INTRODUCTION:
At the September 7, 1993 Planning and Zoning Commission meeting, the Commission
tabled this request for final design approval of the Landscape Plan, requesting that the
applicant come back with more plant material, elevations on the rock wall, and plans for
revegetation on the adjacent lot. The applicant, Scott Sherwood, has submitted a revised
Landscape Plan with the information requested.
STAFF COMMENTS AND CONCERNS:
The revised landscape plan reflects tha following:
1. Two additional 8' Colorado spruce, for a total of eight;
2. One additional 3" caliper narrow leaf cottonwood tree, for a total of four;
3. Rock wall section showing the wall at F-8" high;
4. Small area of sod placed on the northwestern portion of the site, in front of the
residence; and
5. Line of disturbance onto the adjacent property with a note for revegetating with
natural grass mix.
There is no irrigation system proposed for the site. With the addition of the sodded area,
Staff is requesting an irrigation system be put in for the sodded area and plant beds.
Another concern is that the Landscape Plan does not accurately show the true area of site
disturbance on adjacent Lot 50. Further, the Plan does not dimension the rock retaining
wall.
STAFF RECOMMENDATION:
Staff recommends the Planning and Zoning Commission approve this application with the
following conditions:

INTRODUCTION:
Mr. Al Williams, the applicant has submitted an application for Conceptual Design Review
of a retail/commercial building of approximately 25,783 gross square feet. The building
will be three levels (which include a basement level).
A rendering and proposed colors will be brought to the meeting for your review.
Development Requirements for Town Center District:
1. Allowed uses include retail shops, professional offices, restaurants,etc.
2. Minimum lot size, 30,000 sq ft.
3. Maximum building height, 80 feet.
4. Minimum building setbacks are 25' front, 10' rear and 7.5' each side.
5. Maximum site coverage is 50% (building footprint).
6. Minimum landscape area is 20% (does not include sidewalks).
7. Parking standards are 4/1000 for retail and 3/1000 for office uses.
STAFF COMMENTS:
Staff comments are as follows:
1. Proposed uses include retail and office condominium spaces. The basement level
will include office space and assigned storage spaces for first and second floor
businesses.
2. Lot size is currently 33,000 sq ft. The proposed lot size will be 36,450 sq ft. A
revision in the existing lot line will be needed to amend the lot area..
3. Building height is 55 feet.
4. Building setbacks are dimensioned at 25' for front and 7.5 for the east sideyard.
5. Building coverage is indicated at 23.5%.
6. Landscape coverage is not shown; however the site plan shows 30.5% open space.
When sidewalks and parking are excluded from landscape calculations, the
minimum landscape area requirement of 20% appears to be tight. In addition,
applicant will be required to develop the area adjacent to Benchmark Road to
conform to the Town's Streetscape Standards.
7. In order to achieve the required parking, the applicant has shown parking spaces
on adjacent Lot 2. This is a Special Review Use.

This residence received final Design Review approval, with conditions on April 16, 1991
and final approval of those conditions on January 19, 1993. At the November 2, 1993
Planning and Zoning Commission meeting, the Anderson's received approval of various
changes. One requested change was the paint colors, which the Commission did not
approve and asked the applicant come back with a color board.

After reviewing the colors presented, the unanimous consensus of the
Commission was that the siding color was too briqht and there was too much
contrast between the siding color and the trim color. There was no
problem with the stucco color. The Commission tabled this application
to allow the applicants time to revise their proposed color.

INTRODUCTION:
The Christie Lodge Homeowners Association is requested approval to place one 6'
diameter, satellite dish just east of the existing two satellite dishes, on the northwestern
portion of the property. The existing dishes are 12' and 10' in diameter, approximately 10'
in height.
The proposed dish is to be solid white, and stand approximately 6' in height.
STAFF COMMENTS
Tate Design Review Procedures, Rules and Regulations, Section 6.24, (C).
Communications & Satellite Dish Antennas sets out guidelines to be followed for the
placement of satellite dishes, which are as follows:
1. All antennas shall be located so as to be screened from view from any public
right-of-way or neighboring property. Screening may be accomplished by, or
through the use of landscaping materials, fencing, existing structures, subgrade
placements or other means that both screen the antennas and appear .iatural to the
site:
2. All wiring and cable related to antennas installation shall be installed
underground or be incorporated entirely within the structure:
3. The use of mesh antennas is encouraged; and
4. Color selection for dish antennae should be made with respect to the
characteristics of the site or structure. Unpainted surfaces and dish antenna with
reflective surfaces shall not be allowed. No advertising, logos or identification
shall be allowed on any dish antenna.
The existing two satellite dishes were approved in September of 1989 and Staff suggested
the satellite dishes be screened by coniferous landscape materials. The satellite dishes
were installed and no landscape material was provided. Currently, this area hLs mature
cottonwoods and a 6' property fence. The dishes are visible from Interstate 70.

INTRODUCTION:
The applicant, Les Shapiro, is requesting changes to the final design app; oval for
Mountain Ce. -.iter. Specifically, the request is to amend the Site Development Plan and the
Landscape Plan to :
1. Relocate the trash enclosure from the landscape island along Nottingham Road to a
location at the western end of the site, within a large landscape area (see Figure 1).
2. Change the western entry drive radius to blend with existing edge of pavement (see
Figure 1). The applicant will install a curb edge to define revised landscape area.
3. Add benches, trash receptacles and ash trays in three areas designated for landscaping
and relocate landscaping elsewhere on site (see Figure 2). P!anters will be added to two
of the bench areas.
STAFF COMMENTS:
The benches, trash receptacles, and planters will be of the type recommended by the
Design Guidelines. The areas are for the employees who will work in Mountain Center.
Further, a picnic area will be added on the southwest portion of the lot and will be shared
with the development to the west of this site.
