Introduction
This is a summary of review criteria, staff comments and recommendations regarding the proposed Master Sign Program for Chapel Square.
The proposed sign program includes criteria for individual tenant signs along with two project identification signs.
TENANT SIGNS:
The proposed tenant signs consist of a bronze colored, internally lit, aluminum cabinet with the text routed out of the opaque cabinet face. The oval shape of the sign lends itself to
the shape of the archways common on all four buildings in the project.
The applicant must provide uniform brackets to attach the signs to the building. To date, the applicant has not provided or confirmed this information with staff. The bronze color
must be clearly identified and specified for all tenants so that uniformity is maintained. The applicant has not provided staff with these details.
In addition, the tenant sign programs lacks variety for individual tenants. The tenant sign program requires white lettering for each tenant. The dimension and color of the tenant
signs can be a standard requirement, but staff recommends the tenants have flexibility to create interest by lettering design, shape and color to attract customers.
PROJECT IDENTIFICATION SIGNS:
The two proposed project identification signs are an appropriate size when you consider the fact that the buildings themselves will only tenant signs. One of the proposed signs is a
replacement for the existing freestanding sign that stands directly behind the bus stop, at the entrance to WAL-MART.
The project identification sign does not consistently identify the colors and materials with the directional sign. They are typical cabinet signs, which will create
unnecessary light, which is generally inconsistent with the guidelines. The location for the Project Identification sign on Avon Road at the WAL-MART entrance will need to be coordinated
with staff with the East Avon Access Plan being implemented. Addresses must also be included on these signs.
The 1020 sq. ft. of proposed sign area is consistent with a project of this size.
DIRECTIONAL SIGNS:
The applicant has identified locations for these signs; however, the applicant has not clearly identified materials, colors, or other graphics necessary to establish how these signs
function as directional signs.
Design Review Considerations
According to the Town of Avon’s Sign Code, Section 15.28.070 Design Review Criteria, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs:
The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located.
The proposed tenant signs are a variation of a cabinet sign and though not encouraged by the sign code certain applications are allowed. The proposed tenant sign locations are logical
and appropriate.
The nature of adjacent and neighboring improvements.
Chapel Square is in the Town Commercial Core area. Neighboring and adjacent uses in this area have signage of similar intensity.
The quality of the materials to be utilized in any proposed improvement.
Tenant Signs: The proposed tenant signs are not typical cabinet signs and are of aluminum rather than the clear plastic usually associated with cabinet signs. The bronze aluminum manufacturer
and color must be clearly identified and a uniform bracket designed and submitted for all tenants. The size limitation and bronze color is an acceptable standard; however, tenants
should be encouraged to have individuality in the color and design of the lettering. The proposed tenant cabinet signs are appropriate for this area.
Project Identification Signs: The two proposed project identification signs are of the traditional type. The signs should be changed to an opaque face with routed/cut graphics in order
to be consistent with the sign code. The sign locations must be coordinated with the East Avon Access and Circulation Plan.
The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property.
The visual impact of the tenant signs will be minimal.
The project identification and directional signs will have excessive light and are inconsistent with the sign code.
The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired.
The proposed Master Tenant Sign Program will not impair the surrounding area.
Whether the type, height, size, and/or quality of signs generally comply with the sign code, and are appropriate for the project.
TENANT SIGNS: The proposed tenant sign, though different than those in the surrounding area, are of the quality consistent with that recommended by the sign code.
PROJECT IDENTIFICATION SIGN: Staff believes the proposed project identification signs do not conform to the area.
DIRECTIONAL SIGN: The directional sign should be limited to ten feet in height, the materials, and colors clarified.
Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation
Excluding the tenant signs, the sign orientation needs to be coordinated with staff.
Staff Recommendation
Staff recommends approval of the Chapel Square Tenant Master Sign Program for the submitted and stamped September 9, 1999 with the following conditions:
A standard color, manufacturer and description be identified for the bronze color;
A standard bracket be provided to each tenant to create uniformity and submitted to staff;
Allow the tenants flexibility in the lettering design and color rather than restricting it to white.
Staff recommends denial of the Project Identification and Directional Signs for Chapel Square until the applicant can provide clarification of colors, materials, and modify the design
to be consistent with the Avon Sign Code.

Motion
Commissioner Karow moved to approve the Chapel Square Tenant Master Sign Program as submitted and stamped September 9, 1999 with the following conditions.
Applicant must coordinate location of all Directional and Project Identification signs with staff.
The application must revise the Project identification and Directional Signs for Chapel Square to be consistent with the Avon Sign Code and provide clarification of colors and materials.
