INTRODUCTION
Lot 14, Filing 1, Eaglebend is a 16,000 square foot duplex lot
that slopes south toward the Eagle River. Design and
Construction Services is proposing one single-family structure
for this lot. The structure is approximately 4,800 square feet,
which includes 2,300 square feet of finished living area, 1,700
square feet of unfinished basement, and two 400 square foot
garages. The building is 3 stories, with the lower level a
walkout basement.
The applicant has shown some interest in converting the
unfinished basement into a rental apartment. This would not be
in conflict with the zoning, which is PUD with a duplex
designaticn. Some changes to the interior of the house may also
be necessary.
The structure will be constructed out of 6" D logs (3 sides are
flat, 1 side, the exterior, is left natural), finished in light
gray, the applicant will supply photos. Roof will be standing
seam metal in forest green. Window and door trim will be 1X4
cedar, light dray. The doors and fascia will be dark green and
the windows white. The dominant roof form is a 5/12 gable with a
shed roof over the entrance.
The plans indicate a stone masonry chimney serving 4 open hearth
fireplaces, 2 inside and 2 outside. The applicant has agreed to
remove the outside fireplaces and replace the inside units with
approved gas appliances. With this change the masonry chimney
becomes impractical and will be replaced with a framed chase,
finished in white stucco with stone accents. This would retain
the chimney as an architectural feature, but will sacrifice the
majority of the stone work.
The landscape plan appears to be adequate.
With the removal of the open hearth fireplaces, the building
appears to meat all aspects of the zoning code; the architecture
and building materials appear to comply with the Town of Avon
Design guidelines.

STAFF COMMENTS
The Commission shall consider the following items in reviewing
the design of the proposed project:
6.11 - The conformance with the Zoning Code and other
applicable rules and regulations of the Town of Avon.
COMMENT: This proposal appears to be in conformance with
the Zoning Code and all other town of Avon rules and regulations.
6.12 - The suitability of the improvement, including type
and quality of materials of which it is to be constructed and the
site upon which it is to be located.
COMMENT: These improvements, as proposed, are
appropriate to the neighborhood.
6.13 - The compatibility of the design to minimize site
impacts to adjacent properties.
COMMENT: The project's design preserves views to the
Eagle River from adjacent property and does not appear to have
any adverse site impacts on adjacent properties.
6.14 - The compatibility of the proposed improvement with
site topography.
COMMENT: As submitted, the project is compatible with
the site topography.
6.15 - The visual appearance of any proposed improvements
as viewed from adjacent and neighboring properties and public
ways.
COMMENTS: The prDposed improvements appear to be
visually compatible with the neighborhood.
5.16 - The objective that no improvement be so similar or
dissimilar to others in the vicinity that values, monetary or
aesthetic will be impaired.
COMMENTS: Staff sees no conflict with this criteria.

6..17 - The general conformance of the proposed
improvements with the adopted Goals, Policies and Programs of the
Town of Avon.
COMMENTS: This proposal is in general conformance with the
adopted goals, policies and programs of the Town of Avon.
STAFF' RECOMMENDATION
Staff recommendation is for approval with the following
conditions:
1. The open hearth fire places will be deleted in the
plans submitted with the building permit application.
2. If a rental apartment is constructed in the basement,
all appropriate fees will be paid and required permits and
approvals obtained prior to construction.

On April 16, 1991 the Avon Planning Commission granted final
approval of this project with the following conditions
1. The driveway entrance must comply with the
applicable requirements for the Town of Avon.
2. A more detailed drainage and grading plan must be
submitted for staff review at the time of building permit
application. The plan should include a detailed design of all
retaining walls.
3. A more detailed landscape plan must be provided to
the Commission.
4. The paving be allowed to be postponed for a period
of one year to allow for compaction, with the posting of a
bond.
5. More information on the siding (specifications,
etc.; a location where this can be seen on a project) before
final approval.
The conditions of this approval that are of immediate concern are
#3, a more detailed landscape plan, and 15, more information on
the siding.
The applicant has supplied staff with a revisers landscape plan.
It is the same planting plan as previously submitted, but with
plant material sizes and quantities indicated on the plan.
A small sample of the proposed siding has been provided by the
applicant, it is a waferboard product. He has indicated that it
is the same material used on the Eagle Bend .Apartments.
The remaining conditions are being reviewed at a staff level, as
per the conditions placed on the Final Design Review Approval.

Material Change Request
Design Review
INTRODUCTION:
Randy Marino of Marino Construction, developer of the Bristol
Pines Townhome project is requesting a roof material change from
shake shingles to asphalt shingles. The proposed shingle would be
a Timberline Ultra in the weathered wood color.
This request has been heard previously by the Planning and ?oning
Commission on two occasions and has been denied both times.
STAFF RECOMMENDATION:
As a material change request, staff has no formal recommendation.
