PZC Minutes 031083RECORD OF PROCEEDINGS MINUTES OF THE DESIGN REVIEW BOARD MEETING MARCH 10, 1983, 7:30 P. M. The regular meeting of the Design Review Board of Avon was held on March 10, 1983 at 7:30 P. M., in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman Bill Pierce. Members present: Bob Zeeb, Tommy Landauer, Bill Pierce, Jim Meehan, Jerry Davis. Staff present: Dick Kvach/Planning Director; Melody Cummings/Recording Secretary. Item No. 1, Reading & Approval of DRB Minutes of February 24, 1983. Jim Meehan moved to approve the Minutes of the 2/24/83 Meeting as presented. Motion was seconded by Bob Zeeb and was passed unanimously. Item No. 2 Use for Dick Kvach explained Colorado Ute was trying to develop a loop system up the valley. The preferred route and possible alternatives were explained. The alignment does not bring the line directly across the top of the peaks but will follow along the hillside. They will be following the existing 69 KV line. ltoo additional items were requested that did not come in (1) the legal description defining the exact right-of-way line and (2) revegetation plan for areas that will be disturbed. Mr. McNeil of Colorado Ute indicated that these things can be given to the town. Recommend that this Special Review Use be approved or.the conditions that we get a legal description prior to Town Council action and that there be no land disturbed until the revegetation plan is approved by the Design Review Board and the Town Council. John McNeil of Colorado Ute stated they are planning on using the existing towers for the upgraded line. The poles will remain the same and will be in the same locations. Reason that precise legal description cannot be provided for pole locations is because a survey has not been completed. Jerry Davis asked that in erecting this new line what is the plan as far as disturbing the land? John McNeil answered in the area where there is an existing line we will be using the existing access as far as possible. There will be minimal disturbance. If we use an alternate alignment around Berry Creek there will be new construction. Where there is disturbance we plan on revegetating the area. Need to have access for maintenance. Jerry Davis stated that the road access from Metcalf Road upto the first pole should be vegetated so it won't be obtrusive. John McNeil stated that the substation will not increase in size. Bob Zeeb moved to approve the request as recommended by staff with the condition added (3) Road to access line visible from Metcalf Road to be removed after line is installed within Town of Avon. Motion was seconded by Tommy Landauer and was passed unanimously. Other Business: Bill Pierce stated at the Town Council Meeting on March 8, 1983, the Council agreed to re -activate getting a consultant for the Comprehensive Plan. With no further business to discuss, Tommy Landauer moved to adjourn the meeting. Motion was seconded by Jerry Davis and was passed unanimously.
