Introduction
On June 15, 1998, the Planning and Zoning Commsion granted approval of the Smiley Residence with conditions. The applicant is requesting an extension of his final design approval to
avoid its expiration. Planning and Zoning porcedures allow for Planning and Zoning to grant a one year extension. The applicant has not modifed the approved plans but is merely seeking
renewal of its approval.
I have attached the previous Staff Report dated May 5, 1998 and the approval letter for your review.
Design Review Considerations
The Commission’s Procedures, Rules & Regulations, Section 4.10, require the following consideration in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Recommendation
Staff recommends extension of the final design approval for Lot 34, Block 4, Wildridge Subdivision with the same conditions made on September 16, 1997.
Recommended Motion
“I move to renew the final design approval for one year on Lot 34, Block 4, Wildridge Subdivision as depicted on the application and plan set approved on September 16, 1997 with the
following conditions:
Remove the entryway monument and security gate out of the setback.
Install automatic irrigation system.
Submit landscaping plan for south side in accordance with Town standards subject to staff approval.
Grading plan must meet Town standards and be approved by staff prior to issuance of a building permit.
Remote meters shall be installed on the building in a location approved by staff.
Fabricated metal chimney caps, aluminum sunscreens, and scuppers require staff approval.
All disturbed areas not a part of formal landscaping shal be re-vegetated with native grasses and bushes at a rate of three(3) bushes per 100 square feet of area.
