PZC Minutes 042981DESIGN REVIEW BOARD WORK SESSION, APRIL 29, 1981 The Continued work session was held at the Benchmark Offices at 7:00 P.M. April 29, 1981. Those attending were Cheryl Dingwell, Bill Pierce, Alice Alpi, Ken Hardwick, Mike Blair, Torn Landauer and Dick Evans. Larry Kumpost was ab- sent. After much discussion the Members recommended that the Ordinance No. 9, Series of 1981, be reworded as follows: Section 4.3,b,1 (1) Application for a variance shall be made to the Design Review Board. The Design Review Board, within 30 days of receipt of the application, shall hold a public hearing on the application. (2) As a part of the review and recommendation process by the Design Review Board, the Town, for any variance, shall post the property with a sign notifying the general public of the time and place of a meeting before the Board at which said property shall be reviewed for a variance. (NOTE: the remainder of the paragraph remains as is) (3) Notice of such hearing shall be published in a newspaper of general circulation within the Town or posted in at least three public places within the Town, in addition to posting at the office of the Town Clerk, at least fifteen days prior to the hearing date. (Here we would add:) (4) The applicant will submit an affadavit seven (7) days prior to the hearing that he has sent out notices to affected land owners. (We recommend a return receipt made out to the applicant. The applicant must present evidence of the receipts.) Page 13, Section 5.17 Much controversy over not allowing trailers - meaning construction trailers - needs to be clarified. Page 13, Section 5.18 Fences and signs - needs review. Page 16, Section 6.00 Should Procedures be separate from Rules and Regulations? Page 17, Section 7.20 Should be in administrative rules? Page 19, Section 14.10 Needs modification.
