PZC Minutes 12219340 P'! e o RECORD OF PROCEEDINGS PLANNING AND ZONING COMMISSION MEETING MINUTES December 21, 1993 The regular meeting of the Planning and Zoning Commission was held on December 21, 1993, at 7:30 P.M. in the Town Council Chambers, Avon Town Municipal Building, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman John Perkins. Members Present: John Perkins, Jack Hunn, Patti Dixon„ Buz Reynolds Rhoda Schneiderman, Sue Railton, Staff Present: Steve Amsbaugh, Director of Community Development, Mary Holden, Town Planner, Charlette Pascuzzi, Recording Secretary All members were present except Henry Vest. Tract G. Aguatics Center, Conceptual Design Review Steve Amsbaugh stated that at the Special Meeting on December 14th, the Commission reviewed at conceptual review the Town of Avon's Recreation/Aquatics Center. At that time the architectural team made a presentation, but there was not time to receive the Commission's comments, Therefore it was continued to this meeting. He stated that he had included in the packet some suggested concerns that the Commission might want to look at. Amsbaugh stated that the first map on the wall was the latest proposed site plan, which the Commission saw last week. The essence of it is basically the re- routing of Benchmark Road, to be located east of the project. The recreation building, the library and the continuous parking are all shown on the map. The schematic design for the whole project is shown, about 50,000 square feet, however this will be a two phase project. The first phase of the project will be about a 35,000 square foot first phase, which consists of the pool area, associated locker rooms, a lobby area and an aerobics area. (cont) the entry, the pool area, locker rooms, lobby and aerobics/weight room areas were. There is also a child care facility and public restrooms included. The gymnasium will be in the second phase. Some of the design considerations presented by the architect were basically the barrel roof forms over the pool area and also a half barrel roof form over the future gym. At the previous review there had appeared to be a lot of flat roof forms. There is also a continuous first story atrium being formed at the entryway. The building materials are a patterned brick texture and glass where all the pool area is on the west and a portion of the south side. The entryway, at this time is proposed to be some kind of rock. Amsbaugh then asked for Commission comments. Buz Reynolds asked Bill James, who was present to take notes on the Commission comments and answer questions, why there is so much conference space. Mr. James replied that it will be for special classes and small meetings, etc. Reynolds also asked why there is not a concession stand included. He stated that there is really no place in the park to get refreshments. Mr. James stated that most of the recreation centers that they have toured have only vending machines. Reynolds asked if the site plan is locked in. He stated that he feels that the swimming pool is grossly undersized, as far as the lap pool. He thinks that the pool will be used all day long. It need to be a minimum of six full size lanes. Also, he feels the diving board will be a liability to the Town. It is not needed. Also, regarding the barrel roof, the cold area will cause snow buildup. He stated that he does not really mind the barrel forms. He stated that he likes the stone work. He asked about a detail (not describing what detail) and wanted to know how it travels through. Steve Amsbaugh described how it traveled through the building. Reynolds stated that he thinks the metal pipes look really tacky. Jack Hunn stated that he was concerned about the proposed parking adjacent to the library. That is currently a through road. He feels it is an accident prone situation. He suggested replacing the parking, perhaps either side of the library where there is some green space, it might function better. He stated that the pedestrian walkway system seems to be well thought out. Anybody approaching from some of the undeveloped properties or the north is going to have a visual impediment. Steve Amsbaugh stated that there is no flow through pedestrian traffic. It is all controlled. Hunn stated that he does not see a dedicated bus drop-off. The two areas were pointed out to him. Hunn stated that he is concerned with the barrel forms of the roof. There is no precedent for it in the Town. He would like to see what it would look like with a gabled roof. Also, he is concerned about the use of brick, as there is no precedent for it in the Town. He suggested that perhaps the use of stucco would be more in keeping with what has been used. Stucco, stone and glass would be valid materials. Hunn asked if any of the glazing on the south is operable. (cont) and windows for ventilation. Hunn stated that he thinks the residents who are being asked to fund this be given priority on memberships. Patti Dixon stated that she likes the contemporary style of the building. She stated it needs to be finished to a high level of inter ;st and detail. She likes the rock and brick and diagonal design. Rhoda Schneiderman stated that she doesn't dislike the building, but she will dislike it in Avon. She thinks it is too modern and she doesn't think modern fits into Avon very well. Regarding the barrel roof, she is crossed between being reminded of a quonset but and a national armory. She does not find them interesting