PZC Minutes 070579RECORD OF PROCEEDINGS MINUTES OF DESIGN REVIEW BOARD MEETING OF JULY 5, 1979 The regular meeting of the Design Review Board for the Town of Avon was held on July 5, 1979 at 7:45 P.M. in the Town Council Chambers of the Town of Avon in the Benchmark Shopping Center, Avon, Colorado. The meeting was called to order by Chairman, Hugh Price. Board Members Present were: Cynthia Jordan, Alice Knipe, Hugh Price, Mike Blair, Ken Richards, John Wheeler. Tom Landauer was absent. First item was a motion to approve the June 20, 1979 minutes. It was noted there was an error, that "ariel" should be "aerial". A motion by Alice Knipe was made to approve the June 20th minutes as amended, seconded by Ken Richards and approved unanimously. It was carried that the Town Council has not approved the recommendation on the Building Code Amendment, that wording and referrals to certain articles in the Code Sections may not be proper. The first reading will be next Tuesday, July 10 at ttie Council Meeting. Item #1, A -Y Townhouses, Lot 44, Block 1, File No. 79-5-4. John Wheeler stepped down from the Board to represent this project. A -Y Townhouses had been presented before. Mr. Wheeler was hers '-o present the answers and agreements to meet the requirements that they failed to have at the last meeting. The drainage, countours and retaining wall. The drainage and contours are indicated by existing dotted contours, the new contours are shown on the plans as the solid lines, all the drainage comes around the driveway, down the edge of the sodded area and down into the ditch. The retaining wall worked out to be 4' high of the initial lower wall, an 8' flat shelf and then a 1 to 2' slope up across the property line and about 8 to 10' into the common green belt area. It is now a 4' 6x6 spruce cribbing retaining wall. The driveway slope is 102; from the road- way all the way up to a. point, then flattens out to a 6Y; slope. Final approval was granteil subject to soil test, building permit. Item #2, P.P.L., Inc., Lot 22, Block 1, File No. 79-3-17 Represented by John Wheeler. The roof material on the warehouse of P.P.L. is asphalt shingles. It was noted that a slope roof should be shake shingles. The slope of this roof is a 8-12 pitch. They have completed the roof with asphalt shingles and was not built according to the presentation to the Design Review Board. After lengthly discussion the Chairman noted there were two issues, 1) being whether the material is acceptable and 2) whether people can just go ahead and change something and them being aware that it shouldn't be changed. A motion by Mike Blair that the Board finds it unacceptable that P.P.L., Inc. has deviated from the material as was approved in his final design, seconded by Cyrthia Jordan that the Board finds the modification to the approved design of the P.P.L, Inc, roof unacceptable.
