MINUTES OF DESIGN REVIEW BOARD
WORK SESSION
FEBRUARY 28, 1979
Hu,7h Price, Vice Chairman, opened the work session shortly after
seven o'clock p.m.
New Board Member Mike Blair was welcomed at a work session of the
URB on February 28, 1979. Mr. Blair was appointed to the board
by the Town Cuuncil at their meeting of February 27, 1979.
other members present were Ken Richards, Cynthia Jordan and
Alice Knipe; Jim Wells sat in as an interested member of the Town
Council. John Blish was absent because of illnes.
The issue of hiring a secretary was discussed. A secretary will be
sought at the rate of five dollars an hour ($5.00), with an estimated
twenty-five hours per month. She is to be available at all meetings
and work sessions and to do typing and copying of minutes etc.
Next regular meeting will commence at seven -thirty o'clock p.m.,
March 7th, with pre-meeti9� discussion for Board Members at six-
fortyfive o'clock p.m. die regular meetings become too lengthyr
alWome of the Agenda may be continued to another day. It was suggested
that a notice be posted in local papers as to the time, date and
agenda of DRB meetings.
Vice -Chairman Hugh Price will draft a letter as to all material
to be submitted by builders.
Remainder of the work session was utilized in reviewing the Procedures
Rules and Regulations of the Design Review Board with these additions
and corrections.
SECTION I - PURPOSE
(1.1)Authority: Ordinance #9, Series of 1978, Town of Avon.
(1.2)Application: The Board shall review, approve or disapprove
the general design and appearance of any building, con-
struction, paving, grading or landscaping on a lot or
parcel of land within the Town.

SECTION II - PROCEDURES
(2.1)Meetings: The Board shall regularly meet on the first and
third Wednesday each month at seven -thirty o'clock p.m.
in the official meeting room of the Town.
(2.9)Schedule for Applicatior: All required materials, information
and fees must be submitted to the Town Clerk at least nine
days, during regular office hours, prior to the meeting
at which the application is to be considered. Applications
not complete will be rejected.

or in support of, the project.

C. Site development plan (may be a separate map or imposad
upon the area map) including:
1. Building plan showing layout of existing and proposed
buildings including number and kinds of units, zoning and
densities allowed and % of lot coverage, decks, patios,
canopies, fences, signs, service a_eas, storage facilities,
walk and driveways, off street parking, exterior lighting,
loading facilities, and proposed utility facilities,
including trash storage units.
2. Building elevation showing front side and rear.
3. Site grading and drainage plan including disposition of
surface drainage on and off the site; snow removal and snow
storage areas.
4. Location of ingress and egress with the direction of traffic
flow into, out of and within parking and loading areas, turning
and maneuvering areas and location of energency vehicle
access areas.
5. Add and the the design of sprinkling systems.
(2.6)Change nine copies to four copies
(2-7)Samples of exterior materials, colors and finishes.

SECTION 5 : Design Guidlines
(5.23) The loss of plant materials is estimated as:
(5.30) Landscaping Plan, lot coverage and guarantee.
(5.33)a.Single family residence -$1,000.00
b.Duplex residence - $2,500.00
c.Triplex residence - $5,000.00
d.Fourplex residence - $5,000.00
(5.34) Landscaping budgets shall be guaranteed by the developer in accordance
* with Building Code Ordinance adopted by the Town.
SECTION 6 : Board Procedure
(6.1) The Town Clerk shall check all the material which shall be submitted for
design review for compliance with SECTION 24. If found to be adequate,
the material shall be submitted to the DRB at its next meeting. If found
to be inadequate, it will not be placed on the agenda.
(6.2) The DRB shall review the material and shall approve, disapprove, or request
changes in the desiqn of the project within sixteen(16) days of the date
of its meeting at which the material reviewed by the Board, if the Board
determines that advice or assistance of professional consultants is needed
an additional forty-five days shall be allowed for action by the Board
to allow time for retaining professional consultants and submitting plans
to them. Failure of the Board to act within the prescribed deadline
shall be deemed conditional approval of the design of the project unless
the applicant consents to a time extension.
SECTION 7 Approval by Board
(7.1) Within seven (7) days following action of the DRB, its decision to approve,
disapprove, or request changes in the project design shall be deposited
in the U.S. Mail and posted in a conspicious manner at the Town Office.
(a) Copies will be made and the Board will have reference to all materials
considered before the Benchmark Architecural Committee in previous
meetings.

* Add to SECTION 5 (f) The landscape plan shall include sufficient detail to provide a
reliable basis for estimating the amount of performance bond

guaranteeing installation and maintenance of the improvements.
Completion of landscaping should be no longer than one year from
the issuance of the certificate of occupancy.
A work session is schedule for seven o'clock p.m. March 6, 1979.