or attractive. She would also like to see some sort of gable form. She thinks that a split face would be more interesting, rather than the brick. All the exterior steel work needs to be wood or some sort of stone column type material. At least they should be covered. She thinks that, for future buildout, the northeast corner which is what is first seen when you drive into the area, is going to be a big problem and maybe needs to be at an angle or curved, or something, so that it no longer looks like you are just running right into a corner. As far as food service goes, the level that this club is going to be, it will be more like a private club, and she thinks that some sort of amenity will have to be provided. That could be a big money maker for the Town. She thinks the site plan needs a lot of work. The parking lot and only one entrance is a big accident waiting to happen Sue Railton asked why they did not want the entrance on the east and south side. Steve Amsbaugh stated that it was the north and east side and the reason was for the solar situation. She is concerned about the entrance being on the west side, with all the strong winds we get from the west. She stated that she is disappointed that the design isn't better. That it isn't more inventive. She wonders about the expense of the great big fireplace, and how is it really going to be used. There are so many things that are not at all exciting about this building. She thinks that the metal glass system is years old and getting pretty dated. She thinks that the flemish pattern in the brick is something that every university in the last ten years has used. She would like to see it more exciting. John Perkins stated that maybe a massing model would help. He thinks the building needs to Kwe more interest. One solution might be to manipulate the grade around the gymnasium side. He stated that, regarding the northeast corner matter, if you were coming from Avon that corner will be the first exposure to this building and he is not sure that they get the message to turn. That can be handled with signage. If they miss the turn they are into making the somewhat treacherous loop through all the parking lots all the way back. He feels the directions is not correct. Regarding the alpine setting as opposed to the contemporary, generally the Town core is not alpine. He stated also that he would like to see a sample of the flemish bonding. He thinks stucco should be considered and it could be a cost saving item. John Perkins stated he was a little concerned about the trusses. That was a very popular form in the forties and fifties, but it almost makes you feel like it is two airplane hangers Maybe there could be some sort of gable solution. Could something be done to break up those larger masses. Perkins stated that he thinks this is a workable building. He stated he is a little bit concerned about the door on the east side that is not an entry. Rhoda Schneiderman stated that she believes it will be a traffic nightmare having one entrance, with that type of entrance which is right in the middle of the parking lot. To make people walk all the way around the building from both bus stops to get to the front door is unnecessary. A second entry is needed. Discussion followed on this, however several people were talking at the same time and transcription is not possible. Buz Reynolds stated that he is taking it for granted that there will be a full time lifeguard on duty. Steve Amsbaugh stated that there would be a full time staff. Reynolds and Schneiderman both stated that the lap pool will be used the most. Discussion followed on whether the leisure pool should be made smaller and the lap pool larger. Reynolds stated that 99.9% of accidents happen on a diving board. He sees no reason to have a board. Brian Vedder, stated that he thinks the scale of the pools are just about reversed. He feels that there should be a larger lap pool that could be used for recreation, rather than have a larger recreation pool that could not be used for laps. Patti Dixon stated that she does not think the parking is sufficient. Buz Reynolds stated that bicycle parking will also be needed. Rhoda Schneiderman stated that Avon is not a walking friendly town. It was not built that way. Discussion followed on the drop-off sites. Rhoda Sr' .ziderman stated that she did not feel they were safe for children. Buz Reynolds stated that he liked John Perkins idea of shifting some areas and bringing another exit and making a big drop-off point there for cars and buses. Aquatics Center, Conceptual Design Review (cont) Buz Reynolds also suggested elevating the building so that you could see the view in the park over the cars in the parking lot. Rhoda Schneiderman commented that there are no windows on the west side, except for the pool. John Perkins stated that he doesn't think that a view from a building like this is primary. Steve Amsbaugh stated that he and Bill James will condense these comments into a memo for the Council. Bill James stated that the architects will be meeting with the Council on January I lth. The Town has also hired a Project Manager. Tract N. Wildridge Subdivision. Public Works Facility, Conceptual _Design Review Vice Chairman Jack I Iunn presided over this discussion, as Chairman John Perkins represented the Town on this item. Mary Holden stated that this project was approved on June 15, 1993 There are substantial changes, therefore the