PZC Packet 111584STAFF REPORT TO PLANNING & ZONING COMMISSION - 11/15/34 The Lodge at Avon Subdivision Phase I - Design Review (Lots 57-60, Block 2, Benchmark at Beaver Creek) Applicants are proposing a four story combination lodge/commercial project, on Lot 1, Lodge at Avon, formerly Lots 57-60, Block 2, Benchmark at Beaver Creek Subdivision. Previous Planning and Zoning actions on this property have been a Conceptual Review (April 26, 1984 regular P & Z meeting), and a Special Review Use for lock -offs (July 12, 1984 regular P & Z meeting). Information on these two recent requests have been attached for your information. This project affects a significant and prominent portion of the core area of Avon. At this point, I feel the plans submitted should not be considered for final review until adequate information has 'leen provided in the following areas: Phase I - Building A A. Clarification of materials such as roof, walls, columns, exact colors; B. Clarification of Landscaping: 1. Plans not complete; 2. No sizes, quantities, etc.; 3. Types of materials. C. Clarification of Parking: 1. How has the commercial area been assigned to achieve required parking numbers; 2. Has the State approved use of the right-of-way; 3. How will a proposed underpass affect this: project's layout; 4. No loading space provided; 5. Clarification of site/drainage, snow storage; 6. Parkinq lot should be broken up by islands. Useable area; 3. Impervious material area; 4. Site drainage plans; 5. Easements should be shown. Phases II and/or III: 1. How much commercial is planned. How is/or will parking be provided; 2. How much area is planned for restaurants; 3. Provide: a. Lot area/building coverage figures; b. Percentage of lot coverage impervious materials; 4. Landscaping; 5. Trash storage; 6. Effects of losing Avon Road access; 7. Any provisions for railroad pedestrian crossings; 8. Setbacks of buildings/parKing; 9. Use of State right-of-way (east side); 10. Building heights; 11.
