PZC Minutes 030293RECORD OF PROCEEDINGS PLANNING AND ZONING COMMISSION MEETING MINUTES March 2, 1993 The regular meeting of the Planning and Zoning Commission was held on March 2, 1993, at 7:30 PM in the Town Council Chambers, Avon Town Municipal Building, 400 Benchmark Rd., Avon, Colorado. The meeting was called to order by Chairman Perkins. Members Present: Buz Reynolds, Sue Raiit.on, Henry Vest, john Perkins Rhoda Schneiderman Patti Dixon Staff Present: Rick Pylman, Director cf Community Development: Tom Allender, Town Planner Charlette Pascuzzi, Recording Secretary All members were present, except Jack Hunn and Buz Reynolds. Mr. Reynolds arrived at 8:00 PM. Lot 58, Block 1,_Wildridge Subdivision_, Sindlinger Single Family Residences_Co_nceptual Design Review Tom Allender stated that Michael Baker, representing the Sindlingers, is requesting conceptual design review for a proposed single family dwelling. This lot is located on the southwest corner of the intersection of Fox Lane and Saddleridge Loop. It,. is approximately 0.35 acres in size and slopes to the north at about 16%. The zoning is PUD with a duplex designation. The proposed structure is a one story with a walkout basement. It has approximately 2300 square feet of habitable ovacb, not including the garage. The structure as proposed appears tv be within all Town height, lot coverage and setback rxrxtrictron", however, one corner of one of the balconies seems to be real close. The exterior is predominantly fineshed in a naturaI weathered 1 x 6 wood siding, with both horizontal and vertical sections. Door and window trim will be in a 1 , cedar w%tf� a natural/light stain and windows are wood clad. Fascia sno soft%ts will be also done in cedar. The root form is a complex combination of gables and dormers that will be finished in a light medium gray asphalt shingles. Allender stated that he spent considerable time trying to figure out what the roof actually did, so maybe the applicant can explain. the grading plan shows a driveway that runs between 12 and 16 percent. it looks like it would be pretty easy to get a 10% driveway. There are some minor discrepancies between the basemsnt floor plan and the elevations. No landscape plan or automatic irrigation system is proposed. Exterior lighting has not been discussed. Michael Baker stated that Tom had pretty well covered everything. He stated that they have devised a way to get the 10% driveway. He apologized for the differences between the floor plans. That was due to rushing to get everything in for this meeting. RhDda Schneiderman stated that she thinks it is a very interesting house. She liked the combination of the vertical siding and the moon shaped effect under the gables. The recesses were discussed. Schneiderman asked if they would be submitting a landscape pian and the applicant stated that they would. She stated that she would like to see a massing model. Patti Dixon asked what the fireplace material would oe. The applicant replied something like a hand troweled piaster, sort of southwestern style. Dixon asked what the colors would be. The applicant replied real light natural wood tones. Dixon stated that she thinks it is an interesting design, but would also like to see a massing model to better understand the root, Henry Vest asked if there would be corner trim or 45 degrer corners. The applicant replied trimmed. but they are looking at cost also, so they might have to sacrifice that. Vest stated tnAt he thinks the roof is kind of neat. Discussion followed on the recess of the door, which the applicant stated is five tees. Discussion followed on there being no trim on the semi circles. John Perkins stated that he thinks the roof is complictfted. He sees some real ice dam problems, even with heated areas. 140 teals the point over the entry is suspect from a c.esign standpoint. if cost is a factor, this will be a real expensive roof that could no a problem. He stated that the dormers and the way the raaian?.e points come so close to the sloping surfaces is a problem. He asked what would be the thickness of the fascia, which aoems to 00 light and what the material would be. The applicant stated that it is really a very simple structure that looks complicated and that was the intent. Perkins stated tnat no element of this house should be done in a southwestern style. Discussion followed on how the stone would be applied. Sue Railton stated that there seemed to be no rhyme or reason to the stone base stepping. Also, have some consistency to the design of the vertical and horizontal siding. Patti Dixon suggested using one of the other materials for the chimney if that is all the stucco to be used. Henry Vest stated that he thinks this change in roor form would be nice in Wildridge. Chairman Perkins stated that the applicant should consider the comments made by the Commission when preparing for final design review. Lot 14, Filing 1, Eaglebend_Subdvision,___Gesi_gn_rI Construction Services,_Final Design Review} Change Request Sue Railton stepped ,;own as a voting member of the Commission, due to a conflict of interest. Tom Allender stated that on January 5th, Tony