reason for a conceptual review. She stated that the site plan changes include that the entrance has been oriented to the west; that there are four elevations visible; the driveway is directly to the building instead of turned; there is less asphalt; and there is less retaining wall. The building changes are: On the south elevation windows have been added, with the option of fenestration or not; the garage doors have been removed; a pedestrian door has been added; a retaining wall has been eliminated; and there is the option of wood siding or stucco. On the west elevation garage doors have been added and wood siding is being called out. On the east elevation stucco is being called out with the option of windows or no windows. On the north elevation wood siding and stucco would be seen. She stated that for the final design review Staff is requesting that the Colorado Ute easement be shown and located on the site plan. Also, they need to indicate paved driveways. There are two options shown on the plans. The first is the roof material as shown in the Staff Report and the second option is for material on the south elevation, stucco or wood siding. Two other options called out on the elevations are the windows to be added or not and fenestration to be added in the windows on the south side. She stated that as this is a conceptual, Staff does not have a recommendation. John Perkins stated that this is a bitter reappraisal time on this project. The bids on the underground building came in grossly out of budget This a very functional building The intention is to rebid this it ;anuary and see where we stand. These are the changes that need to be made to bring this building into budget. Sue Railton stated that she does not see anything wrong with the changes to bring it in line with the budget. She asked if there was any interest in making it concrete with a texture finish. Perkins stated PLANNING AND ZONING t_.G. +ION MEETING MINUTES December 21, 1993 Page 6 Tract N. Wildridge Subdivision, Public Works Facili1y, Conceptual Design Review, (cont) that the concrete was so expensive. He hopes it will be stucco rather than wood siding. The cinder storage bay will be poured in place concrete. Rhoda Schneiderman asked if their intention is still to make it as unobtrusive as possible. Perkins stated that is why they have left it halfway in the ground. Schneiderman asked why would he would prefer stucco as opposed to maybe something wood that might just kind of disappear. Perkins stated that the consideration of stucco was from a maintenance stand point, thinking of the south exposure. Schneiderman stated that she has problems with the tar and gravel roof. Perkins stated that it is pitched. Discussion followed on the roof pitch. Buz Reynolds stated that he doesn't think you will see it coming down from Mountain Star. He stated that he thinks they need the window fenestration. They need to be bigger to get some passive heat in there. Perkins stated that the number one concern is budget and the second concern is if they are working on trucks, do you really want to have glass. They would have to be pretty high. Reynolds stated that he thinks it will look great. Reynolds asked if the total height of the rock wall is about 6 to 8 feet. Perkins stated that they have cut out a lot of the retaining walls and 12-1/2 to 13 feet is the max. Patti Dixon asked what the window material would be. Perkins stated that they would probably be just a wood window or clad window. She thinks the window fenestration is needed. Otherwise, she thinks it is fine. She asked if the windows in the garage door would be the same. Perkins stated that they will have the same garage doors, which did have window lites. Jack Hunn asked if, on the site plan aspect, can you still have a vehicle tum around without backing into the road. Perkins stated he would have to verify that. Hunn asked about the gravel tarmac. Perkins stated the is what Larry Brooks would like to do, at 1, ast for the first year its in place. Hunn stated that the paving should be brought from the road edge well into the site, so that gravel is not taken out on to the roadway. Hunn stated that he shares Perkins concern with the open side of the roof. He would almost prefer to see a lower parapet and essentially a flat roof. With the change in material from stucco to wood, he thinks it might be more successful if t sere was a change in wall plane. He thinks the windows are important and he noticed that on the --nst elevation they appear to be higher off the floor than on the south elevation, and the perception of the height of the building changes. Hunn stated that this is a building that will be there for a long time and it will be visible and he does not think that the design or the quality of materials should be compromised to the degree that it would be difficult to maintain. 