RECORD OF PROCEEDINGS
MINUTES OF DESIGN REVIEW BOARD
WORK SESSION
APRIL 16, 1979
The work session was opened by, Vice -Chairman, Ken Richards,
since Hugh Price, Chairman, was delayed.
Present at the work session were Alice Knipe, Mike Blair,
Ken Richards with John Wheeler arriving late. Also present
was the Town Attorney, John Blish.
Mike Blair suggested, on the Plan Map, that it would be
appropriate and proper to have the Chairman of The Design
Review Board sign The Master Plan Map and if the Town Council
took official action, the Mayor should sign it also. It was
agreed there would be no problem and could be done.
Ken Richards stated that there were various letters sent out
to developers, architects, or representatives of the owners of
the various projects from the meeting of April 4, 1979 and
suggested that the File No's of each case be put on the letters.
Ken Richards reported that the Building Department is clamping
down on contractors who started building before the Town
Department became effective, about removing the debris around
the working projects.
The preliminary presentations for Wednesday's meeting were
gone over with the first being,
LaGarde'-Ecklund, Lots 46 and 47, Bleck 1, File No. 79-3-4
The letters or releases were received from all utility companies.
The Des4.gn Review Board didn't see any problem with the project.
Heymann, Elizabeth, Loc 51, Block 1, File No. 79-4-1
In this project there are 4 units, approximately 2,532 sq. ft.
per unit. They are bringing landscaping plans, color
renderings, etc.,at the meeting Wednesday. Plans don't show
grading, lighting, utilities, screening for trash, sprinkler
system, and is not detailed for siding. There is 80' feet
of asphalt exposed. It was suggested that carports be closed
in,at least one side. It was also suggested that they split
into duplexes and make a walk around. After lengthly discussion
it was agreed that the plans of Heymann's be modified.
Buck Creek Condos, Lots 13, 14, 15, 16, Block 2, File No.79-3-11
It was stated the architiect will make the presentation for
Toni Landauer. The review fees have not been paid as yet.
There are four buildings (48 units). The grade entry was
checked and is O.K. On Sheet 1, there will be 2 underground
parking levels, on the first plan it showed 2 entries to the
parking structure, but now shows just one entry. It was
indicated they, may have to have a pedestrian walk -way entries
put in for safety reasons. There was some discussions of snow
removal, they will have to be more definite on these areas.
They will present the color chips at this coming meeting. After
lengthly discussion, John Blish suggested the Design Review
Board give them approval subject to modification of standards.

Alice Knipe stated there might be a problem for the fire trucks
getting to all of the buildings, being that the park is in
front of the buildings. It was agreed that Jay Hosburgh will be
confronted with this subject.
It was agreed that John Blish, Town Attorney, suggest to the
Town Council that the Procedures, Rules and Regulations be
modified to include a sentence that,"Phase projects will be
subjected to updated regulations and codes."
John Blish, Town Attorney, wanted to bring up a matter concerning
the Master Plan, page 2, second paragraph, since no one from
the Design Review Board was present at the Town Council Meeting
of the 10th. Discussion was made on whether an industrial or
commercial classification was a correct zoning for the area
of the Wildwood access road. Council agreed that the zoning was
consistent, however, the Town Attorney suggested the Council
advir;e the Design Review Board, of the future high traffic
projection along this road in considerlYiT Design approval.
John Blish stated that `he Council was saying two things,
1) Be aware of the projected future high traffic area, and 2)
Be aware of likely change of use. The Town Attorney stated
also the first step has been taken by the Town in attempting
to secure an access up Buck Creek, there is no idea how long
that will take or whether we will be successful. A letter was
sent to James Johnson asking him the status of that bill.
With all of these matters taken care of the Design Review
Board proceeded with the zoning code, with these additions
and corrections.
Section 2.5 Land Under Water
After the word "density" delete, "or required
open space."
Section 2.7 Authority to require economic studies
This paragraph and title was changed to read,
Authority to require additional studies
"Whenever the Design Review Board shall have
review of a development proposal by means of the
provisions of this zoning code, it shall be neccessary,
to adequately apprise itself of the consequence of
the development, including all applicable items
listed under section 1.2. The Applicant at his
cost shall furnish information and data which is
needed for his project. All required statements
or analysis shall be executed by professionals or
other persons qualified to provide the requestle6
reports. If the Board shall refuse to accept said
persons as qualified which refusals shall not be
arbi,.rary, the applicant shall present alternate
qualified persons to the satisfaction of the Board.
The format of the proposed study shall be acceptable
to the Town and be compatible with any existence
studies previously prepared for the Town area.. The
results of any study or analysis shall not dictate
either approval or disapproval of the proposed
project."

It was agreed to continue the reading of the zoning code with
corrections and additions after the business of the regular
meeting on Wednesday April 13, 1979.
