PZC Minutes 070783RECORD OF PROCEEDINGS MINUTES OF P & Z COMMISSION SPECIAL PUBLIC MEETING JULY 7, 1953, 7:30 P. M. The Special public meeting of the Avon Planning & Zoning Commission was called to order on July 7, 1983, at 7:40 P. M., in the Town Council Chambers of the Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado, by Chairman Bill Pierce. Roll call was taken showing the following members present: Mike Blair, Tommy Landauer, Jim Meehan, Bill Pierce, Clint Watkins, Bob Zeeb. Jerry Davis was present after roll call was taken. The following staff members were present: Iick Kvach/Planning Director, Dick Blodgett/Town Manager, Carrie Wangbichler/Planning Intern, Renee' Flader/Recording Secretary. Other: Plum Street Professional Associates: Carol Devenir, Dennis Swain, Matt Delich, Jim Wood, Bob Komives. Dick Kvach opened the meeting by explaining to the citizens presen, the purpose of the meeting. He explained that generally this meeting is to determine the Town's direction over a 20 year time period. The points he brought out were (1) for the citizens to determine thz. direction they wanted Avon to go, and (2) what Avon needs to make it a better community. Dick explained the study area of the Comprehensive Plan. The area outside Avon will be considered the zone of influence affecting the way Avon will eventually grow. Dick explained that the time of the study will take approximately six to eight months to complete. He stated the primary purpose of the Advisory Committee is to provide input to the P & Z. Plum Street Professional Associates presented slides of. Avon and pointed out the needs of (1) setting goals for the community and the role of Avon in the entire valley, (2) boundaries to determine that one is in Avon and out of Avon, (3) the living environment is impor- tant to people who live in Avon, (4) types of density, (5) trans- portation, perhaps additional rail crossings and traffic lights. Bob Komives, Project Director, questioned if Avon was seen as the focal point of the Upper Valley and to relate that with an economic sense. Jerry Davis answered that Avon is centrally located and has the potential to be the valley center, primarily commercial, and that Avon is located between the developing area and an area that is already developed. Jerry expressed that he felt there is a need for a typical shopping area, and that focus should be on taking care of the people. He explained it should be a shopping area with the convenience of being able to get from one store to the other h - without having to drive from one place to the other, and it should have reasonable prices. Perhaps a public Narking area could be considered along with the shopping area. Commission member Jim Meehan suggested a more flexible Zoning Code Ordinance. He expressed that Avon's primary asset is going to be commercial space and felt one of the biggest considerations of this study :should be of the current Zoning Ordinance. He explained Avon ordinances are based on unit and coverage allocations as opposed to gross square footage allowances. Jim pointed out that, at one time, Avon'%; Zoning Ordinances served the Town well, yet, at this point in time they've begun to hinder the types of development and the design possibilities. He explained that the considerations that will more or less limit the number of units which will be developed, will be such as parking, tap fees and all other expenses incurred with each additional unit. Citizens' Comments: (1) Permanent residents of the Town should be provided with basic services. (2) The abundance of National Forest directly to the north of Town, which is presently locked off to citizens. Suggest- ions for use of the forest were camping, hiking, motorcycling. The Master Plann needs to progress by making use of these amenities that we have and developing them to the fullest. (3) The Eagle River, presently has no public areas that a resident in the Town of Avon could use to get on the River. Riverfront parks should be consider- ed with riding paths for horses and other recreational uses. Per- haps a bike path along the Eagle River from Avon to the west and east; one that could possibly be used for cross-country skiing in the winter. A bike path is needed from the Edwards area to the Vail and Minturn area, thus making the biking situation safer. (4) There should be traffic flow studies and parking requirement studies. (5) Avon doesn't have an area for large gatherings of people such as an arena, facilities ofr churches, schools, ceme- taries. (6) Improving transportation to the area, possibly by a rail service. Presently Amtrak is scheduled to travel west of Avon. Perhaps the plan should pursue the idea of getting a service to come back from Dotsero to Aovn to drop off passengers. An additional rail crossing is also needed. (7) Employee housing was discussed for the citizens. we should have it closer to our area. It should have a livable environment and neighborhotd so citizens could live there and afford it. Yet, some feel this area already has employee (affordable) housing. With these points covered and discussed, the Special Public Meeting of the Avon Planning & Zoning Commission was adjourned at 10:42 P.M. on July 7, 1963.