04 A�! (cont) Buz Reynolds asked about the landscaping. Perkins stated that the only landscaping they had before was right at the entry of the driveway and they are not going to increase that. In fact that may be difficult to do at this point, because we are thinking that the building will not have water now. They are going to eliminate the bathroom that was in the building. The water line that came across and goes on up to Mountain Star is about $25,000.00 feet away. It may be a dry building and therefore, may not carry landscaping Jack Hunn stated that exterior lighting is also something that is very important. There is a tendency to over light these facilities. Perkins stated that there will be some soffit lighting above the doors and that will be it. Hunn Stated that as a conceptual review, no formal action would be taken. Lot 82Block 1 Wildridae Subdivision McComic Four-plex_ Conceptual Design Review Mary Holden stated that the applicant is proposing a three story four-plex standing approximately 32 feet in height. The slope of this lot is approximately 33%. The materials proposed are cedar shake shingles, rustic channel cedar siding and stucco. The Town engineer has reviewed the site plan and has found the following concerns: The driveway entrance must meet the Town of Avon's standards; The final design review topography for the entire lot must be done by a registered engineer or surveyor; Guest parking should be considered; The boulder retaining wall in the easement, and Indicate how utilities will be brought into the units. This site contains a 50' wide utility and access easement that lays along the north boundary of the lot. The acce ,s into the four-plex can cross over this easement. All easements and setbacks need to be shown. The building elevations show snow shedding in front of the garages. Building details should be defined further for the final design review submittal. The landscaping material needs to meet the town of Avon standards. Duane Piper, representing the applicant, provided elevations for the Commission's review. He stated that the units are staggered slightly so that each and every unit will have a view. There are four units that are identical so that they have simplicity and economy of construction. Unit four, which is the most southerly, has a separation to it that allows for an extra bedroom, and this changes the program for that particular unit to be about 1450 sq. ft. and the other units are about 1300 sq. ft. This also allows in the overall elevation that you would see from the east to have some separation and create more interest. The center two units are under one particular ridge and there is an offset underneath that in an effort to create a bit more interest with the architecture. It is a fairly vertical plan. He is trying to counter a little bit of the height that occurs in a three story plan by coming down with a banding. That is the rustic cedar siding. It comes down five feet from the soffit in an effort to kind PLANNING AND ZONING COMMISSION MEETING MINUTES December 21, 1993 Page 8 Lot 82, Block 1. Wildridge Subdivision, McComic Four-plex. Conceptual Design Review. (cont) of cap that and also to combat the verticality that would occur with the three story plan. It is primarily stucco with a little of the cedar above. He provided samples of the colors to be used. It is a warm gray palette of materials and the trim will be a silver spruce color. Buz Reynolds asked about the roof color. The applicant stated that they would be cedar shakes. Reynolds stated that he likes the band detail and feels that it might help to use it on the back side of the building to break up the massing. Reynolds stated that he thinks this is a good idea for the site. Jack Hunn asked about additional parking for guests. The applicant stated that his approach to the parking was that each and every unit has a two car garage and the tarmac or apron is made wide enough that cars can park in front of the garages. In addition, to the very north of unit number one there is one extra space. They could possibly do another one there, but then the site starts getting so steep and the articulation of the topography back up to the entrance becomes a bit more difficult to create anything beyond that. That makes four per unit. They also made the turn around at unit number four deep enough and wide enough that it could still function as a turn around and have one additional spot. Hunn asked how many bedrooms per unit. The applicant replied there are two bedrooms for units one, two and three, and three bedrooms for unit four. Hunn asked how trash removal would be handled. The applicant stated that it would be individual and would be stored in each garage. Hunn stated that architecturally he thinks it is a very interesting solution. He likes the broad overhangs, and the decks that turn the comers and that are protected by either a gable end or overhang are very attractive and tend to break up the perceived height of the building. He suggested bringing the two decks around the corner and into the chimney. It might add some interest and break up the perceived height of that elevation. Hunn stated that he thinks the snow shedding to the driveway is something that can be managed. He thinks they have handled the massing well. Although it is a four-plex, it doesn't read like one. Patti Dixon stated that she likes the architecture. She has no problem with anything. Rhoda Schneiderman stated that she would like to see some of the verticality broken up, the south elevation, the north and west elevation. The center units need some roof line change. The east elevation is fine. It would be nice if the decks could wraparound. There needs to be either a material change or major landscaping on the sides where there are large expanses of stucco walls. Sue Railton stated she likes the forms and the material changes. She could see no problem. AON PLANNING AND ZONING COMMISSION MEETING MINUTES December 21, 1993 Page 9 Lot 82, Block 1, Wildridge Subdivision, McComic