Introduction
The applicant, Don Matarese is proposing a remodel on his single-family residence. The proposed addition will include modifications to the West and South elevations. Attached please
find copies of the proposed modifications for your review.
Design Review Considerations
The Commission’s Procedures, Rules & Regulations, Section 4.10, require the following consideration in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
There are no violations of the Zoning Code created by this application.
The conformance with other applicable rules and regulations of the Town of Avon.
The project is in conformance with the rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The proposed materials will be designed to match the existing residence.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
There is minimal impact to the site posed by this project, which will not adversely impact the adjacent sites, rights of way or existing easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
West elevation: The remodel will expand the main floor and lower level room and decks. The massing will be increased, although the project will remain consistent with the architectural
style, massing, height, materials and colors of the neighboring properties with regard to the West elevation.
South elevation: The proposal will modify the existing window fenestrations, which currently has an effective symmetry creating an effective architectural style. The applicant is
concerned with the neighbor looking into his living room and is trying to maintain some privacy. The proposal will resolve the owner’s concern with the neighbor, but eliminates the
consistency and architectural style of the South elevation. The applicant’s proposal also includes two small windows of glass blocks, which further eliminates the symmetry that exists
on the home.
Structural support: The support columns should be designed with adequate dimensions to appear to support the revised structure.
The objective that no improvement is so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The South elevation is an unusual window pattern for the neighborhood, which lacks symmetry and proposes two very small windows with glass blocks.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
The project generally conforms to the goals and policies of the Town of Avon with the exception of the structural supports, which require more massing and the South elevation.
Staff Recommendation
Staff recommends approval for Lot 4, Wildridge Acres with the following conditions:
Design the support columns with adequate dimensions to improve the appearance of structural support for the residence;
Revise the South elevation to create symmetry in the window fenestrations and delete the glass blocks. Staff will work with the applicant to achieve a solution consistent with the neighborhood.
Recommended Motion
“I move to approve the improvements for Lot 4, Wildridge Acres with the following conditions:
Design the support columns with adequate dimensions to improve the appearance of structural support for the residence.
Staff will work with the applicant to achieve a more symmetrical window pattern on the South elevation.
The glass blocks must be deleted.”
