MINUTES OF DESIGN REVIEW BOARD
IMeeting of April 4, 1979
The regular meeting of the Design Review Board for the Town
Tape 1 of Avon was held on April 4, 1979 at 7:40 P.M. in the Town
03 Council Chambers of the Town of Avon in the Benchmark Shopping
Center, Avon, Colorado, The meeting was called to order by
Chairman, Hugh Price.

Board members present were: John Wheeler, Kenneth Richards,
04 Thomas Landauer, Hugh Price, Alice Knipe and Cynthia Jordan.
Mike Blair was absent. Also present were Town Attorn-y John
Blish, and Recording Secretary Carol Richards.
The Chairman deferred the reading of the minutes until the
07 end of the meeting in order for all members to have a chance
to read. them.
The Chairman presented the final draft of the "Master Plan to
the Board. After discussion, Thomas Landauer made the motion
09 to refer the Master Plan to the Town Council for review and
acceptance. The motion was seconded by Cynthia Jordan and
unanimously passed with John Wheeler abstaining as he was
unfamiliar with the Plan.
19 Troxel Warehouses -Lot 13 Blom: 1 File 79-3-1
Represented by Keith Troxel. This is his second appearance to
the Board and is presenting the materials requested at the
previous meeting on March 7, 1979. The topography showing
elevations, trash removal areas and snow removal areas, elevations
of the buildings, roof materials and colors and lighting
facilities has been presented to the staff. !Mr. Richards reported
all materials were presented in a satisfactory manner. Mr.
Troxel proposed to make the building, roof and fence Hawaiian
Bronze because he felt it would blend in better. The Design
Review Board felt that color would be too dark. .The color
selected after discussion was Scotch Yellow (54) for the
Building with Hawaiian Bronze, (H.B. for roof end trim including
doors) of the American Steel Building Comnar,r. The fence
shall be stained the Hawai.ianBronze color. A question regarding
making the building conform to the rest of the buildings in the
area by way of putting up wood facia panelling on portions of the
building. Mr. Troxel objected to the Board requiring facia
panelling if the building could not be seen because of the
fence. He agreed to install wooden facia on the front of the
building and on the side facing the :North and will show it on the
plans which could be res`inded by the Design Review Board at
a future date. A large scale of the wall section will be
presented at a later date showing the proposed facia.

Ski Avon, Inc. Lot 70, Block 1, File 79-3-12
Represented by Jim Mortar. This project was first presented
160 on March 21, with further information needed on the exterior
lighting to be used, where sod will be used on the landscaping
plan and the colors to be used on the building. A plan was
presented showing sodded areas and naturally landscaped areas.
The exterior lighting proposed are fixtures manufactured by
Prescolite with deflectors deflecting light down and not out or
up. 21 3" high fixtures will be at entries- to buildings
and 4' 0" high fixtures will be at drive entries and will
be anodized bronze colors. There will be one fixture on each
side of the driveway and three fixtures per building. The
color of the building will be Cuprenol ST -90 with basic
trim the same; the chimney stacks will be one value darker.
Since the sodded areas aie so small, automatic sprinklers
will not be rea_uired.
Final approval was granted on the project.
226 Gustafson [warehouse, Lot 36, Block 1, File No. 79-3-3
Represented by Dick Gustafson. At a former hearing,an
encroachment was anticipated on a easement by the building
and therefore a variance would be needed. However, after having
an engineer check the plans it was determined that there
would be no encroachment. Since conditions set up at the
previous meeting of March 7, 1979 have been met, final
approval was granted.
246 Doyle -Benchmark Warehouses, Lot 37, Block 1, File No. 79-3-19
Represented by Bill Doyle. This is his first presentation to
the Board and is for two warehouse structures, one of which
will be drive-in type with 6 units and a u -store -it type with
22 units. The units in the larger building will be 25'x60' size,
and the smaller units will be 12'x16' size. His plans show trash
storage, snow storage, asphalt areas and landscaping. The
buildings will have stone facias. Colors used will be Olympic
Stain 7 ) with trim and doors being Olympic Stain 713. The
roof is a flat designed roof with an 8" pitch. The larger
units will be heated while the mini -storage will not be heated
but will be equipped with electricity.

not for the mini -storage. Snow removal and trash storage are
shown. Landscaping is provided through the barrow pit, but will

399 Sunridge at Avon, Lot 9-14, Block 3, File No. 79-3-18
Represented by Don Diehl with Jack Miller and Associates
Architects. Hugh Price, Chairman, stepped down from the
Board for this presentation due to a conflict of interest,
with Ken Richards acting as Chairman. The basic site plan
was presented along with an engineering plan showing a 50 foot
wide road to the sewage plant. There will be landscaped area
between the road and the railroad. Heritage has obtained
nr-11min,,iry approval from the Town Conncil for vacating
Drescolite with deflectors deflectinq light down and not out or

