AUGUST 29, 1983, 7:00 P.M.
The special public meeting of the Avon Planning & Zoning Commission
was called to order on August 29, 1963, at 7:16 P.M., in the Town
Council Chambers of the Avon Municipal Complex, 400 Benchmark
Road, Avon, Colorado, by Chairman Bill Pierce.
Members present: Bill Pierce, Mike Blair, and Jim Meehan.
Staff present: Dick 31odgett/Town Manager, Dick Kvach/Planning
Director, Renee' Flader/Recording Secretary.
Plum Street Professional Associates present: Jim Wood and
Carol Devenir.
Jim Wood opened discussion by explaining that the major sections
of the Goals process to be covered were Open Space and Recreation
and Community Facilities. Points to be discussed were: (1)
either affirm or modify the 1981 survey recommendations for Avon,
(2) get some sense of priority in terms of the basic assumptions
being correct and what the real. priorities of the community are.
The survey of 1981 determined that the recreation priorities for
eastern Eagle County was: (1) A year round Olympic size pool.
Priority (2) One or more year round community recreation centers.
Priority (3) Additional recreation fields and (4) an extension
of the bike path system to connect I -lest with Edwards. Major
policy questions to be addressed; (1) What should be the role
and responsibility of Avon in providing reaction for permanent
residents in other areas of the valley; (2) What is the potential
cooperation with the County, the school district, metro district,
VA, and Benchmark to develop additional facilities; (3) what
additional land will be needed for future recreation facilities;
(4) Are the priorities in the 1981 survey still valid for Avon;
and (5) What will be the cost, timing, and financing for the
construction of those facilities.
Goals Statement 8 1 was to provide full -range year round afford-
able recreational opportunities for permanent residents and the
general public. Questions brought up was what responsibility does
Avon have to provide those facilities for people living outside
of town, who else can help pay for it and how can that be accom-
plished. Citizen responses included: It should be the joint
responsibility of everyone surrounding to assist financially,
which will involve a taxing authority capable of imposing the
burden on the community; (2) go to the County for help with the

understanding everyone is going to be using the facilities;
(3) there are only three sports offered at the school for kids,
those being football, basketball, and track - a recreation district
• would be a big asset; (4) Vail and the school had a contractual
agreement that the school district pay part of costs of building
a gymnasium and elementary school; (5) develop a sense of priori-
ty of what the most important recreation facilities are and look at
• what the participation would be.
Carol Dever.ir noted that from the surveys turned in, most people
did not want the bike path along the Eagle River because they
felt it would take away from the natural beauty. Mike Blair stated
there is approximately one half of a mile of land on each side of
the river, which is still in private ownership dedicated to and
reserved for open space use. The Town needs to take leadership
leadership and determine how to use it for future public use for
a bike path or park or other open space type uses.
Mike Blair stated that the Forest Service has agreed to allow trail
heads to be developed on the forest land so that parking can be
on the forest land and not on the town streets or private land.
The forest land will be very accessible. Jim (good stated that front
the survey the highest priority was an indoor pool. Following an
indoor pool, a community center, perhaps a multi-purpose type
center that would house some of the activities presently being
allowed to take place in the Avon Municipal Building. People also
felt there should be definite plans for neighborhood parks in
Wildridge and Wildwood and along the Eagle River.
Also stated as a top priority should be to provide pedestrian
walkways, especially connecting East and blest Beaver Creek Boule-
vards, for safety and access to the airport and businesses.
Questions were brought up and discussed about a parking structure
in Avon. Should a special district be established? Where should
it be located? Other comments included (1) there is no need for
a parking structure in the commercial area, (2) it is a potential
goal for future programmed public facilities. Also discussed the
possibility of another I-70 exit because Avon Road gets so congested
at times. Perhaps this could be in Eagle -Vail to intercept some of
the traffic.
There is a need for a Public works garage. Would it be better to
put it by the Sewer Plant or the airport?
A convention center for large meetings, expositions was discussed.
Should the Town bniij a convention center for multi-purpose recrea-
tional, cultural, convention facilities that permit an economic
stimulus for the area? Is there a need? Citizen comments included
(1) that this is further in the future before Avon can even provide

for a large convention, (3) that transportation would be a problem,