Four-plex Conceptual Design Review, cont John Perkins stated that he really likes the project and part of the charm is its verticality and the vertical solution. He would encourage the applicant to continue. Perkins stated that as a conceptual review no formal action will be taken at this time. Lot 74 Block 4 Wildridge Subdivision, McComic Duplex_ Conceptual Design Review Mary Holden stated that this is a duplex with a detached garage. The lot slopes at approximately 21%. The materials are basically the same as the previous application, cedar shake shingles, rustic channel cedar siding, and stucco. Landscaping is to include aspens, sagebrush, sandcherry and spirea. The Town engineer concerns are: A certified topography submitted for final design review by an engineer or surveyor; Detail on the garage is needed, floor plan and elevations, Parking requirements must be met, four spaces are needed, and the garage is in the ten foot setback. Detached garages are allowed as long as they meet the definition of an accessory use, which means it is not habitable, so there can be no restroom, no water, or kitchen facilities. For final design submittal the elevations must be completed on all sides, including both sides of the duplex. Also, on the site plan, area of disturbance has not been indicated. The landscaping materials must meet the Town of Avon's standards. Duane Piper stated that one of the tricky things about this is that it is a fairly steep site cominF off the road. He stated that he has done several site analysis to the drive, some with a switchback that carried back to the east portion of the site. There was a great deal of site disturbance, and he seemed to just be chasing grade and never got caught up. He elected to come down immediately off of the roadway to the far west side and stop. That is the reason for the detached garage. Then he can articulate the duplex to the site by dropping it down. Beyond that, what he was trying in design concept was to take three simple gable forms. He then took the two duplex units and splayed them open with a slight juxtaposition, which added interest to the architecture and it also made the east unit veer away from the fill bank of the road coming in so that windows would have better light and openness. What he took with the opening that is flared, which he considered to be a bit more welcoming, was to do one simple accent roof that would protect the entries to the two units. His approach was to have an entry deck that you could go either right or left to the two units. The materials are similar to the previous presentation for the four-plex. The materials are primarily stucco for the garage and the units, and a cedar shake roof. He would like to use a red sandstone stucco and then accent it with a sort of silver green color on windows and some of the accent elements The garage would be the same red sandstone stucco and the doors would be the silver green color, as would the railings. Sue Railton asked if this was a mirror image. The applicant stated it was. Railton stated that PLANNING AND ZONING COMMISSION MEETING MINUTES December 21, 1993 Page 10 Lot 74, Block 1. Wildridge Subdivision. McComic Duplex_ Conceptual Design Review, (cont) the Commission generally discourages mirror images. Rhoda Schneiderman asked why the north elevations have so many windows and the south elevation has so few of them and is so basically uninteresting. She also finds the mirror image unacceptable. Also the duplex connection is probably the most tenuous the Commission has seen to date. She stated that she has no problem with the detached garage. She thinks the end elevations are the most pleasant The rest just seem kind of boxy. Patti Dixon stated she had no problem with the connection. Normally she does not care for a mirror image, however in this project she likes it and she likes the separate element of the garage and she loves the colors. Jack Hunn stated that he thinks this is a good site solution for a difficult site. He has no problem with the detached garage, but he is a little concerned with the quantity of parking for the duplex guests, number of bedrooms, etc., and the ability to maneuver a car on the site, rather than having to back into the street. He thinks it really is a detached duplex structure with a connection and the connection really doesn't tie the two together. It almost features their separation. He would be more comfortable with a connector element that would be more in keeping with the roof form so that they flow together, rather than something so striking. The mirror image, because of the angle change from one to the other, with some very minor treatment some interest and differentiation could be created. He feels it is a good solution for the site and his only real concerns is the image of the connecting device. Buz Reynolds stated that he has the same concerns as Jack Hunn with the connection between the buildings. He likes the detached garage. He also likes the colors. John Perkins stated that he is still trying to make up his mind abou, the connection. Part of him likes it and part of him doesn't. He wonders if he makes it to conform with the rest of it if it doesn't lose something. He thinks it is a very creative interesting solution. Rhoda Schneiderman stated that lot will not be getting a lot of west or total east sun because it is sunk down in there. Because of that she thinks they would want to take advantage of