PZC Minutes 020293• RECORD OF PROCEEDINGS _ PLANNING AND ZONING COMMISSION MEETING MINUTES February 2, 1993 C The regular meeting of the Planning and Zoning Commission was held on February 2, 1993, at 7:30 PM in the Town Council Chambers, Avon Town Municipal Building, 400 Benchmark Rd.. Avon, Colorado. The meeting was called to order by Chairman Perkins. Members Present: Buz Reynolds, Sue Railton, Henry Vest, John Perkins Rhoda Schneiderman Patti Dixon Staff P,esent: Rick Pylman, Director of Community Development; Charlette Pascuzzi, Recording Secretary All members were present, except Jack Hunn. Wildr dge Subdivision, Steven Htcharde ror Ronaio &__inn Brethauer,__Si_ngle Family Residence, Conceptual Design Review Rick Pylman stated that Steven Richards is representing the ownern of the property. He stated that the back half of the lot 1 undeve;orable, however there is a bench up close to the road tr., is developable. The lot is ,lust a little north of Little F Road. The structure is a two story building, walkout garden makes up the lower level. It is about 3600 square toot habitable space, and it has an attached garage. It meets ea' the Town Zoning requirements. The exterior is a i x b cbn lap cedar, stucco as a base. The stain will be an Olympic and an Ivory color on the stucco. Window and door trim is e t z .w cedar in a Russet stain and the same color will be used t,r+ fascia and soffits. Steven Richards presented samples of the colors to be used. He stated that the lot has an easement that runs basically across the front side and the right side of the lot. It accesses the lot to the north. The downill side of the lot is very steep. There is a bench on the south east side, nearest the street, where the house will be located. This is really a plateau built when they did the cut and fill from either Wildridge Road or from the cut to the adjacent lot. They are not really bearing soils. They needed to go down about 8 feet to hit those soils, so that is why they arranged it with the walk out on the lower level that sits on the bearing soils, with the living room on top of that and the garage closest to the street, with the master on top of that. The have tried to conceal the master from the roadway with some vegetation. It will be a fairly low structure. They are proposing a fully hipped roof. The overall height is about 26 feet from the natural grade. There will be considerable landscaping along the street and there will be retaining walls on the lower side of the residence that will be done with boulders. Discussion followed on the grading in relation to the elevations. The roof lines on the north elevation were then discussed. Also discussed was the possible ice/snow buildup on the south elevation roof. The proposed colors were discussed. The Commission felt that the applicant should consider lightening up the proposed colors for the stains. Avon yenta* Proposed Improvements, Conceptual Design Review Rick Pylman stated that this item was brought in too )ste to get on the agenda, however, Dean Koll, representing the Hoow*wnere Association of Avon Center, would like to present proposed improvements to the building for conceptual review. Avon Center Proposed Improvements, Conceptual_ Des _9n Revieg._(_cont) Dean Koll presented color renderings of the improvements to be made over a ten year period. Phase One, wnich will be done this summer, will consist of repairing the stucco, the installation of a new roof, and the repair of loose windows. Buz Reynolds asked if the ice coming off the roof was in the plan. Mr. Koll stated that this is included in the ten year plan and they will be creating landscaped planter areas that are 18 inches off the surface to keep the people out of those areas. He stated that a metal roof and snow guards is a contradiction in terms, so they are trying to create areas for the snow to cascade off the metal roofs. Considerable discussion followed on this matter. It. was suggested that maybe there could be a dormer installed to shed in a different direction. The drainage problem in the parking lot will be addressed in the ten year plan, but probably not this summer. The proposed colors of the building were discussed. There will be a darker color of stucco at the base of the building; at the windows of the second floor will be an even darker color stucco; then the balance of the building will be a light colored stucco. The handrails will be the same color of the darker stucco and the vertical pickets will be the same color. Future plans include a banding of the building to give the effect of a more horizontal building as opposed to the current vertical look of the building. Mr. Koll then described how they would do the roof to get the patina copper roof. More discussion followed on the problem of the ice tailinq off this roof directly into the pedestrian areas. As this was conceptual, no formal action was taken nt tnrs time.
