RECORD OF PROCEEDINGS
AVON PLANNING & ZONING COMMISSION SPECIAL PUBLIC MEETING
AUGUST 30, 1983, 7:00 P.N.
The special public meeting of the Avon Planning & Zoning Commission
was called to order on August 30, 1983, at 7:28 P.M. in the Town
Council Chambers of the Avon Fiunicipal Complex, 900 Benchmark Road,
Avon, Colorado, by Chairman Dill Pierce.
Members present: Bill Pierce, Mike Blair, Jin Meehan, Clint Watkins.
Staff present: Dick Kvach/Planning Director, Dick Blodgett/Town
Manager, Norn Uood/Town. Engineer, Renee' Flader/Recording Secretary.
Plum Street Professional Associates present: Dennis Swain, Carol
Devenir.
Dennis Swain opened discussion by explaining the upcoming discussions
for the evening would be: (1) The image of Avon; (2) What the
Town of Avon was planned to be originally and how changes have
occurred; and (3) What the town can be as it grows. Discussions
included what residents perceive are (a) boundaries for the communi-
community, if there are districts within the cormnunity, (b) the
general character of the area, (c) paths throughout the community,
(d) landmarks within the community and places which are recognized
and found as important elements of Avon. Iie stated that I-70
seems to have the strongest impact on the community.
Comments:
Develop a pedestrian walkway for access from West Beaver Creek
Boulevard to East Beaver Creek Boulevard. Something needs to be
provided so the pedestrians can get across Avon Road safely.
Design guidelines were discussed and methods by which they could
be followed.
Is the future Avon Mall a large enough area to make a downtown
area, or should it be expanded?
{That type of growth and por.):tiation is to be expected? Will the
town become more populated by permanent residents or second home
owners here on a short term? The core of the Town is most likely
to be short term residents.
A manufacturing plant is a possibility for employment for local
permanent residents. What type of plant should this be? Where
should it be located? More service employment will be provided

for local residents.
It is important for Avon to look at how Edwards is going to affect
•
Avon and what development is going to take place in Edwards. It
is possible that Avon will not be the primary residence area.
Improve Highway 6 & 24 by making it wider, putting in a bike path,

installing traffic signals, so that it could possibly be used for
a backup to I-70 and reduce some congestion on Avon Road.
The Ilest Heaver Creek railroad crossing at Sunridge should be

completed to provide a second access across the tracks.
The existing streets need improvements in order to accommodate
potential traffic.
A public transit needs to be provided. Amtrak is more interested
in the long haul passenger than the short haul passenger. In
order to possibly have a passenger train stop in the community,
a new railroad company would need to be formed.
On street parking was discussed. It is too expensive, our streets
are not designed for it, snowplowing would be impossible, and it
competes with traffic. A centralized location which is convenient
needs to be established for off street parking.
The special public meeting of the Avon Planning & Zoning Commission
was adjourned at 10:45 P.M., August 30, 1983.
