PZC Packet 0119937-1 STAFF REPORT TO THE PLANNING AND ZONING COMMISSION January 19, 1993 Page 1 M1 Lot 25, Block 2, Benchmark at Beaver Creek The Christie Lodge Sign Program Review i The Christie Lodge Owners Association, represented by Phyllis Lilischkies of the Christie Lodge and Annie Egan of American Awning Company, has applied for design review of a new sign program for the project. The current program was approved in 1987 and is no longer applicable; the building exterior has been remodeled, the parking area has changed, and awnings with signs have been added. The new Sign Program addresses all signage on the exterior of the Christie Lodge. A brief synopsis of the allowed signs under this program is as follows: Individual Business Sign, will be located on the vertical portion of awnings attached to the terra cotta facia band. Size is proportional to the individual business's frontage, regardless of frontage, the allowed maximum is 30 square feet per business. Refer to Exhibit "A" of the Sign Program. Building Identification Signs, located on the east and west facade, with a maximum area of 26 square feet each. The front entry awning is also allowed a 14 square foot building identification sign. Temporary Signage, one temporary sign with a maximum area of 35 square feet is allowed to remain in place for not more than one week in anv 30 day period. Temporary signs do require a Town of Avon Sign Permit. The proposed signage locations, materials, style, and color provide a unifying element to the Christie Lodge while giving the individual business the opportunity to have unique signage. The Sign should be harmonious with the building scale, and should not visually dominate the structure to which it belongs or caul undue attention to itself. C. Materials. Quality sign materials, including anodized metal; routed or sandblasted wood, such as rough cedar or redwood; interior -lit, individual plexiglass faced letters; or three dimensional individual letters with or without indirect lighting, are encouraged. Sign materials, such as printed plywood, interior -lit box -type plastic, and paper or vinyl stick -on window signs are discouraged, but may be approved, however, if determined appropriate to the location, at the sole discretion of the Commission. D., Architectural Harmony. The sign and its supporting structure should be in harmony architecturally, and in harmony in color with the surrounding structures. E. Landscaping. Landscaping is required for all freestanding signs, and should be designed to enhance the signage and surrounding building landscaping. A minimum of five lineal feet out from, and around the perimeter of, the sign shall be landscaped. F. Reflective Surface. Reflective surfaces are not allowed. G. Lighting. Lighting should be of no greater wattage than is necessary to make the sign visible at night, and shculd not reflect unnecessarily onto adjacent properties. Lighting sources, except neon tubing, should not be directly visible to passing pedestrians or vehicles, and should be concealed in such a manner that direct light does not shine in a disturbing manner. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon which it is to be located: COMMENT: The improvements, including materials, which are dictated by this sign program are appropriate to the location. B. The nature of adjacent and neighboring improvements: COMMENT: Staff sees no conflict with this criteria. C. The quality of the materials to be utilized in any proposed improvement: COMMENT: The materials dictated by this sign program are of a high quality. D. The visual impact of any proposed improvement as viewed from any adjacent or neighboring property: COMMENT: The improvements dictated by this new sign program should improve the appearance of the project as viewed from any adjacent or neighboring property E. The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. COMMENT: Staff sees no conflict with this criteria. F. Whether the type, height, size and /or quantity or signs generally complies with the sign code and appear to be appropriate for the project. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation. On April 16, 1991 the Avon Planning Commission granted final approval of this project with the following conditions 1. The driveway entrance must comply with the applicable requirements for the Town of Avon. 2. A more detailed drainage and grading plan must be submitted for staff review at the time of building permit application. The plan should include a detailed design of all retaining walls. 3. A more detailed laniiscape plan must be provided to the Commission. 4. The paving be allowed to be vostponed for a period of one year to allow for compaction, wit. thhe posting of a bond. 5. More information on the siding (specifications, etc.; a location where this can be seen on a project) before final approval. The conditions of this approval that c%re of immediate concern are 13, a more detailed landscape plan, and 15, more information o., the siding. The applicant has indicated that a revised landscape plan will be provided for P&Z review at the January 19th meeting. A small sample of the proposed siding has been provided by the applicant, it is a waferboard product. They have indicated that It in the same material used on the Wildwood Townhomes. Additional information will be provided. This hearing is to allow the Commission to receive, and react to, additional information concerning the proposed landscaping and siding, not to perform a complete review of the project. I • STAFF REPORT TO THE PLANNING AND ZONING COMMISSION January 19, 1993 Page 1 Denny's Restaurant Lot 2/4 Sunroad Subdivision Mr. Doug Dowd we Design Change Request INTRODUCTION Mr. Doug Dowd, for the Denny's Restaurant being built on Lot 2/4 Sunroad Subdivision, is requesting approval for a modification in the approved design of the Restaurant. The request is for the removal of the diagonal wall located on the southeast corner of the building, between the two entrances (see attached). Denny's received Final Design Review approval on July 7, 1992. On October 6, 1992, Rick Pylman, the Director of Community Development, presented a number of requested change to this Commission, one of which was the removal of the wall between the entrances. At that hearing, the Commission was not in favor of the change, as they felt that the wall was an integral part of the design. 1.
