MINUTES OF DESIGN REVIEW BOARD MEETING
NOVEMBER 5, 1980 7:30 P.M.
The regular meeting of the Design Review Board for the Town of Avon
was held on November 5, 1980 at 7:30 P.M. in the Town Council Cham-
bers of the Town of Avon in the Benchmark Shopping Center, Avon,
Colorado. The meeting was called to order by Chairman Bill Pierce.
All Board Members were present with the exception of Torn Landauer
and Cheryl Dingwell.
Item #1, Empire Savings, Zoning Variance, Lot 70, Block 2, Benchmark
Subdivision. File No. 80-10-3.
Jeffrey D. Francis, architect represented Empire Savings. The front
setback will be encroached upon by 419" by fin walls (brick, columns).
This item was discussed at the October 1, 1980 meeting and approved.
Tonight's presentation is to satisfy legal requirements.
Bill asked for comments from the audience and there weren't any.
Bill asked if notified property owners had any comment. No comments
were received in the Town Offices. There being no objection, the
recommendation was made for approval to the Town Council.
Item #2, Vail Associates Real Estate, J.J. Collins, Protest to Sign
Review Fees.
No one was Present to discuss this item.
Item #3, U.S. Home, Signs and Canopy Roofing, Lot 25, Block
Benchmark Subdivision. File No.s 80-11-1 and 80-4-1.
Jim Bennett represented U.S. Home. Signs: There are two signs, one
with the logo is for the corner nearest the airport and one near
I-70 and Avon Road. This sign will be strictly an 800 number in
blue and white.
The signs will be 3� feet by 7S feet - 264 square feet. They would
be removed when the Certificate of Occupancy is issued. 3/4 inch
marine plywood, 2 X 4 studs and 4 X 4 treated posts to go into the
ground, no lighting, sealed on all edges, painted signs. Comple-
tion of the entire building is projected at October, 1981.
Alice questioned the use of the word "condominium", since this is a
condo -hotel project. Jim stated that this is a legal definition
rather than a use definition. Jim presented the black and white
picture of the logo w:iich will be put on the site sign (and will
be blue and white). There will be silver letters with a red
"Christie".
Bill asked for comments from the audience and there weren't any.
Approval was granted for the installation of both of these signs
for a period until November 1, 1981 or until the temporary Certi-
ficate of Occupancy is issued. The maximum projection of the sign
will not be greater than eight feet above the adjacent grade.
The signs will not be in the setback and will not obstruct traffic.
Canopies: Jim presented the colored drawings where the asphalt
shingles would cover the canopies. The areas are very small.

340 pound, timberline heavy shingle, multi -layered, 25 year roof.
GAF Weather wood Blend, 330 pounds per square foot. Snow build-
up discussed at the October 1, 1980 meeting was further discussed.
Walkways are not near the edge of the roof.

Approval was granted for the use of Weather Wood Blend GAF Cor-
poration shingles that weiSn approximately 330 pounds per square
for the areas shown on the drawing.
Item #4, PMC Partnership, John Perkins, Warehouse and Offices, Lots
John Perkins represented PMC Partnership. There are five buildings
in this project. The three lower buildings have access from a lower
parking lot and a higher parking lot, the access road is an 8118
grade off of Metcalf Road. The top two buildings have access only
from the east. The lower three have two levels (lower) of warehouse
and .-)ne of office space; the two higher have one level (lower) of
warehouse and two levels of office space.
52,000 square feet, 558 warehouse and 458 offices. Snow removal -
runs at the ends of the buildings. Retaining walls by structural
engineer, three of them, 12 feet high, and one eight feet high around
the back.
Materials - real stucco and cedar wood siding, Olypmic stain #717,
off-white stucco, accent color on hand railing and doors. Roof
drainage - flat with built up gravel, butterfly truss, drainage will
be off the ends which will be away from the doors and access.
Construction will start with Lot 17 (two buildings) in the Spring,
1981 and the three buildings on Lot 16 following. There will be a
vacation of the lot line and easements between the lots, soils tests
will be presented for each site. The driveway is rather steep at
one place, it may prove difficult. The grading and drainage plan
will be studied by the Town Engineer, has been studied by KKBNA.
The buildings are 30 feet wide and 125 feet long, 43 feet high, about
10,000 square feet each, the upper levels will be kept in a residen-
tial character. Units will be at least 30 feet deep, area ratio can
vary, larger than mini -warehouses. There are 106 parking spaces,
81 are required. They will be designated on a percentage corre-
sponding with the amount of area a person has leased.
Snow removal and trash storage are adequate, can be added to.
Lighting - on the building and two light fixtures out at the en-
trance and at the turn -around will be well -lighted. Two bathrooms
for each building, no living units are being considered for these
buildings. Mike suggested that the corners are too sharp against
the soft slope. The color of the doors was discussed.
Landscaping - the area of extensive landscaping will be on the
interior portion of the property, natural vegetation around the
sides and some landscaping in the front, evergreens and aspen,
shrubbery, reseeding on the north and south sides. The Board asked
for more shrubbery, more landscaping near reroute of Metcalf ditch
and along the adjacent property lines. Add mountain mahogany,
service berries, trees by the retaining walls on the north and,
cluster 4-5 evergreens near the road but maintain visual access.
Light fixtures - will be submitted.
Summary - Alter contour 82 at the project entry on Metcalf Road;
cut down the road on the south side; Mike likes a blended color
rather than the blue, possibly burnt orange; irrigation in the
front for landscaping materials planted there; mountain mahagony
shrubbery at snow storage ends of parking lot; landscaping in the
retaining wall area on the north end; possible evergreens in the
front; eliminate some of the aspen trees for mountain mahagony
shrubbery at the ends of the buildings;fixture light schedule;
end elevation drawings; submission to the Fire Department; dis-

by the Board that PMC bring the vacation of the lot line and utility
easement letters before the Town Council. PMC Partnership will bring
this project back before the Board on November 19, 1980.
Bill asked again if anyone is present to represent Item #2. Bill
read the letter sent by Vail Associates Real Estate. There was
no representative, so the matter was not discussed.
Other business:
Troxel Warehouse - the memorandum sent by Bill to the Town Council
was discussed. The matter will be turned over to the Town Attorney
and the Police Department received a memorandum to give the owners
a surunons.
Sign Code - Dick Evans will check with John Dunn regarding whether
the Ordinance has been drafted yet.
Public Mall - Hugh Price, Councilmember, stated that someone will
probably be hired in conjunction with Avon Center to design the
mall.
Minutes - (October 1, 1980) Larry Kumpost made the motion that the
minutes be approved with the correction on page four "lightning road"
be changed to "lightning rod". Kan seconded the motion and it
passed unanimously.
(October 15, 1980) Mike made the motion to approve the
minutes, it was seconded by Larry and passed unanimously.
There being no other business to be brought before the Board, Ken
made the motion to adjourn, Larry seconded it and it was passed
unanimously. The meeting was adjourned at 9:45 P.M.