the southern exposure. the applicant stated that those are the windows that look right back toward the road and it is kind of a privacy breach and they also look towards the garage. Schneiderman suggested bringing the windows higher. John Perkins stated that he doesn't think he would vote against this house in its final presentation if it came back like this, but maybe the applicant should study it a bit more. Wildridge Subdivision McComic Duplex Conceptual Design Review_ (cont,) He stated that this will really not be perceived as a mirror image because of the juxtaposition. He stated that he likes the colors and the concept and the detached garage works. The applicant stated that, regarding the entryway, what he was really after was an accent that was a welcoming accent, saying this is the entry. He maybe made it too strong. What he was after was a simple plane that iasn't encumbered by trying to do gable forms into the split. He just wanted a clean and simple form. He understands about the mirror image, but he was after a very simple trilogy of almost identical elements, being very simple gable forms. Chairman Perkins stated that as a conceptual design, no action would be taken at this time. Lot 44_ Block 4. Wildridee Subdivision, Baca Single Family Residence Concimtgal Design Review Mary Holden Stated that this is a two and a half story single family residence, approximately 36 feet in height. The approximate slope of this lot is about 25%. Materials will consist of asphalt shingles, logs and synthetic stucco. Landscaping will include aspens, spruce and potentillas. The Town Engineer concerns are that a certified topography be submitted for a final design review; that the correct grade match the building, two grades do not match with the elevations; Also, additional fill or retainage may be required along the back of the building. Staff concerns are that the building cannot exceed 35 feet in height; Driveways must be paved. Staff recommends to the applicant that they consider a stepped foundation system on this site, which follows the slope. T!mt would create less site disturbance. Also, true site & �turbance needs to be shown. Landscaping must meet Town of Avon minimum standards. Jim Bryant, representing the applicant, stated that it is a straight forward log home. The platform of the house sits below the road, so they tried to put a little less emphasis on the front elevation. The rear elevation has a nice view of Beaver Creek and Arrowhead. The stucco base steps down the hill. Buz Reynold-: asked if he feels that he can put that foundation in for that large of a structure on a hillside. The applicant stated that it would require a large amount of excavation, but he doesn't think it will be too difficult. Reynolds stated that he likes the structure. He asked if the windows would be clad. The applicant replied that they would be clad. Jack Hunn stated that the form of the house, particularly from the street is something he is comfortable with. He stated he thinks it is an attractive log home. The massing is done well and the dormer adds interest. He stated that there is a bit of a challenge of snow shedding to the garage doors on the north side. He is concerned how the house will look from below. He suggested terracing the retaining wall to get some variety. The underside of the deck will be very visible, so it will require a higher level of 001a rM. The lower level looks like there is an opportunity to put in more windows. He asked if that w.ts unfinished space that could be developed in the future. The applicant stated that on the left side is the mechanical room and the other rooms are a family room and d, bedroom, so if they need more they can add more. Hunn asked if the asphalt roofing would be 300#�jr more, heavy textured. The applicant stated that it would be. Rhoda Schneiderman asked if this was a swedish cope system. The applicant sta., d that it was. Schneiderman stated that she likes it. She stated that the deck underside will be very visible. Sue Railton stated that she likes the log home. She thinks it will be tight on the west end of the driveway. Also, out in the front, terracing would be the thing to do. Chairman Perkins stated that he shares Jack Hunn's concern about looking up at the thing. Maybe some sort of soffit treatment on the bottom of the deck would help. Also, maybe some larger windows on the lower level might make it a bit more dramatic from below. He asked if there would be stucco on the lower portion. The applicant replied it would be stucco. Perkins stated he thinks it is a good house. He encouraged the applicant to continue, and stated that as a conceptual design review, no action would be taken at this time. Lot 3. Block 5. Wildridge Subdivision, Valley View Townhomes Conceptual Design Review Mary Holden stated this application is for a five-plex. It is proposed to be three levels, and approximately 40 feet in height. Materials will include asphalt shingles, painted wood or vinyl siding. Landscaping materials will include aspens, spruce, service berry and potentilla and irrigation has not been indicated. Staffs main concerns with this proposal are that the access/maintenance easement on the front portion of the lot and the southeast corner of the building encroaches into the easement. The grading plan shows a slope at the northeast corner of the building that will not meet the Town of Avon standards and will probably require a