces
250 and over
MAXIMUM REDUCTIONS
No reduction
5%
10%
15%
Reduction in parking spaces for large lots shall not be taken in combination
with a reduction allowed for mixed use parking requirements.
Applicants plans show approximately 125 parking spaces, provided, after the
proposed Subdivision occurs. In accordance with Section 17.24.020-8, a
reduction of 10% or 12.5 spaces could be approved.
Our investigation of the parking plans, however indicates some spaces may be
unusable. No loading zones have been provided, nor any provision for the trash
enclosure, and it would be appropriate to examine the tripod entrance on the
northwest corner. Staff allocation of parking requirements are as follows:
Required parking - 116. Plan yields somewhere around 104 depending on location
of loading zones, and radius used for traffic circulation. Usino the 10% or
reduction of 12 from the required of 116, the figure of 104 spaces does work.
Large lot reduction is a Special Review Use, according to Section 17.24.020-8.
The Special Review Use Process:
A. Proper notices have been posted and mailed;
B. Fees have been paid;
C. Public hearing is required;
D. Final approval by Town Council is required.

Section 17.20.020-B of the Avon Municipal Code states:
In considering the sui+ability of the Special Review Use, the Commission
shall determine:
1. Whether the proposed use otherwise complies with all requirements
imposed by the zoning code;
2. Whether the proposed use is consistent with the objectives and purposes
of this zoning code and the applicable zoning district; and
3. Whether the proposed use is designed to be compatible with
surrounding land uses and uses in the area.
Section 17.20.030 of the Avon Municipal Code states:
4. The Planning and Zoning Commission, in approving a Special Review
Use, may prescribe appropriate conditions and safeguards in
conformity with the zoning laws of the Town, violation of which
shall be deemed a violation of this section.
Staff considerations:
1. Recommend a new relocated entry in northwest corner;
2. Plans be revised, showing loading zones, radius for ingress/egress
as noted on plans or modified by the Commission;
3. What is planned for the area on the north side between the building
and the parking lot;
4. Will the property lines change if the subdivision is not approved
as submitted;
5. What effects would a right-of-way have on this project if located
somewhere between Avon Road and the current Benchmark Shopping Center

Sign Program
Applicants have submitted a sign program plan for the Benchmark Shopping Center,
located on Tract Q, Block 2, Benchmark at Beaver Creek.
A brief synopsis of the Sign program is as follows:
2 - Freestanding ground signs •. one north (existing) and one
located south of the building, including building 2nd floor
identification signs
1 - Facia sign approximately 7.5 S.F. per business
1 - Hanging arcade sign approximately 6 S.F.
3 - Wall mount building directory signs
3 - Hanging arcade directory signs - Food E Deli signs are to remain
A comparison of the proposed sign program without existing Sign Code is
as follows:
Freestanding Ground Signs:

(Current code allows 64 S.F.)
Plus 2nd level business identification area approximately 52 S.F. x 3 per sign

If all of the proposed area was used, it would represent approximately 506 S.F.
The height of the north ground sign (Benchmark Shopping Center) is 27' x 6".
Current code allows ground signs up to 25'. South sign should be under or
at 25' in height.
The facias and hanging arcade signs are approximately 13.5 S.F. per business,
and current code allows 12 S.F.

A brief comparison of our proposed Sign Code is as follows:

Sign face S.F. allowed 48 S.F. x 2 (one ground sign per street frontage)
= 96 S.F. x 30% for a sign program = 29 S.F. + 96 = 125 S.F. Proposed is
192 S.F. or 508 S.F. with level 2 business identifications.
Proposed sign code allows -rO% for business identification of 24 S.F. x 2 = 48 S.F.
total.
Facia and arcade signs - allowed are one per business - 12 S.F. x 30% for a
sign program of 16 S.F. (Proposed Sign Code).
Proposed sign program - one facia and one arcade approximately 13.5 S.F.
Joint directories - (2) one per entry 36 S.F. Proposed sign program is one
per entry, one hanging arcade/one wall mount approximately 33 S.F. total.
Staff Considerations:
1. Are the sign heights, S.F., consistent with our objectives in
developing a new Sign Code;
2. Now will the existing signs be replaced? Or will they be?

Business Sign - Design Rev' er
Benchmark Shopping Center
Applicants have proposed installation of a sign consisting of the letters
KZYR Z103 FM on the facia of the second level of the Benchmark Shopping Center
building, located on Tract Q, Block 2, Benchmark at Beaver Creek Subdivision.
The size of the proposed sign is less than 8 S.F., and the color is silver.
The sign as proposed complys with the Town of Avon Sign Code.
However, the Benchmark Shopping Center has submitted a sign program for their
building.
At the time of writing this Staff report, no signs were provided for on the
second level in the proposed sign program. It is my belief that by the time
the sign program is approved, some alternatives may be provided for, thus
after reviewing the Benchmark Shopping Center sign program, a proper decision
could be made on this sign.

Lot 21, Block 2, Benchmark at Beaver Creek
Design Review - Antenna Transmitter
(Radio station - Rocky Mountain Wireless)
Applicants are proposing to install 2 radio transmitter antennas for operation
of a radio station. The transmitter antenna are necessary to relay the signals
to the broadcasting tower. The placement of the antennas are on the northeast
side of the First Rank Building, located on Lot 21, Block 2, Benchmark at
Beaver Creek Subdivision.
The antennas are to be placed on the side wall portion of the elevated roof
section. (See attached drawings).
Staff Recommendations:
1. Paint antennas to match color of the building;
2. Approve subject to review after installation to see if any further
screening might be warranted.

Applicants have submitted revised plans showing landscaping, parking lot,
loading spaces, trash, and use of building for required parking.
Landscaping - Staff Review:
1. Use low growing plants adajcent to north entrance and exit;
2. Use asphalt or similar materials from parking to to building,
(instead of gravel?);
3. fill there be an irrigation system;
4. Has state approved trash enclosure on right-of-way;
Parking - Staff Review:
1. Good breakdown of potential commercial uses;
2. Islands have been provided on the north side of the main parking
lot;
3. Loading space is a long distance from the building;
4. Staff (Norm) should examine egress radius, circulation, etc.
5. Anv lighting proposed;
This revised information is useful in further review of this project, however
prior to final review, I believe the following information needs to be provided:
1. Building
A. Color rendering;
B. Section for material clarifications, roof and siding materials,
heiahts, etc.;
2. Site plan with dimensions/easements shown, drainage, snow storage,
etc.;
3. Fractionalization/lock-off clarification of density used on Phase I.