Seibert received final design approval with conditions for a single family residence on Lot 14. The applicant has met the conditions and has applied for a building permit, however, the design of the structure has changed enough to warrant an additional review by the Commission. The size and the shape is basically the same as approved, although many of the details and window locations have changad. A lock -off apartment, which is allowed in the zoning, has been included in the basement. The structure has also been shifted slightly on the lot. The structure was to be constructed out of "D" logs, this has been changed to conventional 2*6 construction with a log siding. Exterior finishes will remain as previously approved. Staff comments remain the same as the original approval. It does fit all the criteria setforth. Staff recommendation is for approval. Tony Seibert stated that they rotated the house slightly counter -clockwise in order to align the west wall with Chris Ekrem's house. They felt it would look a little better. The construction was going to be 2 x 4 conventional walls and a 6 x 6 D log used as siding. They basically changed that to a 2 x 6 structure with a thinner D log. There were a few window changes on a couple elevations. One thing lacking on the new plans is the major truss hanging trom the peak. He definitely wants that included. Henry Vest moved to grant final design approval for the changes on Lot 14, Filing 1, Eaglebend Subdivision, as submitted. Buz Reynolds seconded and the motion carried unanimously. Sue Railton returned as a voting member of the Commission Reading and Approval of the Planning and.Zoning Commission Meeting Minutes for February 16_,._1993 Rhoda Schneiderman moved to approve 16, 1993, meeting as submitted. Patti Dixon seconded and the motion Other Business the minutes for the February, ..arried unanimously. The following resolutions pertain to actions taken at, the February 16, 1993, Planning and Zoning Commission Meeting. Rhoda Schneiderman moved to approve Resolution 93-1 - A Resoultion Granting A Special Review Use To Allow For Construction Of One Accessory Apartment In Addition To The Maximum Allowable Density On Lot 4, Block 2, Benchmark At Beaver Creek Subdivision, Stone Creek Condominiums. Henry Vest seconded and the motion Carr led unanimously. Rhoda Schneiderman moved to approve Resolution 93-2 - A Resolution Approving A Variance From Front Yard Building Setback Requirements As Stipulated in Title 17 Of The Avon Municipal Code, for Lot 4, Wildridge Acres Subdivision. Sue Railton seconded and the motion carried unanimously, Rhoda Schneiderman moved to approve Resolution 93-3 - A Resolution Recommending Approval For The Amendment Of Section 17.20.040 1Ci Of The Avon Municipal Code, Neighborhood Commercial Zone Dish+,- (NC) To Include "Commercial Printing Facility' As A Special Review Use. Sue Railton seconded and the motion carried unanimously. PLANNING AND ZONING March 2, 1993 Page 5 of 6 COMMISSION MEETING MINUTES Other Business, (cont) Rhoda Schneiderman moved to approve: Resolution 93-4 - A Resolution Denying A Setback Variance From They Requirements As Stipulated In Title 17 Of The Avon Municipal Code, To Allow Parking Up To The Property Line, For Lot 12, Block 1, Benchmark At Beaver Creek Subdivision. Henry Vest seconded and the motion carried unanimously. Rick Pylman stated that regarding Resolution 93-3, it has already been presented to the Town Council, and they have recommended approval of that. Also, Resolution 93-4, the front setback denial is being appealed by the applicant. Rick Pylman stated that the information that was distributed is regarding a planning commissioners seminar, which world be on a Saturday. He felt that the seminar would be very helptul to any of the Commissioners that could go. The Town will pay for anyone that, can go. He asked the Commissioners to contact him so that, iie could get them registered. Rick Pylman stated that he hao also provided the Commissioners with the definition from the zoning code for home occupations and he would like to discuss this matter with the; Commission. He stated that Patty Neyhart, the Town Clerk has been pretty strong in getting everyone in town, who is running a business, licensed. She has discovered a fair amount of people working out of their homes. She then turns the matter over to Community Development to get the people to apply for a home occupation permit. The home occupation is listed in the zoning code as a special review use for residential zone districts. Staff has been looking at this and feels that maybe this needs some change. It is a biq process to get to the public hearing stage. Pylman stated he would like to know what the Commission thinks about the pro:;ess. He stated that as he reads the definition, if it meets the definition, allow them to do it without a hearing. Discussion followed on what could be allowed and what would probably need a hearing. Chairman Pylman asked if any action was needed. Pyllman stated that all he was looking for at this time was some direction. The Commission recommended that Staff continue to work on this matter.