399 Sunridge at Avon, Lot 9-14, Block 3, File No. 79-3-18

was presented along with an engineering plan showing a 50 foot
wide road to the sewaqe plant. There will be landscaped area
between the road and the railroad. Heritage has obtained
preliminary approval from the Town Council for vacating
Millie's Circle and will deed the road through their property
to the .Sewage Plant to the Town by resubdividing their
property and vacating the lot lines and easements. Discussion
was held regarding the setback requirements for the new road and
since the Town required the dedication of this road a ten foot
setback was decided to be suff9.cient. The final architectual
rendering were presented. The siding is Heritage Wood,

impregnated for durability. Trim and balconies will be
Olympic Stain 707. Cedar shakes will be used for roofing.
Fireplace caps will be painted to match the trim stain. The
landscaping budget is $130,000 including automatic sprinkler
systems. The exterior lighting plan has been submitted, with
parking light poles and entrance light Doles. Snow storage and
trash storage areas have been delineated. Since all material
meets Design Review Board criteria, final approval has been
granted by the Design Review Board.
577 Province -Warehouse, Lot 35, Block 1, File No. 79-3-2
Represented by Mr. William T. Province. Mr. Province has made
previous presentations before the Board and is presenting new
plans as requested. The buildings have been narrowed down and
moved so that there is no access on the outside of the buildings
allowing adequate area between the buildings for parking and
fire lanes. Plans for parking and snow removal areas were
presented. Landscaping budget is $1,100 including sodding,
seeding and plantings of native fir. The new units will
be 10'x25' mini warehouse stalls. The side lot lines will be
ripraped swales for drainage and compatibility with adjoining
lots. The building will be a beige color stucco with 711 Stain
Mesa Brown Kelly Moore Opaque color trim. The siding will be
fir panel on 8" center and trim will be rough cedar not
masonite siding. Doors will be metal overhead doors painted
Mesa Brown. Outside lighting will be lights shining down
fastened to the buildings. Roof material is pro -panel metal,
copper brown color. Trash s-torage is at back of lot on a
redwood platform screened by fencing. Snow storage will be as
shown on the plans. Final approval was granted by the Board.

33 Stroop Homes, Lot 9, Block 1, File No. 79-3-20
Represented by Pill Stroop. This is the first presentation for
this project to the Board. The project is between I-70 and
Nottingham Road with access off Nottingham Road and consists of
20 units in four buildings. The upper units will be four
unit buildinqs with 2 car qaraaes under the units. Lower
buildings are 6 unit buildings. There will be 8-3 bedroom
units, 6-2 bedroom units and 6-1 bedroom units. Two accesses to
the units are proposed with fifty-four parking spaces with 29
spaces in garages. The other spaces are shown on the plans.
Landscaping is shown with soddinq in most places and automatic
sprinkling system is incorporated in the plan.
The siding is proposed to be Olympic Oxford Rrown with natural
cedar shakes. Snow removal areas are shown on the plan and seem
to adequate because of the down hill area from the parking areas.
The chimney stacks are painted brown to match the stain. The
Board objected to the darkness of the stain and requested the
developer to present another color. The board requested that the
developer reduce the number of bushes and replace with taller
trees.
The developer is planning on an 8' natural cedar fence along the
highway to deflect noise and light glare. This is a solid fence
along the South lines and was approved by the Board. Drainage
plans were discussed and the developer agreed to appear before
the Town Council to get approval for the driveway across the
drainage easement. Some question was raised about parking
spaces on the drainage easement with the drop into the next
lot and developer agreed to bring further information

The Board was a little concerned about the slope of the
driveway on the East. A permit is being requested for a
temporary structure for a contruction shed or trailer. The
Board approved this request with the stipulation that no more than
a night watchman he allowed to stay there.
P_ temporary site development sign permit is being requested.
The Board informed him that a separate application and plans
for the sign should be submitted. Perma-ent development
signs were discussed and were thought to be desireable.
Trash storage is proposed as dumpsters enclosed by cedar fencing
with one per building. The outside lighting has been shown
as flood lights at the corners of the buildings which may
be too glaring. Lights at the driveways will be incorporated
also, the developer was requested to revise his lighting plans.
Mr. Stroop will return at the next Board Meeting with all the
above information.
490 Edwards Builders & Wheeler Piper, Lot 48 and 49, Block 1, Files No
79-3-13 and 79-3-14, PPL, Inc. Lot 22, Block 1, File No. 79-3-17
RY Townhouses, Lot 43, Block 1, File No. 79-3-15 , presented
by John Wheeler.
Lots 48 and 49, Block 1, The lighting will be Prescolite fixtures
in anodized bronze, the same as presented by Ski -Avon, Inc. on
Lot 70, Block 1. The siding will be channel Rustic siding. The
Board requested that possibly the units along Nottingham Road be
asked to use that type of lighting if possible. Final
approval was granted.
Lot 43, Block 1, the lighting fixtures proposed will be
Prescolite fixtures in anodized bronze. Mr. Wheeler presented
asphalt shingles for the project since the roof will not be
seen from any view except by walking behind the building. After
considerable discussion, the Board decided that at this time
they did not want to deviate from the rules established of
not using asphalt shingles until some more attractive shingles
are presented. A roll call vote as taken, Alice Knipe, Hugh
Price, Tom Landauer, Ken Richards and John Wheeler voted not
to allow the asphalt shingles. Cynthia Jordan voted in favor of
using asphalt shingles. Shake shingles are approved for this
project. Final approval was then granted.
Lot 22, Block 1, John Wheeler presented the blue color chip to
show the color to be used on the 2' band across the face of the
building. It is noted that this blue is Komac M-16-55, semi-
gloss. A question regarding the sizing of the culvert for drainage
across the lot was raised. The building department will control
the sizing of this culvert and should require an engineer's
report on the sizing to handle this drainage. Final approval was
granted on this project.

March 27. John Wheeler moved the minutes be approved
as corrected, seconded by Tom Landauer and approved
unanimously.

Mr. Wheeler suggested the Board should set up standards
regarding the design slope for entry ways and sprinkler
requirements for landscaping. The Board will discuss these
ED items at the work session on Monday April lb.
