PZC Minutes 081683RECORD OF PROCFFDINGS MINUTES OF P & Z COMMISSION SPECIAL PUBLIC MEETING AUGUST 16, 1983, 7:30 P.M. The Special public meeting of the Avon Planning & Zoning Commission was called to order on August 16, 1983, at 7:45 P.M., in the Town Council Chambers of the Avon Municipal Complex, 400 Benchmark Rd., Avon, CO, by Chairman Bill Pierce. The following members were present: Mike Blair, Bill Pierce, Clint Watkins, & Jerry Davis. Staff members present: Dick Kvach/Planning Bill James/Finance Director, & Joyce Evans, Town Council Members: Alai Nottingham, Don Larry Kumpost. Plum Street Professional Associates: Carol Director, Norm Wood/Public Works Director, Acting Recording Secretary. Buick, Al Connell, Greg Gage, and Devenir, Dennis Swain, & Bob Komives. There were 32 concerned area residents in attendance also, and most everyone took an active part in the discussions throughout the evening. An Avon comprehensive plan issue and opportunity and goals questioneer had been distributed and was to be filled out to obtain comments. It was explained that this special meeting was to get the citizens views and ideas on how Avon will eventually grow: a. what is most important to the citizens of Avon to make their town more to their liking; h. suggestions on how to accomplish this; c. what they feel their town should represent and what kind of image they want for their town; d. what the communities needs are, in terms of housing, businesses, recreation, and etc. It was also explained that the core of the meeting will be to try and put together a working goals program - developing goals and objectives. Everyone was requested to draw a map of what they considered to be the Avon boundaries, important places, path you most travel, and districts. They were collected and will be reviewed by Plum Street to get a feeling of how the public preceives Avon at the present time. Issues and concerns discussed were: Can permanent resident and tourist housing be beneficial to all concerned. Can affordable housing be provided in the future? One goal should be that all surrounding communities get together to provide this as it was the feeling that this is just not an Avon probler, to solve. Possibility might be that the mobile home parks be made into affordable employee housing. It was also suggested that mobile home parks may not have a place in a tourist community al all. There followed a lengthy discussion on affordable housing. It was suggested that possibly Avon should look for a unique roll in the valley. Some kind of nitch that is not being fulfilled at the present time such as inexpensive lodging. People could stay in Avon and ski Beaver Creek or elsewhere but the revenue would be coming to Avon for shopping and accommodations. Parking and walking seems to be a problem. A possible solution to this would be overpasses or underground passes with shops being built along the way. It was felt that Avon needs more walkways so that the tourists have a chance to see Avon better and use the facilities available. There was a plan eight years ago that projected how Avon would look and what goals the town would have. At that time Avon was to be a service and residential community. It was brought up that although our park is very beautiful it cannot be seen and most people do not know of its existence. People coming into our town are not aware of the recreation activities offered. There was a discussion on how we can make better use of the park and the lake. Plum Street stated that some of the goals we decide on in the beginning may not be applicable as we get into the project, and that that may change as the finished project is completed. Another goal that was mentioned was recreation and open space - what kind of recreation for short term and long term residents, as well as visitors; people of various ages, what exactly would be needed to serve the ::ommunity. The question of annexation was brought up - what kind would further the goals of Avon and what kind would hinder its goals. The subject of land use brought up a number of questions - traffic and transportation, what kind of population growth it expected for the area from Dowd Junction to Edwards, how aggressively does Avon want to pursue this, what about community facilities such as parking and recreation centers. The goals for the immediate future of Avon that were suggested were to advertise Avon and all the things that a,•e available to do in this area, in such a way as to get to more tourists as well as the general residents. Put together an update of the model at Benchmark so that people may see how Avon will look in the future. Use the forest land for camping a:id hiking and also to utilize the river and its beauty. A bicycle path along the river was suggested as well as one along the road, consenses was it was not affordable. Discussion revolved around goal proposal developed by Plum Street. The discussion was lead by Dennis Swain. The meeting was chaired by Bill Pierce. The next meeting was scheduled for August 30, 1983, at 7:00 p.m., at which time a discussion of goals and proposals will continue. With these points discussed, the Special Public Meeting of the Avon Planning & Zoning Commission was adjourned at 10:45 p.m., on August 16, 1983. Resp4ctfully sy�mitted.
