MINUTES OF DESIGN REVIEW BOARD
TAORK SESSION
APRIL 2, 1979
Hugh Price, Chairman, opened the work session at 7:15 P.M.
Members present
Hugh Price, Tom

were Alice Knipe, Cynthia Jordan, Mike Blair,
Landauer, Ken Richards. John Wheeler was not
Ken Richards presented the April 4th Design Review Board
Agenda. The applicants are, Troxel - Warehouses, Doyle &
Associates - Warehouses, and Stroop Homes.
Troxel - Warehouses: Lot 13, Block 1
There was some question of color on the paint to be used.
The plan doesn't show the existing fencing which is 2 to 3
feet off his property line in some places. The check list
appears to be in order.
Beaver Point Condos: Lot 70, Block 1
They will bring in pictures of lighting fixtures and
colors for approval. The Board is concerned about the
white stacks and trim.
LaGardi'Ecklund: Lots 46 and 47, Block 1
The developers agree to drop the office spaces. They have
gotten approval for the 1 foot variance, and vacating the
lot line subject to various letters from utility companies
and etc.
Gustafson - Warehouses: Lot 36, block 1
He sent a letter on the encroachment by an engineer from out
of state and a certification that it wasn't encroaching. He
is 11.34 feet from the line, East and 8 1/2 feet from South
line. There is a balance of money due to the Design Review
Board.
Heritage Financial Corporation: Sunridge at Avon
The Town has given approval Eor the vacation of Millies
Circle and lot lines subject to attaining the site plan,
the subdivision plat, and letters from all utility companies.
Hugh Price, Chairman, mentioned that they may have to seek
some other approval from the Town since one of the buildings
encroach on the road to the Sanitation District. There will
be landscaping put on the North Bank of the road which will
be maintained by Heritage.
Heritage Financial Corporation: Lot 2, Block 2
They will present colors for the Benchmark Condominiums
They are going to refinish the stucco. It was agreed that
there would be a minimum fee of $100.00 plus $10.00 per
thousand of construction cash since the construction falls
under "renovation".

Senorer: Lot 41, Block 1
They were requested to change access driveway to at least
20 feet wide, and provide plAns for a concrete walkway to
building #2 from the parking area. The bridge to Buck Creek
is to be eliminated. Final grading plans, final landscaping
plan showing sodding and plantings, and samples of materials
and colors to be used must be submitted.
Doyle & Associates - Warehouses: Lot 37, Block 1
They have one Mini Warehouse and one larger Warehouse. It
is one of the more attractive buildings and includes stone
fronts. There is a large paved parking area. The colors
will be light brown walls and dark brown trim. There is
some question about the price of the landscaping There is
one question for Wednesday's meeting concerning the 20 foot
set -back on one corner of the mini warehouse. Lot coverage
is 75 to 80%.
Province - Warehouse: Lot 35, Block 1
They have shortened their building. There is a question about
them not having any restrooms in the warehouse. They did not
figure any electric lighting and venilati.on in their building.
The exterior is block and stucco. It was determined that they
use wood instead of masonite. They are to bring color
samples to the meeting.
Stroop Homes: Lot 9, Block 1
They are asking for approval on parking spaces, a temporary
shed, for a 8 foot tall cedar fence, for road access over
a drainage easement and 24 foot culvert as well as the project.
They have 2. accesses on to lot #9.They have chosen dark
brown color for their project.

Mike Blair stated he had tdlked with Holy Cross Electric
Association regarding the power lines on the North or back
lines of Block 1 from the sub -station East to Buck Creek.
There is a 7 1/2 -10 foot easement which was intended for
underground utilites, but Benchmark, Colorado Ute Companies
and Holy Cross felt that overhead lines would be more
appropriate. Ken Richards mentioned that an Ordinance might
be passed that would prohibit any more overhead lines. However,
the cost for installing underground electric is $25.00 /ft.
Mike Blair presented the Master Plan for Land Use and
Access. There were some changes and corrections.
VC: Change "Village Core" to "Town Center"
IC: After "storage" add "for"
SPG: After the "including" add "roads"
PRM: After "facilities" add "fire protection
facilities"
The --e were also some corrections to the General Policies.

Ken Richards presented the Ordinance on the zoning Code of
the Town of Avon. Hugh Price suggested that they read the
Ordinance and the next work session, which will be Monday,
co April 9th, 1979, will be spent reveiwing it.