retaining wall. The elevations and floor plans do not coincide with the site plan or the grades shown. Also, the elevations need to be dimensioned. A culvert at the driveway entrance is being required due to this being a main drainage way. She reminded the Commission members of the regulations regarding vinyl siding, which is not ordinarily permitted. The building height is approximately 40 feet and Town limit is 35 feet. Guest parking and snow storage and total area of disturbance needs to be shown on the site plan. (cont) Sally Brainerd stated that the site has a very obvious access point which they have the entrance to the driveway and it is relatively flat along that east property line. To get five units in there and to avoid some of the shoebox effect they did several things. The south elevation is the one vantage point that you can tell it is five units. As you work your way to one side of the building or the other it gets a little more ambiguous where one unit stops and the other unit begins. They wanted to use the massing to mix them up a little bit. There are great views to the south and to the west, so there is a lot of glass on those two sides. It is very conceptual at this point and she is anxious to hear the Commission's comments. Chairman Perkins asked if she thinks she can bring this back within the height limitation. She was not sure that she can. Steve Amsbaugh stated that Staff could work with her on it. Sue Railton stated that she thinks this proposal is fine for that site, but somehow the height matter will have to be resolved. She thinks that they have made good use of glass. She stated that the vinyl siding is definitely out. Rhoda Schneiderman asked what side the garages were on. The applicant stated that they are on the east side. Sch,-eiderman stated that, from the two elevations she sees, it is real clear that there are five units. Th --1 a are some variations that she would like to see enhanced, like on the two ends and some of the main floor windows by the decks are a little bit different, the amount of windows and how they are placed. On the south elevation, the upper windows are one of the main things, because of the sameness, needs to be changed. Schneiderman stated that she would like to see the roof forms on the side elevations be a little varied. Patti Dixon stated that she likes the use of the windows and she likes the design of the windows on the third floor. She thinks they need to be broken up more so that it doesn't look like five identical units. Jack Hunn asked how many garage spaces would there be per unit. The applicant replied that there would be two per unit. Hunn asked how trash removal would be handled. The applicant stated that they would like for it to be private. Hunn stated that on the south elevation the lowest level is a blank wall and on the west elevation there are windows and he wonders why there wouldn't be some windows. The applicant replied that the lowest level is two secondary bedrooms and `: there were windows on the south side they could potentially look into the neighbors bedroom on the west elevation. Hunn stated that he thinks the project would benefit from a second material, perhaps stucco, with a suggest that you use it on the lowest floor, taking it all the way to grade, and if you have a real height problem then you have a perceived height of the building and it will also add some interest and will be a more durable material. to • CI •0- W PLANNING AND ZONING COMMISSION MEETING 1.1dNUTES December 21, 1993 Page 14 Lot 3. Wildridge Subdivision Valley View Townhomes Conceptual Design Review. cont Hunn stated that he is a little less concerned with the mirror image of five identical units in that location, when you think about the other projects in that area. There is the Town development and a three-plex that is just being completed. He thinks that they do have some challenges with the steepness of tl,e site and trying to get the project within the height restrictions. He stated that the landscaping plan would be important to him, particularly on the west and south elevations. Buz Reynolds stated that he is curious how the building got that high. He feels that they have a serious problem lowering this. Discussion followed on what possibly could be done. Steve Amsbaugh stated that either there is a scale problem, or there is truly a problem. If this is the case, they can work with the designer or they could come before the Commission for a variance request to try to address that steep slope site. Buz Reynolds stated that he agrees with Jack Hunn that with the multi -family, when it gets into five and six plexes, if it is done with a quality material, he does not mind the mirror image, but he does agree that the bottom of the building if broken up with stucco or stone, etc., it would help. He stated that he would like to see the other elevations. John Perkins stated that he likes what she has presented. He stated that he hopes she can work out the height problem. He thinks that changing materials is a good idea. He stated that the applicant should work out the site plan issues and the height issue and it would be a good project. Chairman Perkins stated that those were the comments for the applicant to consider. He suggested that ano'her worksession be scheduled for January 4th or January 18th to work on the steep slope and duplex concerns. The Commission agreed that there should be a worksession on the 4th.
